南充市共興鎮(zhèn)土地整理效益評價

【摘要】:土地整理是實現(xiàn)土地資源可持續(xù)發(fā)展的重要手段之一,科學(xué)合理的實施土地效益評價可以為土地整理工作提供理論與實際的指導(dǎo)。本文依托“南充市共興鎮(zhèn)土地整理項目”,綜合運用土地資源學(xué)、土地規(guī)劃學(xué)、土地經(jīng)濟學(xué)、運籌學(xué)等多學(xué)科理論方法和技術(shù)作為支撐,以南充市共興鎮(zhèn)為研究對象,采用特爾斐法選取評價指標(biāo)并構(gòu)建土地效益評價指標(biāo)體系,運用層次分析法確定各評價指標(biāo)權(quán)重,并采用模糊綜合評價法,構(gòu)建效益評價模型,在此基礎(chǔ)上,分別從經(jīng)濟效益、社會效益、生態(tài)效益和綜合效益4個方面對共興鎮(zhèn)土地整理前后的土地整理效果進行評價。本文主要結(jié)論包括以下兩點:(1)本文分別選取6個經(jīng)濟效益指標(biāo),5個社會效益指標(biāo),4個生態(tài)效益指標(biāo)構(gòu)建土地整理效益評價體系,并通過層次分析法得出各評價指標(biāo)權(quán)重,結(jié)果表明:農(nóng)業(yè)總產(chǎn)值、綠色植被覆蓋率和土地平整率3個評價指標(biāo)權(quán)重相對較大,說明此研究區(qū)域在進行土地整理評價工作時這3個指標(biāo)對評價結(jié)果的影響程度最大。(2)共興鎮(zhèn)土地整理后綜合效益明顯提升,其中整理后的綜合效益值為78.88,綜合效益評價等級達到“良好”,整理前綜合效益評價分值為47.56,綜合效益等級為“差”。土地整理的經(jīng)濟效益明顯好于整理前,經(jīng)濟效益評價分值由整理前的36.34提高到87.01,評價等級由“差”提升為“優(yōu)秀”;經(jīng)濟效益評價分值由53.65提高到84.86,社會效益評價等級由“差”達到“良好”級別;生態(tài)效益分值由49.07提高到72.61,生態(tài)效益評價等級由“差”達到“良好”級別。社會效益和生態(tài)效益雖然也明顯提高,但同經(jīng)濟效益的大幅增長相比,仍存在不足,相關(guān)整理工作需要進行改進。
[Abstract]:Land consolidation is one of the important means to realize the sustainable development of land resources. Scientific and reasonable land benefit evaluation can provide theoretical and practical guidance for land consolidation. Based on the Land consolidation Project of Tongxing Town in Nanchong City, this paper comprehensively uses the theories and techniques of land resources, land planning, land economics and operational research as the support, and takes Tongxing Town of Nanchong City as the research object. The evaluation indexes are selected by Delphi method and the evaluation index system of land benefit is constructed. The weight of each evaluation index is determined by analytic hierarchy process (AHP), and the model of benefit evaluation is constructed by using fuzzy comprehensive evaluation method. The effects of land consolidation before and after land consolidation in Tongxing Town were evaluated from four aspects: social benefit, ecological benefit and comprehensive benefit. The main conclusions of this paper are as follows: (1) in this paper, six economic benefit indexes, five social benefit indexes and four ecological benefit indexes are selected to construct the evaluation system of land consolidation benefit, and the weight of each evaluation index is obtained by analytic hierarchy process. The results showed that the weights of the three evaluation indexes of total agricultural output value, green vegetation coverage and land leveling rate were relatively large. The results show that these three indexes have the greatest influence on the evaluation results in the evaluation of land consolidation. (2) the comprehensive benefit of land consolidation in Tongxing Town is obviously improved. After finishing, the comprehensive benefit value is 78.88, the comprehensive benefit evaluation grade is "good", the comprehensive benefit evaluation score is 47.56, and the comprehensive benefit grade is "bad". The economic benefit of land consolidation was obviously better than that before consolidation, the evaluation value of economic benefit increased from 36.34 to 87.01, and the evaluation grade was raised from "poor" to "excellent". The evaluation value of economic benefit is increased from 53.65 to 84.86, the social benefit evaluation grade is improved from "poor" to "good" grade, the value of ecological benefit is increased from 49.07 to 72.61, and the evaluation grade of ecological benefit is "good" from "poor" to "good". The social and ecological benefits are also obviously improved, but compared with the substantial increase of economic benefits, there are still some shortcomings, and the related collation work needs to be improved.
