【摘要】：國以農(nóng)為本,農(nóng)以種為先。“一粒種子可以改變世界”足以說明了種子份量。我國是一個(gè)農(nóng)業(yè)大國,常年農(nóng)業(yè)用種數(shù)量在125億公斤左右,是成為美國之后的全球第二大市場。據(jù)不完全統(tǒng)計(jì),全國蔬菜常年用種量約4萬多噸,而商品化率約為60%,標(biāo)志著蔬菜種子市場有著更大的潛力。本文研究工作是對國內(nèi)外種業(yè)發(fā)展歷程的回顧、基本現(xiàn)狀以及廈門市現(xiàn)代農(nóng)作物種業(yè)發(fā)展現(xiàn)狀與存在的基本薄弱環(huán)節(jié)、特點(diǎn)、針對這些情況對廈門市現(xiàn)代農(nóng)作物種業(yè)發(fā)展提出新的對策和措施,面臨的幾個(gè)突出性的問題一是種子企業(yè)研發(fā)經(jīng)費(fèi)不足、人才少、能力弱；二是種子企業(yè)規(guī)模小、品種意識(shí)觀念不強(qiáng)；三是新品種審(認(rèn))定難度大,種子產(chǎn)業(yè)園基地難形成；四是種子生產(chǎn)加工方面還不是很完善、種子售后服務(wù)理念不太規(guī)范等等,提出了發(fā)展思路及對策。誰控制了種子,誰就掌握了農(nóng)業(yè)競爭的主動(dòng)權(quán)。本文采取了案例分析法、觀察法、思辨法、調(diào)查研究法等多種形式分析研究,研究結(jié)果如下：確定了廈門現(xiàn)代農(nóng)作物種業(yè)的定位、目標(biāo)和轉(zhuǎn)型提升方向,籌劃了廈門農(nóng)作物種業(yè)發(fā)展的布局,從戰(zhàn)略性資源的高度首次提出將廈門打造成“海峽種業(yè)之城”,三農(nóng)工作在我市始終關(guān)系全局,意義重大的戰(zhàn)略性工作,而種業(yè)在各項(xiàng)農(nóng)業(yè)農(nóng)村工作中則居于基礎(chǔ)性地位,發(fā)展對策是確立指導(dǎo)思想和基本原則,把握當(dāng)前發(fā)展機(jī)遇目標(biāo),從提高種業(yè)人才素質(zhì)、推進(jìn)種企商業(yè)化育種、做好審(認(rèn))定品種保護(hù)工作、構(gòu)建種子儲(chǔ)備平臺(tái)、做強(qiáng)做大廈門種子種苗企業(yè)、提高保障體系等戰(zhàn)略手段出發(fā),吸引一批境內(nèi)外種業(yè)人才和國際龍頭種子企業(yè)落戶廈門,實(shí)施品牌戰(zhàn)略創(chuàng)新成果,不斷加快推進(jìn)廈門現(xiàn)代農(nóng)作物種業(yè)的發(fā)展,形成以廈門為中心、以海西為縱深、輻射國內(nèi)外的現(xiàn)代農(nóng)作物種業(yè)發(fā)展新格局,力爭把廈門打造成具有較大影響力的“海峽種業(yè)之城”。
[Abstract]:The country is based on agriculture, and farming is the first. "one seed can change the world" is enough to show the weight of the seed. China is a large agricultural country, the number of annual agricultural species is about 12.5 billion kg, it is the second largest market in the world after the United States. According to incomplete statistics, the annual consumption of vegetable seeds in China is about 40,000 tons, and the commercialization rate is about 60 tons, which indicates that the vegetable seed market has greater potential. The research work of this paper is a review of the development course of seed industry at home and abroad, the basic status quo, and the basic weak links and characteristics of the development and existence of modern crop seed industry in Xiamen. In view of these conditions, new countermeasures and measures have been put forward for the development of modern crop seed industry in Xiamen. The first problem is that the seed enterprises have insufficient R & D funds, few talents and weak capabilities; the second is the small scale of seed enterprises. The concept of variety consciousness is not strong; third, it is difficult to determine the new variety and the base of seed industry orchard is difficult to form; fourth, the seed production and processing is not very perfect, the concept of seed after-sale service is not too standardized, and so on, and the development ideas and countermeasures are put forward. Whoever controls the seeds will have the initiative in agricultural competition. This paper adopts case analysis method, observation method, speculative method, investigation and research method and other forms of analysis and research. The research results are as follows: the positioning, goal and transformation direction of Xiamen modern crop seed industry are determined. The layout of the development of crop seed industry in Xiamen is planned. From the height of strategic resources, it is proposed for the first time that Xiamen should be built into a "city of seed industry in the Taiwan Strait." the work of agriculture, rural areas and farmers has always been of great importance to the overall situation and strategic work of great significance in our city. The seed industry plays a fundamental role in the agricultural and rural work. The development countermeasures are to establish the guiding ideology and basic principles, grasp the current development opportunities, improve the quality of seed industry talents, and promote the commercial breeding of seed enterprises. In order to attract a number of domestic and foreign seed industry talents and international leading seed enterprises to set out in Xiamen, we should do a good job of protecting (recognizing) designated varieties, build up a platform for seed storage, strengthen and expand Xiamen's seed seeding enterprises, and improve the security system, etc. The implementation of brand strategy innovation results has continuously accelerated the development of modern crop seed industry in Xiamen, forming a new pattern of development of modern crop seed industry at home and abroad, with Xiamen as the center and Hercynian as the depth. Strive to make Xiamen into a more influential "Straits seed City."
