【摘要】：由于資源分布的不均衡和經(jīng)濟(jì)發(fā)展的不平衡性等原因,我國(guó)仍然有很多地區(qū)和人口處于貧困狀態(tài),消除貧困一直是國(guó)家努力解決的一個(gè)關(guān)鍵問題。2013年11月,習(xí)總書記在湖北湘西地區(qū)考察時(shí)指出,扶貧切忌空喊口號(hào),要實(shí)事求是,因地制宜,要精準(zhǔn)扶貧,從實(shí)際出發(fā),不要定好高騖遠(yuǎn)的目標(biāo),重點(diǎn)強(qiáng)調(diào)了精準(zhǔn)扶貧的重要性。隨著金融在經(jīng)濟(jì)發(fā)展中作用日益突出,2013年,中辦、國(guó)辦出臺(tái)了《關(guān)于創(chuàng)新機(jī)制扎實(shí)推進(jìn)農(nóng)村扶貧開發(fā)工作的意見》,2015年12月,中央出臺(tái)了《中共中央國(guó)務(wù)院關(guān)于打贏脫貧攻堅(jiān)戰(zhàn)的決定》,明確了我國(guó)農(nóng)村扶貧的總目標(biāo),提出了金融支持農(nóng)村扶貧的一攬子政策,為農(nóng)村金融支持精準(zhǔn)扶貧提出了要求、指明了方向,因此研究如何實(shí)現(xiàn)金融有效支持農(nóng)村精準(zhǔn)扶貧問題具有重要意義。地處寧夏南部山區(qū)的固原市,既是國(guó)家六盤山集中連片特困扶貧區(qū),也是紅色革命老區(qū),脫貧攻堅(jiān)任務(wù)異常艱巨。隨著金融在經(jīng)濟(jì)社會(huì)發(fā)展中作用的日益突出,國(guó)內(nèi)外就如何做好金融支持扶貧和農(nóng)村精準(zhǔn)扶貧進(jìn)行了一系列探索,因此,論文以固原市為實(shí)證研究對(duì)象,以精準(zhǔn)扶貧為問題的切入點(diǎn),在借鑒國(guó)內(nèi)外關(guān)于貧困根源及金融扶貧研究和實(shí)踐的基礎(chǔ)上,立足于“不平衡增長(zhǎng)理論”、“貧困的惡性循環(huán)理論”和“不完全競(jìng)爭(zhēng)市場(chǎng)理論”,通過分析固原市貧困縣區(qū)的貧困狀況、固原市金融支持農(nóng)村精準(zhǔn)扶貧的實(shí)踐、存在的困境及成因,有針對(duì)性地對(duì)固原市金融支持農(nóng)村精準(zhǔn)扶貧的對(duì)策措施進(jìn)行論證。通過研究,論文基于對(duì)固原市的經(jīng)濟(jì)發(fā)展?fàn)顩r和扶貧現(xiàn)狀進(jìn)行整體的把握,結(jié)合固原市金融支持農(nóng)村精準(zhǔn)扶貧的實(shí)踐,認(rèn)為金融服務(wù)體系不健全、信貸投入不足、溝通協(xié)調(diào)機(jī)制不完善等是固原市金融支持農(nóng)村精準(zhǔn)扶貧面臨的困境;扶貧標(biāo)準(zhǔn)的提高、扶貧難度的提升和超生等問題是固原市金融支持農(nóng)村精準(zhǔn)扶貧的挑戰(zhàn)。針對(duì)上述狀況,論文認(rèn)為地方政府、金融機(jī)構(gòu)以及貧困農(nóng)戶三方之間的博弈、逆向選擇、利益沖突和制度不完善等是造成固原市金融支持農(nóng)村精準(zhǔn)扶困境的根本原因;在此基礎(chǔ)上,從動(dòng)態(tài)精確管理、小額信貸定價(jià)、金融服務(wù)水平以及發(fā)展碳匯交易以改善環(huán)境等五個(gè)方面,為固原市金融支持農(nóng)村精準(zhǔn)扶貧提出了對(duì)策建議。
[Abstract]:Owing to the unbalanced distribution of resources and the unbalanced development of economy, many areas and populations in China are still in poverty. Poverty eradication has always been a key issue for the state to solve. In November 2013, General Secretary Xi pointed out during his inspection in Xiangxi, Hubei Province, that poverty alleviation should not be empty slogans, be realistic and be based on local conditions. It is advisable for the central government to set a high goal for poverty alleviation and emphasize the importance of accurate poverty alleviation. The decision of the Academy on winning the battle against poverty made it clear the general goal of poverty alleviation in rural areas of China, put forward a package of policies on financial support for poverty alleviation in rural areas, put forward requirements and pointed out the direction for accurate poverty alleviation in rural financial support, so it is of great significance to study how to effectively support the accurate poverty alleviation in rural areas with financial support. Guyuan city in the mountainous area of the Ministry of China is not only an area of special poverty alleviation in Liupanshan, but also an old red revolutionary area. The task of getting rid of poverty is extremely arduous. Based on the theory of unbalanced growth, the theory of vicious circle of poverty and the theory of incomplete competition market, this paper analyzes the poverty situation in the poverty-stricken counties of Guyuan City. The practice of financial support for rural precise poverty alleviation in Guyuan City, the existing difficulties and causes of formation are pointed out, and the countermeasures and measures of financial support for rural precise poverty alleviation in Guyuan City are demonstrated. Practice shows that the financial service system is imperfect, the credit input is insufficient, and the communication and coordination mechanism is imperfect, which is the predicament of Guyuan's financial support for rural precise poverty alleviation; the improvement of poverty alleviation standards, the difficulty of poverty alleviation and the supernatant are the challenges of Guyuan's financial support for rural precise poverty alleviation. Game among the government, financial institutions and poor farmers, adverse selection, conflict of interest and imperfect system are the basic reasons for the dilemma of financial support for rural areas in Guyuan City. This paper puts forward countermeasures and suggestions for Guyuan's financial support for rural precision poverty alleviation.
