【摘要】：經(jīng)濟(jì)新常態(tài)背景下,我國農(nóng)業(yè)供給側(cè)結(jié)構(gòu)性改革是整體供給側(cè)結(jié)構(gòu)性改革的重要組成部分,也是農(nóng)業(yè)可持續(xù)發(fā)展的根本出路。農(nóng)業(yè)供給側(cè)結(jié)構(gòu)性改革命題的提出,源于我國現(xiàn)階段農(nóng)業(yè)發(fā)展出現(xiàn)了整體經(jīng)濟(jì)服務(wù)業(yè)化、要素投入去過密化、農(nóng)民收入非農(nóng)業(yè)化等若干特征。為了適應(yīng)這些轉(zhuǎn)變,農(nóng)業(yè)供給側(cè)結(jié)構(gòu)性改革須以提高全要素生產(chǎn)率為核心,而這依賴于農(nóng)業(yè)產(chǎn)品品質(zhì)創(chuàng)新、產(chǎn)業(yè)結(jié)構(gòu)創(chuàng)新、生產(chǎn)體系創(chuàng)新、經(jīng)營方式創(chuàng)新、科技支撐創(chuàng)新、經(jīng)營主體創(chuàng)新等多元化創(chuàng)新。農(nóng)業(yè)發(fā)展的多元化創(chuàng)新本質(zhì)上取決于不同參與者,尤其是微觀經(jīng)濟(jì)主體和地方政府的激勵(lì)相容,滿足激勵(lì)相容條件則要求政府-市場、中央政府-地方政府關(guān)系的持續(xù)調(diào)整。農(nóng)業(yè)領(lǐng)域中這種"激勵(lì)相容——多元化創(chuàng)新——全要素生產(chǎn)率提高——農(nóng)業(yè)供給側(cè)結(jié)構(gòu)性改革"的依次影響機(jī)制,構(gòu)成了我國實(shí)施農(nóng)業(yè)發(fā)展政策的基本邏輯。
[Abstract]:Under the background of the new normal state of economy, the structural reform on the supply side of agriculture is an important part of the structural reform on the whole supply side, and it is also the fundamental way out for the sustainable development of agriculture. The proposition of agricultural supply-side structural reform stems from the characteristics of the agricultural development in China at present, such as the emergence of the overall economic service industry, the over-densification of the input of the elements, and the non-agricultural transformation of the peasants' income. In order to adapt to these changes, agricultural supply-side structural reform must focus on the improvement of total factor productivity, which depends on the innovation of agricultural product quality, industrial structure, production system, operation mode, science and technology. The main body of business innovation and other diversified innovation. The diversification innovation of agricultural development essentially depends on the incentive compatibility of different participants, especially the microeconomic subject and local government, and the continuous adjustment of the relationship between government and market, central government and local government is required to satisfy the conditions of incentive compatibility. The sequential influence mechanism of "incentive compatibility-diversification innovation-total factor productivity improvement-agricultural supply-side structural reform" in agricultural field constitutes the basic logic of implementing agricultural development policy in China.
