【摘要】：在當(dāng)前精準(zhǔn)扶貧成為國(guó)家戰(zhàn)略的背景下,基于收入貧困的收入扶持救助政策面臨瞄準(zhǔn)偏差、社會(huì)對(duì)立、污名效應(yīng)、貧困陷阱等實(shí)踐困境�；谫Y產(chǎn)貧困的"資產(chǎn)拓展"救助政策在我國(guó)既有可行性,又有促進(jìn)農(nóng)村貧困人口收入穩(wěn)定、資產(chǎn)積累以及技能的專門化與專業(yè)化等潛在優(yōu)勢(shì)。財(cái)產(chǎn)性收入對(duì)居民收入增長(zhǎng)貢獻(xiàn)的實(shí)證研究結(jié)果表明,財(cái)產(chǎn)性收入占農(nóng)村貧困人口家庭總收入比重偏低,財(cái)產(chǎn)性收入對(duì)農(nóng)村居民可支配收入增長(zhǎng)的貢獻(xiàn)不顯著,尤其是對(duì)貧困率較高的中西部地區(qū)農(nóng)村居民收入增長(zhǎng)的貢獻(xiàn)非常有限。為使貧困地區(qū)農(nóng)村居民收入穩(wěn)定增長(zhǎng)且具有可持續(xù)性,我國(guó)農(nóng)村貧困地區(qū)社會(huì)救助扶貧政策應(yīng)進(jìn)行轉(zhuǎn)型,以資產(chǎn)拓展為調(diào)整方向,拓展資產(chǎn)收益項(xiàng)目,建立參與式資產(chǎn)管理制度,開(kāi)展監(jiān)測(cè)評(píng)估,讓農(nóng)村貧困人口成為有資產(chǎn)者。
[Abstract]:Under the background that precision poverty alleviation has become a national strategy, income support and relief policies based on income poverty are faced with practical difficulties such as targeting deviation, social antagonism, stigma effect, poverty trap and so on. The policy of "asset expansion" based on asset poverty is feasible in China, and has the potential advantages of promoting income stability, asset accumulation, specialization and specialization of skills in rural areas. The results of the empirical research on the contribution of property income to the growth of residents' income show that the proportion of property income to the total household income of poor rural population is low, and the contribution of property income to the growth of disposable income of rural residents is not significant. In particular, the contribution to the income growth of rural residents in the Midwest, where poverty rates are high, is very limited. In order to make the income of rural residents in poor areas stable and sustainable, the policy of social assistance and poverty alleviation in rural poor areas of China should be transformed, taking the expansion of assets as the adjustment direction and expanding the items of asset income. The establishment of participatory asset management system, monitoring and evaluation, so that the rural poor become assets.
