【摘要】：杭州市富陽(yáng)區(qū)是浙江省最早開展農(nóng)村實(shí)用人才隊(duì)伍建設(shè)的地區(qū)之一,在當(dāng)前富陽(yáng)新農(nóng)村(美麗鄉(xiāng)村)建設(shè)深入推進(jìn)和撤市設(shè)區(qū)融入大杭州不斷加快的背景下,富陽(yáng)的農(nóng)村實(shí)用人才有著展示才能和智慧的廣闊舞臺(tái)。本文結(jié)合富陽(yáng)農(nóng)村實(shí)用人才隊(duì)伍建設(shè)的實(shí)際,得出如下研究結(jié)果：1.富陽(yáng)區(qū)農(nóng)村實(shí)用人才隊(duì)伍作用顯著。數(shù)據(jù)表明,隨著富陽(yáng)現(xiàn)代農(nóng)業(yè)和新農(nóng)村建設(shè)的不斷發(fā)展,人才隊(duì)伍不斷優(yōu)化,對(duì)現(xiàn)代農(nóng)業(yè)和新農(nóng)村建設(shè)的支撐力度不斷加大。2.富陽(yáng)區(qū)農(nóng)村實(shí)用人才隊(duì)伍建設(shè)取得了一定的成效。具體表現(xiàn)在培養(yǎng)了一批骨干農(nóng)民,搭建了人才交流的平臺(tái),形成了一套工作機(jī)制,促進(jìn)了產(chǎn)業(yè)結(jié)構(gòu)的調(diào)整,帶動(dòng)了全區(qū)農(nóng)民的增收,推動(dòng)了美麗鄉(xiāng)村的建設(shè)。3.探討了富陽(yáng)區(qū)農(nóng)村實(shí)用人才隊(duì)伍建設(shè)的工作機(jī)制。歸納為圍繞“一個(gè)中心”——三農(nóng)工作的重心,堅(jiān)持“兩個(gè)基本點(diǎn)”——因地制宜、與時(shí)俱進(jìn),統(tǒng)籌兼顧、突出重點(diǎn),來(lái)加強(qiáng)人才隊(duì)伍建設(shè)。在此基礎(chǔ)上突出三大保障——加大人才投入,完善激勵(lì)保障,營(yíng)造社會(huì)氛圍,確保人才隊(duì)伍穩(wěn)定發(fā)展。4.討論了富陽(yáng)區(qū)農(nóng)村實(shí)用人才與產(chǎn)業(yè)發(fā)展的互動(dòng)模式與機(jī)理。包括八大模式——產(chǎn)業(yè)帶動(dòng)模式,能人帶動(dòng)模式,龍頭企業(yè)帶動(dòng)模式,項(xiàng)目開發(fā)帶動(dòng)模式,重大節(jié)會(huì)帶動(dòng)模式,大學(xué)生村官帶動(dòng)模式,協(xié)會(huì)拉動(dòng)模式,現(xiàn)代信息網(wǎng)絡(luò)模式。論文分析了不同模式與人才發(fā)展的互動(dòng)機(jī)理。5.分析了當(dāng)前富陽(yáng)農(nóng)村實(shí)用人才隊(duì)伍建設(shè)發(fā)展中存在的不足,并提出了適合富陽(yáng)實(shí)際的對(duì)策建議。包括進(jìn)一步營(yíng)造良好的發(fā)展氛圍,創(chuàng)新教育培訓(xùn)模式,吸收各類實(shí)用人才,加大政策扶持力度,健全長(zhǎng)效服務(wù)形式,搭建人才創(chuàng)業(yè)平臺(tái)等。
[Abstract]:The Fuyang District of Hangzhou is one of the earliest areas in Zhejiang Province to develop the construction of rural practical talents. At present, the construction of the new rural areas (beautiful villages) in Fuyang has been deeply promoted and merged into the greater Hangzhou. The rural practical talents of Fuyang have a broad stage of showing their ability and wisdom. This article unifies the Fuyang countryside practical talented person troop construction reality, obtains the following research result: 1. Fuyang area rural practical talents play a significant role. The data show that with the continuous development of modern agriculture and new rural construction in Fuyang, the talent team is constantly optimized, and the support for modern agriculture and new rural construction is increasing. Fuyang District rural practical talent team construction has achieved certain results. This is manifested in the cultivation of a group of backbone farmers, the establishment of a platform for the exchange of talents, the formation of a set of working mechanisms, the adjustment of the industrial structure, the increase in the income of farmers in the whole region, and the construction of beautiful villages. This paper discusses the working mechanism of the construction of practical talents in Fuyang area. It is summarized as the center of gravity of the work of "one center"-"three rural areas", insisting on "two basic points"-adapting measures to local conditions, keeping pace with the times, taking into account overall plans, giving prominence to the key points, and strengthening the construction of the contingent of talents. On this basis to highlight the three major guarantees-to increase investment in talent, improve incentives to ensure that the social atmosphere to ensure the stable development of the talent force .4. This paper discusses the interactive mode and mechanism of practical talents and industrial development in Fuyang. Including the eight major models-industrial driving mode, capable people driven mode, leading enterprise driving mode, project development driven mode, major festival driving mode, university student village official driving mode, association pull mode, modern information network model. The paper analyzes the interaction mechanism between different models and talent development. This paper analyzes on the deficiency in the construction and development of the practical talents in Fuyang rural area, and puts forward some countermeasures and suggestions suitable for Fuyang's actual situation. It includes further building a good development atmosphere, innovating education and training model, absorbing all kinds of practical talents, increasing policy support, perfecting long-term service forms, and building a platform for talents to start a business.
