沈陽(yáng)市農(nóng)業(yè)功能區(qū)劃與發(fā)展對(duì)策研究

【摘要】：隨著我國(guó)經(jīng)濟(jì)的迅速發(fā)展,農(nóng)業(yè)這一基礎(chǔ)產(chǎn)業(yè)正在發(fā)生著深刻的變化,在經(jīng)濟(jì)發(fā)展的過(guò)程中發(fā)揮著關(guān)鍵性的作用。農(nóng)業(yè)多功能性作為當(dāng)下一種農(nóng)業(yè)發(fā)展理念,反映了當(dāng)代農(nóng)業(yè)發(fā)展的客觀實(shí)際,成為世界各國(guó)制定農(nóng)業(yè)相關(guān)政策的依據(jù)。農(nóng)業(yè)功能從食物保障、原料供給和就業(yè)增收等傳統(tǒng)功能,向更廣泛的生態(tài)保護(hù)、休閑觀光、文化傳承等領(lǐng)域擴(kuò)展。從農(nóng)業(yè)多功能性的角度出發(fā),研究沈陽(yáng)市農(nóng)業(yè)功能區(qū)劃,有助于我們制定沈陽(yáng)地區(qū)農(nóng)業(yè)發(fā)展的新政策和措施,確保沈陽(yáng)地區(qū)農(nóng)業(yè)的健康可持續(xù)發(fā)展,為沈陽(yáng)地區(qū)的農(nóng)業(yè)可持續(xù)發(fā)展注入新活力。本研究在參照國(guó)內(nèi)外現(xiàn)有相關(guān)研究成果的基礎(chǔ)上,以經(jīng)濟(jì)、社會(huì)、生態(tài)等多方面為視角,綜合運(yùn)用農(nóng)業(yè)地域分異和農(nóng)業(yè)多功能性等相關(guān)理論,從分析沈陽(yáng)市農(nóng)業(yè)發(fā)展現(xiàn)狀和條件出發(fā),以沈陽(yáng)市所轄8個(gè)農(nóng)業(yè)區(qū)縣為研究對(duì)象,從農(nóng)產(chǎn)品供給、就業(yè)和生活保障、生態(tài)調(diào)節(jié)、休閑觀光等四個(gè)方面選取了 20個(gè)指標(biāo)構(gòu)建指標(biāo)體系,運(yùn)用系統(tǒng)聚類和K均值聚類相結(jié)合的分析方法,將沈陽(yáng)市的8個(gè)涉農(nóng)區(qū)縣劃分三大農(nóng)業(yè)功能區(qū):以農(nóng)產(chǎn)品供給為主導(dǎo)的沈陽(yáng)周邊農(nóng)產(chǎn)品供給與休閑觀光農(nóng)業(yè)區(qū),包括于洪區(qū)、渾南區(qū)、蘇家屯區(qū)和沈北新區(qū);以農(nóng)產(chǎn)品供給為主導(dǎo)的沈陽(yáng)近郊農(nóng)產(chǎn)品供給與生態(tài)調(diào)節(jié)農(nóng)業(yè)區(qū),包括新民市和遼中區(qū);以農(nóng)產(chǎn)品供給為主導(dǎo)的沈陽(yáng)遠(yuǎn)郊農(nóng)產(chǎn)品供給與就業(yè)和社會(huì)保障農(nóng)業(yè)區(qū),包括法庫(kù)縣和康平縣。最后,根據(jù)沈陽(yáng)的農(nóng)業(yè)發(fā)展條件、現(xiàn)狀與需要,從農(nóng)產(chǎn)品供給、農(nóng)業(yè)支持保護(hù)、農(nóng)業(yè)經(jīng)營(yíng)體制和農(nóng)村社會(huì)管理等方面提出沈陽(yáng)市及各農(nóng)業(yè)功能區(qū)發(fā)展的對(duì)策。
[Abstract]:With the rapid development of China's economy, agriculture, the basic industry, is undergoing profound changes and plays a key role in the process of economic development. As the next concept of agricultural development, the multifunctional agriculture reflects the objective reality of contemporary agricultural development and becomes the basis for the formulation of agricultural policies in various countries in the world. The function of agriculture extends from the traditional function of food security, raw material supply and employment to a wider range of fields, such as ecological protection, leisure and sightseeing, cultural inheritance and so on. From the point of view of agriculture multifunction, the study of agricultural functional regionalization in Shenyang is helpful for us to formulate new policies and measures for the development of agriculture in Shenyang, and to ensure the healthy and sustainable development of agriculture in Shenyang. It will inject new vitality into the sustainable development of agriculture in Shenyang area. Based on the existing research results at home and abroad and from the perspective of economy, society and ecology, this study comprehensively applies the theories of agricultural regional differentiation and agricultural versatility. Starting from the analysis of the present situation and conditions of agricultural development in Shenyang, taking 8 agricultural districts and counties under the jurisdiction of Shenyang as the research object, from the supply of agricultural products, employment and livelihood security, ecological regulation, Four aspects, such as leisure tourism, selected 20 indicators to build an index system, using the combination of systematic clustering and K-means clustering analysis method, The 8 agriculture-related districts and counties in Shenyang are divided into three agricultural functional areas: agricultural supply and leisure and sightseeing agricultural areas around Shenyang, which are dominated by the supply of agricultural products, including flood area, Hunnan district, Sujiatun district and Shenbei New area; The agricultural areas of agricultural products supply and ecological regulation in the suburbs of Shenyang, which are dominated by the supply of agricultural products, include Xinmin City and the central Liaoning region, and the agricultural supply and employment and social security agricultural areas of the suburbs of Shenyang, which are dominated by the supply of agricultural products. Including Faku County and Kangping County. Finally, according to the agricultural development conditions, current situation and needs of Shenyang, the development countermeasures of Shenyang and its agricultural functional areas are put forward from the aspects of agricultural product supply, agricultural support and protection, agricultural management system and rural social management.
