【摘要】：水是生命之源,水利是農(nóng)業(yè)的命根,隨著經(jīng)濟(jì)社會的發(fā)展,三農(nóng)問題中的農(nóng)業(yè)起著根本性的作用,對于農(nóng)業(yè)來說,重中之重的是水利,是灌區(qū)的建立及其后續(xù)的發(fā)展,但是因為之前計劃時期遺留下來的體制上的缺陷,導(dǎo)致目前我國灌區(qū)所存在的問題更加突出。要想改變這種狀況,有必要吸收用水戶參與灌溉管理是灌溉供水實(shí)現(xiàn)良性循環(huán)的必要手段。在灌溉管理模式的用水戶協(xié)會的成立是一種用于灌溉管理系統(tǒng)的末級渠系管理模式改革。本文以黑龍江省龍鳳山灌區(qū)農(nóng)民用水合作組織進(jìn)行研究,這種農(nóng)民參與式管理組織的內(nèi)在運(yùn)行機(jī)制,以探究其在運(yùn)行實(shí)際過程中所存在的問題,對龍鳳山灌區(qū)農(nóng)民用水合作組織灌溉管理制度的進(jìn)一步變革提供參考依據(jù)。本文重點(diǎn)研究了龍鳳山灌區(qū)農(nóng)民用水合作組織運(yùn)行機(jī)制問題。首先對農(nóng)民用水合作組織進(jìn)行了界定,把民政部門批準(zhǔn)成立注冊的龍鳳山灌區(qū)農(nóng)民用水合作組織作為本文的研究對象。其次從產(chǎn)權(quán)機(jī)制、民主管理機(jī)制、激勵機(jī)制、監(jiān)管機(jī)制、決策機(jī)制和利益分配機(jī)制這幾個方面分析了龍鳳山灌區(qū)農(nóng)民用水合作組織的發(fā)展現(xiàn)狀并總結(jié)出龍鳳山灌區(qū)農(nóng)民用水合作組織在發(fā)展過程中存在的問題。重點(diǎn)討論了龍鳳山灌區(qū)農(nóng)民用水合作組織運(yùn)行機(jī)制存在的問題,通過調(diào)查問卷的形式對龍鳳山灌區(qū)農(nóng)民用水合作組織進(jìn)行調(diào)研,了解運(yùn)行機(jī)制、管理水平等情況,根據(jù)實(shí)際調(diào)研的情況進(jìn)行研究,存在著渠系產(chǎn)權(quán)不明晰、內(nèi)部治理不健全、對農(nóng)民用水合作組織有效激勵不足、決策權(quán)難以貫徹、缺乏有效的內(nèi)外監(jiān)督、利益分配不合理等問題,最后根據(jù)存在的問題有針對性的對龍鳳山灌區(qū)農(nóng)民用水合作組織運(yùn)行機(jī)制的進(jìn)行完善措施。
[Abstract]:Water is the source of life, and water conservancy is the root of agriculture. With the development of economy, society, agriculture in agriculture plays a fundamental role. For agriculture, the most important thing is water conservancy, the establishment of irrigation areas and its subsequent development. However, due to the institutional defects left over from the previous planning period, the existing problems in irrigation districts in China are more prominent. To change this situation, it is necessary to involve water users in irrigation management. The establishment of the Water users Association in the irrigation management model is a reform of the final canal system management model for irrigation management systems. In this paper, the cooperative organization of farmers' water use in Longfengshan Irrigation District of Heilongjiang Province is studied, which is the internal operating mechanism of the farmers' participatory management organization, in order to explore the problems existing in the actual operation of the organization. It provides reference basis for the further reform of irrigation management system of farmers' water use cooperative organization in Longfengshan Irrigation District. This paper focuses on the operation mechanism of farmers' water-using cooperative organization in Longfengshan Irrigation District. Firstly, the farmer water use cooperative organization is defined, and the farmer water use cooperation organization of Longfeng Mountain Irrigation District approved by the civil affairs department is regarded as the research object of this paper. Secondly, from the property rights mechanism, democratic management mechanism, incentive mechanism, regulatory mechanism, This paper analyzes the present situation of farmers' water use cooperative organization in Longfengshan Irrigation District and summarizes the problems existing in the development process of farmers' water use cooperative organization in Longfengshan Irrigation District from the aspects of decision-making mechanism and benefit distribution mechanism. The problems existing in the operation mechanism of farmers' water use cooperation organization in Longfengshan Irrigation District are discussed, and the farmers' water use cooperation organization in Longfengshan Irrigation District is investigated by questionnaire to understand the operation mechanism, management level and so on. According to the actual investigation and research, there are some problems, such as unclear property rights of canal system, imperfect internal governance, insufficient effective incentives for farmers' water cooperation organizations, difficulty in carrying out decision-making power, and lack of effective internal and external supervision. The benefit distribution is unreasonable and so on. Finally, according to the existing problems, some measures are taken to perfect the operation mechanism of farmers' water use cooperation organization in Longfengshan Irrigation District.
