改革開放以來我國農(nóng)業(yè)轉(zhuǎn)移人口市民化問題研究

【摘要】：改革開放以來,經(jīng)濟(jì)社會(huì)的發(fā)展、農(nóng)業(yè)現(xiàn)代化的推進(jìn)、城鄉(xiāng)的巨大差距以及產(chǎn)業(yè)結(jié)構(gòu)的調(diào)整,共同驅(qū)動(dòng)著日漸龐大的農(nóng)業(yè)人口轉(zhuǎn)移到城市。轉(zhuǎn)移至城市的農(nóng)業(yè)人口為二、三產(chǎn)業(yè)的顯著發(fā)展、城市建設(shè)做出了巨大的貢獻(xiàn),但卻需要付出巨大的城鎮(zhèn)化成本而難以實(shí)現(xiàn)真正的市民化。十八大報(bào)告突出強(qiáng)調(diào)了推進(jìn)新型城鎮(zhèn)化建設(shè)的重要性,今年的第十二屆全國人民代表大會(huì)三次會(huì)議上李克強(qiáng)總理的政府工作報(bào)告更是指出城鎮(zhèn)化是解決城鄉(xiāng)差距的根本途徑,也是最大的內(nèi)需所在。在推進(jìn)城鎮(zhèn)化的進(jìn)程中,“三農(nóng)問題”仍然是我國目前發(fā)展的最薄弱環(huán)節(jié),農(nóng)業(yè)轉(zhuǎn)移人口市民化問題作為解決“三農(nóng)問題”的重要途徑受到黨和國家的高度重視,對我國新時(shí)期城鎮(zhèn)化的順利推進(jìn)和全面建設(shè)小康社會(huì)的目標(biāo)具有重要的意義。本文就農(nóng)業(yè)轉(zhuǎn)移人口市民化問題展開研究。以時(shí)間為順序,分階段的描述了改革開放至今中國的農(nóng)業(yè)轉(zhuǎn)移人口市民化狀況,以及目前的市民化現(xiàn)狀。從政治、經(jīng)濟(jì)、社會(huì)環(huán)境等方面深入分析農(nóng)業(yè)人口遷移的影響因素,指出了轉(zhuǎn)型時(shí)期的中國農(nóng)業(yè)轉(zhuǎn)移人口市民化的必然性和必要性。在此基礎(chǔ)上,提出了當(dāng)前我國農(nóng)業(yè)人口市民化在制度性和非制度性兩個(gè)層面存在的問題。最后,針對現(xiàn)存的問題,從降低農(nóng)業(yè)轉(zhuǎn)移人口市民化成本和提升農(nóng)業(yè)轉(zhuǎn)移人口市民化能力出發(fā),提出中肯的建議。農(nóng)業(yè)轉(zhuǎn)移人口向城市的遷移從來都是不以人的意志為轉(zhuǎn)移的,我們要研究的不是如何使9億農(nóng)業(yè)人口變成城市人,更不是如何使他們盡快的都來到城市生活。我們要研究的是如何提高農(nóng)業(yè)轉(zhuǎn)移人口的收入,是怎樣使已經(jīng)來到城市的農(nóng)業(yè)人口享受到與城市居民一樣的待遇。
[Abstract]:Since the reform and opening up, the development of economy and society, the advancement of agricultural modernization, the huge gap between urban and rural areas and the adjustment of industrial structure, together drive the increasingly large agricultural population to transfer to the city. The agricultural population transferred to the city is the remarkable development of the second and third industries, and the urban construction has made great contributions, but it is difficult to realize the real urbanization by paying the huge cost of urbanization. The report of the 18th National Congress highlighted the importance of promoting the construction of a new type of urbanization. At the third session of the Twelfth National people's Congress this year, Prime Minister Li Keqiang's government work report even pointed out that urbanization is the fundamental way to solve the gap between urban and rural areas. It is also the biggest source of domestic demand. In the process of promoting urbanization, the "three rural issues" are still the weakest link in the current development of our country. As an important way to solve the "three rural issues", the urbanization of agricultural transfer population is highly valued by the Party and the country. It is of great significance for the smooth advancement of urbanization and the goal of building a well-off society in China in the new period. This paper studies the urbanization of agricultural transfer population. In the order of time, this paper describes the status of urbanization of the agricultural transfer population in China and the present situation of the urbanization in stages of reform and opening up to the outside world. From the aspects of politics, economy and social environment, this paper analyzes the influencing factors of agricultural population migration, and points out the inevitability and necessity of the urbanization of Chinese agricultural transfer population in the period of transition. On this basis, this paper puts forward the problems existing in both institutional and non-institutional aspects of the urbanization of agricultural population in our country at present. Finally, aiming at the existing problems, this paper puts forward some pertinent suggestions from the view of reducing the cost of popularizing agricultural transfer population and improving the ability of popularizing agricultural transfer population. The transfer of population from agriculture to city has never been based on the will of people. What we want to study is not how to make 900 million agricultural population become city people, nor how to make them all come to the city as soon as possible. What we want to study is how to raise the income of the agricultural transfer population and how to make the agricultural population who have come to the city enjoy the same treatment as the urban residents.
