【摘要】：農(nóng)戶是最基本的經(jīng)營決策單元和糧食生產(chǎn)單位,其糧食生產(chǎn)經(jīng)營行為及糧食供給能力直接關(guān)系國家糧食安全。以湖北省典型區(qū)域農(nóng)戶進(jìn)行的3期微觀調(diào)查數(shù)據(jù)為基礎(chǔ),分析近10年農(nóng)戶家庭糧食作物經(jīng)營行為及糧食安全供應(yīng)能力的動態(tài)變化趨勢,探討農(nóng)戶層面下的糧食安全問題。結(jié)果表明:1)重點(diǎn)開發(fā)區(qū)和糧食主產(chǎn)區(qū)農(nóng)戶家庭糧作經(jīng)營參與度較高,農(nóng)戶家庭農(nóng)業(yè)種植以水稻為主,未出現(xiàn)明顯的"非糧化"趨勢,且經(jīng)營規(guī)模越大,農(nóng)戶糧作經(jīng)營的積極性也越高。2)農(nóng)戶糧作經(jīng)營的絕對收益在提升,但相對效益在減弱。重點(diǎn)開發(fā)區(qū)糧作經(jīng)營的絕對和相對效益較低,而糧食主產(chǎn)區(qū)糧作經(jīng)營則持續(xù)保持著對于經(jīng)作經(jīng)營和非農(nóng)經(jīng)營的比較優(yōu)勢,但差距在縮小。且均存在著經(jīng)營規(guī)模越大,農(nóng)戶糧作經(jīng)營的比較效益越高的特征。3)重點(diǎn)開發(fā)區(qū)和糧食主產(chǎn)區(qū)在糧食安全生產(chǎn)供給能力時空變化上存在明顯差異。重點(diǎn)開發(fā)區(qū)農(nóng)戶家庭糧食安全生產(chǎn)能力在降低,而糧食主產(chǎn)區(qū)則保持相對平穩(wěn),兩區(qū)農(nóng)戶家庭層面糧食供給能力的差距在日益拉大,糧食主產(chǎn)區(qū)在區(qū)域糧食安全中的作用日益凸顯。糧食安全關(guān)乎國計民生,建議引導(dǎo)土地流向種田大戶以發(fā)揮規(guī)模效益,加強(qiáng)糧食主產(chǎn)區(qū)糧作經(jīng)營政策扶持力度,在穩(wěn)固糧食主產(chǎn)區(qū)糧作經(jīng)營能力的同時,實(shí)現(xiàn)農(nóng)戶家庭糧作經(jīng)營規(guī)�；图Z食供給穩(wěn)定增長的有機(jī)統(tǒng)一。
[Abstract]:Farmers are the most basic management decision-making units and grain production units, their grain production and management behavior and grain supply capacity directly related to national food security. Based on the data of three periods of microscopic survey conducted by farmers in typical areas of Hubei Province, this paper analyzes the dynamic change trend of household food crop management behavior and grain security supply capacity in recent 10 years, and probes into the problem of food security at the level of farmers. The results showed that the participation of household grain management in key development zones and main grain producing areas was higher, and the farmers' family agriculture was mainly rice, and there was no obvious trend of "non-grain production", and the larger the scale of management, the larger the scale of household grain production was. The higher the enthusiasm of farmer grain management is, the higher the absolute income is, but the relative benefit is weakening. The absolute and relative benefits of grain management in key development zones are low, while the grain farming management in the main grain producing areas continues to maintain the comparative advantage over the economic management and non-agricultural management, but the gap is narrowing. The larger the scale of management, the higher the comparative benefit of farmers' grain management. 3) there are obvious differences between the key development zones and the main grain producing areas in the temporal and spatial changes of the supply capacity of grain safety production. The production capacity of household food security in key development zones is decreasing, while the main grain producing areas remain relatively stable. The gap in the household level grain supply capacity between the two regions is widening day by day. The role of grain-producing areas in regional food security is becoming increasingly prominent. Food security is related to the national economy and the people's livelihood. It is suggested that the land should be directed to large farmers in order to bring into full play the benefits of scale, to strengthen the policy support for grain management in the main grain producing areas, and at the same time to stabilize the capacity of grain management in the main grain producing areas. Realizing the organic unity of household grain management scale and steady increase of grain supply.
