【摘要】：云南作為傳統(tǒng)的農(nóng)業(yè)大省,要提高全省的經(jīng)濟(jì)競(jìng)爭(zhēng)力,農(nóng)業(yè)的發(fā)展成為引領(lǐng)云南省經(jīng)濟(jì)發(fā)展的基礎(chǔ)。2011年為抓住農(nóng)業(yè)結(jié)構(gòu)調(diào)整,促進(jìn)云南省傳統(tǒng)農(nóng)業(yè)向現(xiàn)代農(nóng)業(yè)轉(zhuǎn)型的這個(gè)關(guān)鍵時(shí)期,云南省政府提出了“大力發(fā)展云南省高原特色農(nóng)業(yè)”,打響云南省農(nóng)業(yè)的“四個(gè)名片,六大特色產(chǎn)業(yè)基地”。云南省只有充分依托其獨(dú)特的資源基礎(chǔ)、氣候特色,發(fā)展具有其自身特點(diǎn)的特色農(nóng)業(yè),才能進(jìn)一步加快云南省農(nóng)業(yè)轉(zhuǎn)型的步伐。本文采用階段DEA模型,對(duì)云南2004-2013年的農(nóng)業(yè)效率進(jìn)行分析評(píng)價(jià),結(jié)果表明云南省十年間的農(nóng)業(yè)效率雖然有增長(zhǎng)但效率平均并不高。為了分析影響云南省高原特色綜合效率的外生因素,本文又在此基礎(chǔ)上選取了外生環(huán)境因素變量,通過(guò)Tobit模型,對(duì)2004-2013年云南省高原特色農(nóng)業(yè)效率和環(huán)境影響因素做回歸分析,根據(jù)回歸分析所得系數(shù)絕對(duì)值對(duì)外生影響因素進(jìn)行排序。一方面,從投入、產(chǎn)出角度利用DEA模型測(cè)度了2004-2013年云南省農(nóng)業(yè)生產(chǎn)綜合效率、純技術(shù)效率和規(guī)模效率,實(shí)證結(jié)果顯示2013年云南省高原特色農(nóng)業(yè)效率達(dá)到DEA有效。2004-2013年十年間云南省高原特色農(nóng)業(yè)效率整體水平不高,由于云南省農(nóng)業(yè)純技術(shù)效率十年間都接近于1,規(guī)模效率成為主要的制約云南省高原特色農(nóng)業(yè)綜合效率的因素。另一方面,外生環(huán)境因素對(duì)云南省高原特色農(nóng)業(yè)的綜合效率的影響各不相同,其中農(nóng)村居民家庭人均純收入的增加有助于提高生產(chǎn)效率,而城市化水平、財(cái)政支農(nóng)支出、農(nóng)作物受災(zāi)總面積都對(duì)農(nóng)業(yè)綜合效率有負(fù)面的影響。
[Abstract]:Yunnan, as a traditional agricultural province, must improve the economic competitiveness of the province, and the development of agriculture has become the basis for leading the economic development of Yunnan. In 2011, in order to grasp the adjustment of agricultural structure, In order to promote the transition from traditional agriculture to modern agriculture in Yunnan Province, the Yunnan Provincial Government put forward "vigorously developing characteristic Agriculture in Yunnan Plateau", which set off the "four business cards and six characteristic industrial bases" of agriculture in Yunnan Province. Only by fully relying on its unique resource base, climate characteristics, and developing characteristic agriculture with its own characteristics, can Yunnan further accelerate the pace of agricultural transformation in Yunnan Province. In this paper, the stage DEA model is used to analyze and evaluate the agricultural efficiency of Yunnan Province from 2004 to 2013. The results show that the agricultural efficiency of Yunnan Province has increased in the past ten years, but the average efficiency is not high. In order to analyze the exogenous factors that affect the comprehensive efficiency of Yunnan plateau characteristics, this paper selects the variables of exogenous environmental factors and makes regression analysis on the agricultural efficiency and environmental factors of Yunnan plateau from 2004 to 2013 through Tobit model. According to the regression analysis of the absolute value of the external factors to rank. On the one hand, from the angle of input and output, this paper uses DEA model to measure the comprehensive efficiency, pure technical efficiency and scale efficiency of Yunnan agricultural production from 2004 to 2013. The empirical results show that the efficiency of Yunnan plateau characteristic agriculture reached the level of DEA efficiency in 2013. The overall level of Yunnan plateau characteristic agriculture efficiency was not high during the ten years from 2004 to 2013. Because the pure technical efficiency of agriculture in Yunnan Province is close to 1 in ten years, scale efficiency has become the main factor restricting the comprehensive efficiency of characteristic agriculture in Yunnan plateau. On the other hand, the influence of exogenous environmental factors on the comprehensive efficiency of characteristic agriculture in Yunnan plateau is different. The increase of per capita net income of rural households contributes to the improvement of production efficiency, while the level of urbanization, the expenditure of financial support for agriculture, The total area affected by crops has a negative impact on the overall efficiency of agriculture.
