杭州市富陽區(qū)農(nóng)村實用人才隊伍建設現(xiàn)狀、存在的問題及對策研究

【摘要】:杭州市富陽區(qū)是浙江省最早開展農(nóng)村實用人才隊伍建設的地區(qū)之一,在當前富陽新農(nóng)村(美麗鄉(xiāng)村)建設深入推進和撤市設區(qū)融入大杭州不斷加快的背景下,富陽的農(nóng)村實用人才有著展示才能和智慧的廣闊舞臺。本文結合富陽農(nóng)村實用人才隊伍建設的實際,得出如下研究結果:1.富陽區(qū)農(nóng)村實用人才隊伍作用顯著。數(shù)據(jù)表明,隨著富陽現(xiàn)代農(nóng)業(yè)和新農(nóng)村建設的不斷發(fā)展,人才隊伍不斷優(yōu)化,對現(xiàn)代農(nóng)業(yè)和新農(nóng)村建設的支撐力度不斷加大。2.富陽區(qū)農(nóng)村實用人才隊伍建設取得了一定的成效。具體表現(xiàn)在培養(yǎng)了一批骨干農(nóng)民,搭建了人才交流的平臺,形成了一套工作機制,促進了產(chǎn)業(yè)結構的調(diào)整,帶動了全區(qū)農(nóng)民的增收,推動了美麗鄉(xiāng)村的建設。3.探討了富陽區(qū)農(nóng)村實用人才隊伍建設的工作機制。歸納為圍繞“一個中心”——三農(nóng)工作的重心,堅持“兩個基本點”——因地制宜、與時俱進,統(tǒng)籌兼顧、突出重點,來加強人才隊伍建設。在此基礎上突出三大保障——加大人才投入,完善激勵保障,營造社會氛圍,確保人才隊伍穩(wěn)定發(fā)展。4.討論了富陽區(qū)農(nóng)村實用人才與產(chǎn)業(yè)發(fā)展的互動模式與機理。包括八大模式——產(chǎn)業(yè)帶動模式,能人帶動模式,龍頭企業(yè)帶動模式,項目開發(fā)帶動模式,重大節(jié)會帶動模式,大學生村官帶動模式,協(xié)會拉動模式,現(xiàn)代信息網(wǎng)絡模式。論文分析了不同模式與人才發(fā)展的互動機理。5.分析了當前富陽農(nóng)村實用人才隊伍建設發(fā)展中存在的不足,并提出了適合富陽實際的對策建議。包括進一步營造良好的發(fā)展氛圍,創(chuàng)新教育培訓模式,吸收各類實用人才,加大政策扶持力度,健全長效服務形式,搭建人才創(chuàng)業(yè)平臺等。
[Abstract]:The Fuyang District of Hangzhou is one of the earliest areas in Zhejiang Province to develop the construction of rural practical talents. At present, the construction of the new rural areas (beautiful villages) in Fuyang has been deeply promoted and merged into the greater Hangzhou. The rural practical talents of Fuyang have a broad stage of showing their ability and wisdom. This article unifies the Fuyang countryside practical talented person troop construction reality, obtains the following research result: 1. Fuyang area rural practical talents play a significant role. The data show that with the continuous development of modern agriculture and new rural construction in Fuyang, the talent team is constantly optimized, and the support for modern agriculture and new rural construction is increasing. Fuyang District rural practical talent team construction has achieved certain results. This is manifested in the cultivation of a group of backbone farmers, the establishment of a platform for the exchange of talents, the formation of a set of working mechanisms, the adjustment of the industrial structure, the increase in the income of farmers in the whole region, and the construction of beautiful villages. This paper discusses the working mechanism of the construction of practical talents in Fuyang area. It is summarized as the center of gravity of the work of "one center"-"three rural areas", insisting on "two basic points"-adapting measures to local conditions, keeping pace with the times, taking into account overall plans, giving prominence to the key points, and strengthening the construction of the contingent of talents. On this basis to highlight the three major guarantees-to increase investment in talent, improve incentives to ensure that the social atmosphere to ensure the stable development of the talent force .4. This paper discusses the interactive mode and mechanism of practical talents and industrial development in Fuyang. Including the eight major models-industrial driving mode, capable people driven mode, leading enterprise driving mode, project development driven mode, major festival driving mode, university student village official driving mode, association pull mode, modern information network model. The paper analyzes the interaction mechanism between different models and talent development. This paper analyzes on the deficiency in the construction and development of the practical talents in Fuyang rural area, and puts forward some countermeasures and suggestions suitable for Fuyang's actual situation. It includes further building a good development atmosphere, innovating education and training model, absorbing all kinds of practical talents, increasing policy support, perfecting long-term service forms, and building a platform for talents to start a business.
