【摘要】：我國(guó)是世界蠶桑產(chǎn)業(yè)的發(fā)源地,同時(shí)也是世界上蠶繭與生絲生產(chǎn)量最多的國(guó)家。山東省昌邑市是一座享譽(yù)五洲的絲綢古城,擁有著豐富而久遠(yuǎn)的種桑養(yǎng)蠶、繅絲織綢的歷史,其精湛的技藝和完美的品質(zhì),一直傳承著中華民族這五千多年來的燦爛文華和歷史文明。而在現(xiàn)代工業(yè)飛速發(fā)展的今天,受國(guó)內(nèi)外繭絲綢價(jià)格低迷的影響(梁麗華,2007),自上世紀(jì)90年代以后,昌邑市的蠶桑產(chǎn)業(yè)經(jīng)歷了由興到衰的過程,盡管近幾年由于國(guó)家政府的大力扶持、繭絲綢價(jià)格的上漲等原因,昌邑市蠶桑產(chǎn)業(yè)又呈現(xiàn)恢復(fù)性態(tài)勢(shì),但依舊存在許多問題。因此研究昌邑市蠶桑產(chǎn)業(yè)發(fā)展現(xiàn)狀、存在的問題以及今后的發(fā)展對(duì)策具有重要的現(xiàn)實(shí)指導(dǎo)意義。在上述背景下,本研究通過資料搜集、實(shí)地調(diào)查等方法對(duì)昌邑市蠶桑產(chǎn)業(yè)的發(fā)展歷史和現(xiàn)狀進(jìn)行了深入調(diào)查和分析,在此基礎(chǔ)上剖析了制約昌邑市蠶桑產(chǎn)業(yè)發(fā)展的主要問題,最后提出了振興昌邑市蠶桑業(yè)的發(fā)展對(duì)策和建議,以期為昌邑市蠶桑產(chǎn)業(yè)的持續(xù)、穩(wěn)定、健康發(fā)展提供參考依據(jù)。研究結(jié)果表明,昌邑市具有發(fā)展蠶桑產(chǎn)業(yè)的自然資源和社會(huì)經(jīng)濟(jì)歷史條件優(yōu)勢(shì),但受到近幾年國(guó)際市場(chǎng)的影響,無論在蠶桑業(yè)的規(guī)模與分布、絲綢產(chǎn)量、桑葉產(chǎn)量等方面均出現(xiàn)了較大幅度的下降情況。分析其原因認(rèn)為昌邑市蠶桑產(chǎn)業(yè)發(fā)展主要存在以下幾個(gè)問題:一是優(yōu)惠政策不全面、未落實(shí)好,導(dǎo)致蠶農(nóng)承擔(dān)風(fēng)險(xiǎn)過大,影響蠶農(nóng)種桑養(yǎng)蠶的積極性;二是資金投入不足,導(dǎo)致基礎(chǔ)設(shè)施建設(shè)滯后,缺乏投入機(jī)制及其監(jiān)管,尤其是在人才及技術(shù)上的投入不足;三是產(chǎn)業(yè)未形成一體化,產(chǎn)業(yè)鏈短,對(duì)蠶桑產(chǎn)業(yè)的產(chǎn)品、副產(chǎn)物的綜合利用及研究開發(fā)不足,導(dǎo)致市場(chǎng)狹窄,不能開拓新的市場(chǎng)。為解決昌邑市蠶桑產(chǎn)業(yè)發(fā)展中存在的問題,依據(jù)昌邑地區(qū)蠶桑產(chǎn)業(yè)的發(fā)展優(yōu)勢(shì),特提出了以下幾點(diǎn)對(duì)策和建議:一是加強(qiáng)對(duì)蠶桑產(chǎn)業(yè)發(fā)展的重視程度,建立蠶桑產(chǎn)業(yè)發(fā)展專項(xiàng)基金,加大蠶桑產(chǎn)業(yè)投入力度;引進(jìn)人才、科技創(chuàng)新,建立專項(xiàng)研究室,促進(jìn)規(guī)�；B(yǎng)殖技術(shù);稅收、農(nóng)資補(bǔ)貼、減免土地承包費(fèi)用等優(yōu)惠政策的落實(shí);轉(zhuǎn)變生產(chǎn)方式,建立合作社,加大保險(xiǎn)投入,最大化降低蠶農(nóng)風(fēng)險(xiǎn)。二是深化一體化改革,促進(jìn)蠶桑產(chǎn)業(yè)轉(zhuǎn)型升級(jí),加大對(duì)蠶桑產(chǎn)品的深加工力度,延長(zhǎng)產(chǎn)業(yè)鏈。三是以優(yōu)質(zhì)的產(chǎn)品,大力開拓新市場(chǎng),讓產(chǎn)品走出中國(guó),走向世界。
[Abstract]:China is the birthplace of sericulture industry in the world, and the largest production of cocoon and raw silk in the world. Changyi City, Shandong Province, is a famous ancient silk city in Wuzhou. It has a rich and long history of breeding mulberry and silkworm, silk reeling and weaving silk, its exquisite skill and perfect quality. Has been the heritage of the Chinese nation over the past five thousand years of brilliant Wenhua and historical civilization. Today, with the rapid development of modern industry, affected by the low prices of cocoon and silk at home and abroad (Liang Li-hua 2007), since the 1990s, the sericulture industry in Changyi has experienced a process from prosperity to decline. Although in recent years, because of the strong support of the national government and the rising prices of cocoon and silk, the sericulture industry in Changyi presents a restorative trend, but there are still many problems. Therefore, it is of practical significance to study the present situation, existing problems and future development countermeasures of sericulture industry in Changyi city. Under the above background, this research has carried on the thorough investigation and the analysis to the development history and the present situation of the sericulture industry of Changyi city through the methods of data collection and field investigation, and on this basis has analyzed the main question which restricts the development of the sericulture industry of Changyi city. Finally, the paper puts forward the countermeasures and suggestions for the development of the sericulture industry in Changyi city, in order to provide the reference for the sustainable, stable and healthy development of the sericulture industry in Changyi city. The results show that Changyi has the advantages of developing the natural resources and social economic and historical conditions of sericulture industry, but it is influenced by the international market in recent years, regardless of the scale and distribution of sericulture, silk production, The yield of mulberry leaves decreased by a large margin. It is believed that the main problems in the development of sericulture industry in Changyi are as follows: first, the preferential policies are not comprehensive and implemented, which leads to excessive risks for silkworm farmers, which affects the enthusiasm of silkworm farming and mulberry breeding, and the lack of investment in funds. As a result of lagging infrastructure construction and lack of investment mechanisms and supervision, especially in terms of personnel and technology, the third is that the industry is not integrated, the industrial chain is short, and the products of the sericulture industry are not formed. The comprehensive utilization and research and development of by-products lead to narrow market and can not open up new market. In order to solve the problems existing in the development of sericulture industry in Changyi city, according to the development advantages of sericulture industry in Changyi area, the following countermeasures and suggestions are put forward: first, to strengthen the attention to the development of sericulture industry, To establish a special fund for the development of sericulture industry, to increase the investment in sericulture industry, to introduce talents, scientific and technological innovation, to establish a special research office, to promote large-scale aquaculture technology, to implement preferential policies such as taxation, subsidies for agricultural resources, reduction and reduction of land contract fees, and so on; Change the mode of production, establish cooperatives, increase insurance investment, maximize and reduce the risk of silkworm farmers. Second, deepen the integration reform, promote the sericulture industry transformation and upgrade, intensify the deep processing of sericulture products, and prolong the industrial chain. Third, high-quality products, vigorously develop new markets, let products out of China, to the world.
