【摘要】：農(nóng)業(yè)科技信息化服務(wù),是指縣級(jí)及縣級(jí)以下農(nóng)業(yè)科技信息化服務(wù)主體按照一定的運(yùn)行規(guī)則和管理制度組成的有機(jī)體系。湖南省各級(jí)農(nóng)業(yè)生產(chǎn)部門已充分認(rèn)識(shí)到農(nóng)業(yè)科技信息化服務(wù)的重要性,以農(nóng)業(yè)部農(nóng)業(yè)市場(chǎng)信息服務(wù)計(jì)劃為標(biāo)準(zhǔn),建立了農(nóng)業(yè)科技信息化服務(wù)平臺(tái)和農(nóng)業(yè)科技信息化服務(wù)網(wǎng)絡(luò)和服務(wù)站,大力開(kāi)展農(nóng)業(yè)科技信息化服務(wù)建設(shè),取得了一定的成果。本研究在閱讀相關(guān)文獻(xiàn)資料與深入農(nóng)村調(diào)查的基礎(chǔ)上,從農(nóng)業(yè)科技信息化服務(wù)隊(duì)伍素質(zhì)有待提高、服務(wù)方式的作用沒(méi)有充分發(fā)揮出來(lái)、科技信息化服務(wù)對(duì)象素質(zhì)有待提高及農(nóng)業(yè)科技信息資源不能與農(nóng)民需求相適應(yīng)等分析了湖南農(nóng)業(yè)科技信息化服務(wù)存在的問(wèn)題,接著剖析其存在的問(wèn)題的原因：政府服務(wù)部門各自為政導(dǎo)致資源整合困難、服務(wù)隊(duì)伍建設(shè)缺乏合理的激勵(lì)措施、服務(wù)軟件設(shè)施不到位導(dǎo)致服務(wù)方式狹窄及農(nóng)民科技文化素質(zhì)低導(dǎo)致先進(jìn)科技信息難以推廣。在此基礎(chǔ)上：提出了健全農(nóng)業(yè)科技信息化服務(wù)管理機(jī)制、豐富農(nóng)業(yè)科技信息化服務(wù)手段、因地制宜加快科技信息化服務(wù)基礎(chǔ)設(shè)施建設(shè)、加強(qiáng)農(nóng)業(yè)和信息技術(shù)的培訓(xùn)及構(gòu)建現(xiàn)代化的農(nóng)業(yè)科技信息服務(wù)模式等提升湖南省農(nóng)業(yè)科技信息化服務(wù)的對(duì)策。本研究旨在對(duì)湖南農(nóng)業(yè)科技信息化服務(wù)進(jìn)行深入分析,為構(gòu)建湖南農(nóng)業(yè)科技信息綜合服務(wù)體系,推進(jìn)湖南省農(nóng)業(yè)科技信息化提供建議和參考。
[Abstract]:Agricultural science and technology information service refers to the organic system of agricultural science and technology informatization service subject under county level and below according to certain operation rules and management system. The agricultural production departments at all levels in Hunan Province have fully realized the importance of agricultural science and technology information services, and regard the Agricultural Market Information Service Plan of the Ministry of Agriculture as the standard. The service platform of agricultural science and technology informatization and the service network and service station of agricultural science and technology informatization have been established, and the construction of agricultural science and technology information service has been carried out vigorously, and some achievements have been achieved. On the basis of reading the relevant documents and investigating in the countryside, this study is to improve the quality of the service team of agricultural science and technology informatization, and the function of the service mode has not been brought into full play. The problems of Hunan agricultural science and technology information service are analyzed, such as the quality of scientific and technological information service needs to be improved, and agricultural science and technology information resources can not meet the needs of farmers. Then it analyzes the reasons for the problems: the government service departments are doing their own work, which leads to the difficulty of resource integration, and the lack of reasonable incentive measures for the construction of service teams. The lack of service software facilities leads to narrow service mode and low quality of farmers' science and technology culture, which leads to the difficulty of popularizing advanced scientific and technological information. On the basis of this, it is proposed to perfect the service management mechanism of agricultural science and technology informatization, enrich the service means of agricultural science and technology information, and speed up the construction of service infrastructure of science and technology information service according to local conditions. Strengthening the training of agriculture and information technology and constructing the modern service mode of agricultural science and technology information, etc., to promote the information service of agricultural science and technology in Hunan Province. The purpose of this study is to provide suggestions and references for the construction of Hunan agricultural science and technology information comprehensive service system and the promotion of Hunan agricultural science and technology informatization.
