【摘要】：正根據(jù)新《中華人民共和國(guó)種子法》(以下簡(jiǎn)稱(chēng)《種子法》)要求,農(nóng)業(yè)部修訂了《農(nóng)作物種子生產(chǎn)經(jīng)營(yíng)許可管理辦法》(以下簡(jiǎn)稱(chēng)《許可辦法》),經(jīng)部常務(wù)會(huì)議審議通過(guò),自2016年8月15日起正式施行�！对S可辦法》對(duì)種子生產(chǎn)經(jīng)營(yíng)許可制度進(jìn)行了重大調(diào)整,如實(shí)行生產(chǎn)經(jīng)營(yíng)"兩證"合一、取消注冊(cè)資金和先證后照要求、下放育繁推一體化許可、建立種子生產(chǎn)經(jīng)營(yíng)備案制度、完善種子生產(chǎn)經(jīng)營(yíng)檔案制度、規(guī)范農(nóng)民常規(guī)種串換行為
[Abstract]:In accordance with the requirements of the New seed Law of the people's Republic of China (hereinafter referred to as "the seed Law"), the Ministry of Agriculture has revised the measures for the Administration of the license for the production and Operation of crop Seeds (hereinafter referred to as the "measures for Licensing"), which have been deliberated and adopted by the standing meeting of the Ministry of Agriculture The license system for seed production and operation has been substantially adjusted since August 15, 2016. For example, the "two licenses" of production and operation have been implemented in one, the registration fund and the first license have been cancelled, and the license for the integration of breeding and breeding has been decentralized.
