【摘要】：農(nóng)業(yè)是國民經(jīng)濟(jì)發(fā)展的重要基礎(chǔ)。湖北省“十二五”規(guī)劃提出要加快構(gòu)建促進(jìn)中部地區(qū)崛起的戰(zhàn)略支點(diǎn),要實(shí)現(xiàn)這個(gè)目標(biāo),離不開農(nóng)業(yè)基礎(chǔ)作用和支撐作用的發(fā)揮,沒有農(nóng)業(yè)提供的充足原材料、廣闊的市場,豐富的勞動(dòng)力,湖北經(jīng)濟(jì)社會(huì)發(fā)展的目標(biāo)難以實(shí)現(xiàn)。從湖北各地農(nóng)業(yè)發(fā)展現(xiàn)狀看,當(dāng)前湖北大部分農(nóng)村實(shí)行的仍然是一家一戶為基礎(chǔ)的小規(guī)模、低市場化、粗放型的傳統(tǒng)農(nóng)業(yè)生產(chǎn)模式,農(nóng)業(yè)現(xiàn)代化程度較低。與山東、廣東、江蘇等農(nóng)業(yè)發(fā)達(dá)的省份和地區(qū)相比,湖北省的農(nóng)業(yè)在經(jīng)濟(jì)效益和現(xiàn)代化程度等方面還存在著較大差距。湖北省是農(nóng)業(yè)大省,卻不是農(nóng)業(yè)強(qiáng)省。湖北要建設(shè)農(nóng)業(yè)強(qiáng)省,實(shí)現(xiàn)彎道超越,必須采取措施,盡快實(shí)現(xiàn)從傳統(tǒng)農(nóng)業(yè)向現(xiàn)代農(nóng)業(yè)的轉(zhuǎn)變。本文以湖北省農(nóng)業(yè)標(biāo)準(zhǔn)化為研究對象,旨在以經(jīng)濟(jì)學(xué)、生態(tài)學(xué)研究視角,通過案例分析、比較分析的方法,提出湖北加快農(nóng)業(yè)標(biāo)準(zhǔn)化建設(shè)的建議措施,力圖為政府部門、農(nóng)業(yè)企業(yè)、廣大農(nóng)民開展農(nóng)業(yè)標(biāo)準(zhǔn)化建設(shè)提供建議參考。本文認(rèn)為,開展農(nóng)業(yè)標(biāo)準(zhǔn)化建設(shè),是推動(dòng)湖北傳統(tǒng)農(nóng)業(yè)向現(xiàn)代農(nóng)業(yè)轉(zhuǎn)變的有效手段。雖然近年來在質(zhì)監(jiān)、農(nóng)業(yè)等部門的積極努力下,湖北的農(nóng)業(yè)標(biāo)準(zhǔn)化建設(shè)取得了一定的成績,但是當(dāng)前湖北農(nóng)業(yè)標(biāo)準(zhǔn)化發(fā)展還存在著一些問題和不足,主要表現(xiàn)在：社會(huì)各界對農(nóng)業(yè)標(biāo)準(zhǔn)化工作的重要性認(rèn)識不足、農(nóng)業(yè)標(biāo)準(zhǔn)的制修訂和實(shí)施與實(shí)踐脫節(jié)、農(nóng)業(yè)標(biāo)準(zhǔn)化人才短缺、分散的農(nóng)業(yè)經(jīng)營方式與農(nóng)業(yè)標(biāo)準(zhǔn)化生產(chǎn)不相適應(yīng)、監(jiān)督保障機(jī)制不健全、農(nóng)業(yè)標(biāo)準(zhǔn)化經(jīng)費(fèi)投入不足、農(nóng)產(chǎn)品質(zhì)量監(jiān)測能力薄弱等,影響了農(nóng)業(yè)標(biāo)準(zhǔn)化工作的持續(xù)快速發(fā)展。要加快湖北省農(nóng)業(yè)標(biāo)準(zhǔn)化工作步伐,應(yīng)該從加強(qiáng)宣傳、建立完善農(nóng)業(yè)標(biāo)準(zhǔn)化工作體系、加強(qiáng)部門協(xié)調(diào)配合、加大農(nóng)業(yè)標(biāo)準(zhǔn)實(shí)施的監(jiān)督檢查力度、建立多元投融資機(jī)制、抓好示范帶動(dòng)、培育龍頭企業(yè)、健全土地流轉(zhuǎn)機(jī)制等幾個(gè)方面加以努力。
[Abstract]:Agriculture is the important foundation of national economy development. The 12th Five-Year Plan of Hubei Province proposed to speed up the construction of a strategic fulcrum to promote the rise of the central region. In order to achieve this goal, the basic and supporting role of agriculture can not be achieved without the sufficient raw materials provided by agriculture and a broad market. Rich labor force, Hubei's economic and social development objectives are difficult to achieve. Judging from the present situation of agricultural development in Hubei, most of the rural areas in Hubei are still carrying out a small scale, low marketization, extensive traditional agricultural production mode based on one household, and the degree of agricultural modernization is relatively low. Compared with Shandong, Guangdong and Jiangsu provinces and regions, there is still a big gap in economic efficiency and modernization of agriculture in Hubei Province. Hubei Province is a big agricultural province, but not a strong agricultural province. In order to build a strong agricultural province and achieve the surpassing of the bend, Hubei must take measures to realize the transformation from traditional agriculture to modern agriculture as soon as possible. This paper takes agricultural standardization in Hubei Province as the research object, aims to put forward the suggestion measures of speeding up the construction of agricultural standardization in Hubei Province through case analysis and comparative analysis from the perspective of economics and ecology, and tries hard for the government departments. Agricultural enterprises, the vast number of farmers to carry out agricultural standardization construction to provide suggestions. This paper holds that the construction of agricultural standardization is an effective means to promote the transformation of Hubei traditional agriculture to modern agriculture. Although in recent years, with the active efforts of quality supervision, agriculture and other departments, the construction of agricultural standardization in Hubei has made certain achievements, but at present, there are still some problems and deficiencies in the development of agricultural standardization in Hubei. The main manifestations are: insufficient understanding of the importance of agricultural standardization in all walks of life, disconnection between the revision and implementation of agricultural standards and practice, shortage of qualified personnel for agricultural standardization, and mismatch between dispersed agricultural management methods and agricultural standardized production. The imperfect supervision and security mechanism, the insufficient investment in agricultural standardization funds and the weak ability of agricultural product quality monitoring have affected the sustained and rapid development of agricultural standardization work. In order to quicken the pace of agricultural standardization in Hubei Province, we should strengthen propaganda, establish and improve the agricultural standardization work system, strengthen coordination and coordination among departments, strengthen supervision and inspection in the implementation of agricultural standards, and establish a diversified investment and financing mechanism. Do a good job of demonstration, foster leading enterprises, improve land transfer mechanism and other aspects of efforts.
