【摘要】：在農(nóng)地流轉(zhuǎn)規(guī)模擴大和小農(nóng)戶私下流轉(zhuǎn)頻繁的背景下,農(nóng)地福利保障抑制農(nóng)地流轉(zhuǎn)的研究結(jié)論難以解釋該現(xiàn)象。究其原因,農(nóng)地福利保障是與制度保障和社區(qū)保障共同發(fā)揮作用的,并因農(nóng)村流動性增強而表現(xiàn)出功能上的轉(zhuǎn)化。文章利用全國9省區(qū)2 704戶農(nóng)戶調(diào)查數(shù)據(jù),分析了農(nóng)地福利保障對農(nóng)戶農(nóng)地轉(zhuǎn)出行為的影響,以及不同制度保障和社區(qū)保障下農(nóng)地福利保障對農(nóng)地轉(zhuǎn)出的作用差異。研究表明,農(nóng)地福利保障抑制了農(nóng)地轉(zhuǎn)出,但其抑制作用受到了正式保障的強化,表現(xiàn)為正式保障較弱狀態(tài)造成的農(nóng)地福利保障長期滯留。其次,社區(qū)保障的存在降低了農(nóng)地福利保障對農(nóng)地轉(zhuǎn)出的抑制作用,表現(xiàn)為熟人間農(nóng)地流轉(zhuǎn)引致的非正式社會保障的轉(zhuǎn)化。從制度關(guān)聯(lián)的理論命題出發(fā),為降低農(nóng)地福利保障與要素配置的負(fù)反饋,需要從健全農(nóng)村社會保障和誘導(dǎo)社區(qū)保障自我實施的維度,促進(jìn)城鄉(xiāng)社會服務(wù)均等化和鄉(xiāng)村幫扶網(wǎng)絡(luò)作用的發(fā)揮。
[Abstract]:Under the background of the expansion of farmland transfer scale and the frequent private circulation of small farmers, it is difficult to explain this phenomenon in the study of farmland welfare security restraining farmland transfer. The reason is that the rural land welfare security plays a role together with the system security and the community security, and shows the function transformation because of the rural mobility enhancement. Based on the survey data of 2,704 rural households in 9 provinces and regions of China, this paper analyzes the influence of farmland welfare security on rural land conversion behavior, and the difference of farmland welfare guarantee on farmland transfer under different system and community guarantee. The research shows that the farmland welfare security inhibits the agricultural land transfer, but its inhibitory effect is strengthened by the formal guarantee, which is reflected in the long-term detention of the farmland welfare security caused by the weak state of the formal security. Secondly, the existence of community security reduces the inhibition of farmland welfare security on agricultural land transfer, which is reflected in the transformation of informal social security caused by the transfer of agricultural land among acquaintances. In order to reduce the negative feedback between farmland welfare security and the allocation of elements, we need to improve the rural social security and induce the self-implementation of community security from the theoretical proposition of institutional relevance. We will promote the equalization of urban and rural social services and the role of rural support networks.
