基于SWOT分析寧化縣舊村復(fù)墾研究

【摘要】:農(nóng)村居民點用地的特點有總量大、規(guī)模小、布局散、集約度低等。2010年福建省針對農(nóng)村低效建設(shè)用地的現(xiàn)狀,開展土地整治潛力調(diào)查,研究舊村復(fù)墾政策。舊村復(fù)墾是農(nóng)村建設(shè)用地整理的重要組成部分,也是現(xiàn)行土地管理制度下積極探索節(jié)約集約用地的重大突破,是支持農(nóng)村"造福工程"、推進新農(nóng)村建設(shè)的一種土地創(chuàng)新利用政策。通過舊村復(fù)墾,激活農(nóng)村低效、閑置用地的再次利用,優(yōu)化土地利用結(jié)構(gòu),提升土地集約化水平;同時,舊村復(fù)墾掛鉤指標交易,緩解城市建設(shè)用地壓力,推進城鎮(zhèn)化發(fā)展進程,對耕地資源保護和統(tǒng)籌城鄉(xiāng)發(fā)展具有重大意義。依托寧化縣舊村復(fù)墾工作開展情況,結(jié)合《寧化縣土地整治規(guī)劃》,采用SWOT分析法,剖析了寧化縣舊村復(fù)墾在資源、農(nóng)村居民點整治潛力和實施經(jīng)驗方面有優(yōu)勢,面臨社會經(jīng)濟快速發(fā)展和優(yōu)惠政策支持的機遇,但也有經(jīng)濟基礎(chǔ)薄、地形地貌復(fù)雜生態(tài)脆弱、耕地質(zhì)量不高等劣勢,以及農(nóng)村居民點布局分散、耕地占補平衡難度大、供需矛盾日益突顯等挑戰(zhàn)。本文最終研究的結(jié)論如下:(1)研究區(qū)域內(nèi),耕地面積少,土地集約節(jié)約利用水平不高。通過舊村復(fù)墾項目的實施,農(nóng)村居民點整治規(guī)模為3924.85畝,預(yù)計可新增耕地3527.72畝,擁有較大舊村復(fù)墾挖掘潛力。(2)提出適合研究區(qū)舊村復(fù)墾的對策建議,使舊村復(fù)墾工作健康可持續(xù)發(fā)展,為研究區(qū)舊村復(fù)墾工作提供參考。一是加大宣傳力度,引導(dǎo)農(nóng)民轉(zhuǎn)變思想觀念;二是規(guī)劃先行、合理選址,保障舊村復(fù)墾順利實施;三是規(guī)范化運作,確保項目每一環(huán)節(jié)有章可循;四是加強耕地質(zhì)量建設(shè),推進耕作層剝離再利用工作,加強農(nóng)田基礎(chǔ)設(shè)施建設(shè),采取適當(dāng)措施提高耕地質(zhì)量;五是與中心村建設(shè)相結(jié)合,強化精品工程示范;六是建立合理利益分配機制,吸引社會資本,保障農(nóng)民的權(quán)益。
[Abstract]:The characteristics of rural residential land are large amount, small scale, scattered layout, low intensity and so on. In 2010, Fujian Province carried out land renovation potential investigation and studied the reclamation policy of old villages in view of the current situation of low efficiency construction land in rural areas. The reclamation of old villages is an important part of the consolidation of rural construction land. It is also a major breakthrough in the active exploration of intensive land conservation under the current land management system. It is an innovative land use policy to support rural "benefit project" and promote the construction of new countryside. Through the old village reclamation, activates the countryside low efficiency, the idle land reuses, optimizes the land use structure, promotes the land intensive level; at the same time, the old village reclamation hooks the index transaction, alleviates the urban construction land pressure, Promoting the development of urbanization is of great significance to the protection of cultivated land resources and the overall development of urban and rural areas. Relying on the development of the old village reclamation work in Ninghua County, combined with the "Ninghua County Land renovation Plan", the SWOT analysis method was used to analyze the advantages of the old village reclamation in Ninghua County in the aspects of resources, potential of rural residential area renovation and implementation experience. Faced with the opportunity of rapid social and economic development and preferential policy support, there are also disadvantages such as a thin economic base, complex topography and fragile ecology, low quality of cultivated land, scattered distribution of rural settlements, and great difficulty in balancing the occupation and compensation of cultivated land. The contradiction between supply and demand is becoming increasingly prominent and other challenges. The conclusions of this paper are as follows: (1) in the study area, the cultivated land area is small, and the level of intensive land saving and utilization is not high. Through the implementation of the old village reclamation project, the scale of rural settlement renovation is 3924.85 mu, and it is estimated that 3527.72 mu of arable land can be added to the old village. (2) the countermeasures and suggestions suitable for the old village reclamation in the research area are put forward. To make the old village reclamation work healthy and sustainable development, to provide reference for the old village reclamation work in the research area. One is to increase propaganda to guide farmers to change their ideas; the other is to plan ahead and choose a reasonable location to ensure the smooth implementation of the reclamation of old villages; third, to standardize the operation to ensure that every link of the project has rules to follow; and fourth, to strengthen the quality construction of cultivated land. To promote the work of stripping and reusing the tilling layer, to strengthen the construction of farmland infrastructure, and to take appropriate measures to improve the quality of cultivated land; fifthly, to combine with the construction of the central village to strengthen the demonstration of high-quality projects; and sixth, to establish a reasonable mechanism for the distribution of benefits. Attract social capital, protect the rights and interests of farmers.
