黑龍江省有機農(nóng)業(yè)綜合效益評價及提升對策研究

【摘要】：2015年中央一號文件指出：我國農(nóng)業(yè)資源短缺,開發(fā)過度、污染加重,如何在資源環(huán)境硬約束下保障農(nóng)產(chǎn)品有效供給和質(zhì)量安全、提升農(nóng)業(yè)可持續(xù)發(fā)展能力,是必須應(yīng)對的一個重大挑戰(zhàn)。有機農(nóng)業(yè)的發(fā)展為我國農(nóng)業(yè)生態(tài)問題的解決提供了思路。實踐證明,發(fā)展有機農(nóng)業(yè)可以成功地協(xié)調(diào)農(nóng)業(yè)生產(chǎn)和環(huán)境保護之間的矛盾,綜合地實現(xiàn)保障農(nóng)產(chǎn)品質(zhì)量、促進(jìn)農(nóng)民增收、提高農(nóng)業(yè)綜合競爭力等目標(biāo)。有機農(nóng)業(yè)是近年來各種替代農(nóng)業(yè)中發(fā)展最快的一支,蘊藏著巨大的發(fā)展?jié)摿�。黑龍江省作為生態(tài)農(nóng)業(yè)大省及農(nóng)產(chǎn)品輸出大省,加快有機農(nóng)業(yè)發(fā)展及其綜合效益的提升意義尤其重大。本文首先闡明了黑龍江省有機農(nóng)業(yè)研究的背景、目的及意義,明確研究思路、內(nèi)容及方法路線,對有機農(nóng)業(yè)的相關(guān)概念及基礎(chǔ)理論進(jìn)行了辨析與闡述,奠定了本文的理論基礎(chǔ)。通過對國際的美國、德國、日本及國內(nèi)的江蘇、山東兩省相關(guān)經(jīng)驗的總結(jié)和分析,從中得到對黑龍江省有機農(nóng)業(yè)綜合效益提升的啟示。繼而,總結(jié)分析了黑龍江省有機農(nóng)業(yè)發(fā)展的現(xiàn)狀。運用層次分析法(AHP),借鑒其他相關(guān)替代農(nóng)業(yè)評價指標(biāo)體系,并結(jié)合黑龍江省有機農(nóng)業(yè)發(fā)展的實際情況,構(gòu)建了有機農(nóng)業(yè)綜合效益的評價指標(biāo)體系。在此基礎(chǔ)上,運用綜合評價模型從生態(tài)、經(jīng)濟及社會三個方面對當(dāng)前黑龍江省有機農(nóng)業(yè)發(fā)展的綜合效益進(jìn)行了定量的評價分析。進(jìn)而通過計算各指標(biāo)對有機農(nóng)業(yè)綜合效益提升的制約度,診斷出制約黑龍江省有機農(nóng)業(yè)綜合效益提升的主要因素。最后,結(jié)合理論指導(dǎo)與國內(nèi)外相關(guān)經(jīng)驗的借鑒,提出了促進(jìn)黑龍江省有機農(nóng)業(yè)綜合效益進(jìn)一步提升的對策建議。通過本文的研究,一方面,拓展了有機農(nóng)業(yè)發(fā)展研究的范圍,尤其是在定量研究上的嘗試；另一方面,在掌握了有機農(nóng)業(yè)當(dāng)前綜合效益現(xiàn)狀的基礎(chǔ)上,從政府、企業(yè)及公眾三個層面提出的一系列對策建議,為黑龍江省有機農(nóng)業(yè)發(fā)展及綜合效益提升政策的制定提供參考。
[Abstract]:The first document of the Central Committee in 2015 pointed out: our country's agricultural resources are short, over-developed, and pollution is aggravated. How to ensure the effective supply and quality safety of agricultural products and enhance the ability of sustainable agricultural development under the hard constraints of resources and environment, Is a major challenge that must be met. The development of organic agriculture provides ideas for the solution of agricultural ecological problems in China. Practice has proved that the development of organic agriculture can successfully coordinate the contradiction between agricultural production and environmental protection, comprehensively achieve the goals of ensuring the quality of agricultural products, increasing farmers' income and improving the comprehensive competitiveness of agriculture. Organic agriculture is one of the fastest growing alternative agriculture in recent years. As a big province of ecological agriculture and agricultural product export, Heilongjiang Province is of great significance to accelerate the development of organic agriculture and its comprehensive benefits. In this paper, the background, purpose and significance of the research on organic agriculture in Heilongjiang Province are first expounded, and the research ideas, contents and methods are clarified. The related concepts and basic theories of organic agriculture are analyzed and expounded, which lays the theoretical foundation of this paper. Through summing up and analyzing the relevant experiences of the United States, Germany, Japan, and Jiangsu and Shandong provinces in China, the enlightenment to the promotion of the comprehensive benefit of organic agriculture in Heilongjiang Province is obtained. Then, the development of organic agriculture in Heilongjiang Province is summarized and analyzed. The evaluation index system of the comprehensive benefit of organic agriculture was constructed by using the analytic hierarchy process (AHP),) for reference of other relevant alternative agricultural evaluation index systems and combining with the actual situation of the development of organic agriculture in Heilongjiang Province. On this basis, the comprehensive benefit of the development of organic agriculture in Heilongjiang Province is quantitatively evaluated and analyzed from three aspects of ecology, economy and society by using the comprehensive evaluation model. By calculating the restriction degree of each index on the promotion of comprehensive benefit of organic agriculture, the main factors restricting the promotion of comprehensive benefit of organic agriculture in Heilongjiang Province were diagnosed. Finally, based on the theoretical guidance and relevant experience at home and abroad, the paper puts forward some countermeasures and suggestions to promote the comprehensive benefit of organic agriculture in Heilongjiang Province. Through the research of this paper, on the one hand, it expands the scope of the development of organic agriculture, especially in the attempt of quantitative research; on the other hand, on the basis of mastering the present situation of the comprehensive benefit of organic agriculture, from the government, A series of countermeasures and suggestions are put forward from three aspects of enterprises and the public, which can provide reference for the development of organic agriculture and the promotion of comprehensive benefits in Heilongjiang Province.
