【摘要】：由于社員在農(nóng)民專業(yè)合作社中擁有的要素差異、參與合作社動(dòng)機(jī)與扮演角色等方面的不同,社員異質(zhì)性問(wèn)題便一直伴隨著農(nóng)民專業(yè)合作社的發(fā)展,異質(zhì)性的存在使得合作社內(nèi)部產(chǎn)權(quán)、治理結(jié)構(gòu)存在核心社員掌控經(jīng)營(yíng)控制權(quán)、“一人一票”制喪失公平原則、“監(jiān)管”、“激勵(lì)”等制度存在缺陷。作為農(nóng)業(yè)發(fā)展中的弱勢(shì)群體,融資難、正規(guī)金融服務(wù)不足、借貸信息不對(duì)稱等因素制約著合作社的可持續(xù)發(fā)展。上述種種現(xiàn)實(shí)基礎(chǔ)促使了合作社的發(fā)展與信用合作的耦合,在農(nóng)村金融服務(wù)不足、需求多元化發(fā)展的農(nóng)村地區(qū)對(duì)三農(nóng)資金借貸需求、合作社發(fā)展治理找到相應(yīng)的解決范式。本文以信用合作為主線,主要從異質(zhì)性合作社信用發(fā)展的發(fā)展歷程及現(xiàn)狀、產(chǎn)生的現(xiàn)實(shí)基礎(chǔ)、規(guī)范其發(fā)展的政策建議等相關(guān)問(wèn)題的研究成果進(jìn)行梳理。如何在諸多困境中找到適合合作社發(fā)展的道路,理論和實(shí)踐界眾多學(xué)者紛紛展開(kāi)調(diào)研。本文首先對(duì)信用合作在中國(guó)的發(fā)展歷程進(jìn)行梳理,并給出基于異質(zhì)性合作社上的信用合作產(chǎn)生背景、面臨問(wèn)題和各地實(shí)踐探索進(jìn)行介紹。產(chǎn)權(quán)結(jié)構(gòu)直接影響合作社的治理結(jié)構(gòu),從而影響信用合作的開(kāi)展,然后文章重點(diǎn)圍繞產(chǎn)權(quán)及治理結(jié)構(gòu)及其缺陷,本文對(duì)產(chǎn)權(quán)漂移、剩余索取權(quán)問(wèn)題和治理機(jī)制中存在的收入分配、監(jiān)控激勵(lì)機(jī)制的缺陷等現(xiàn)實(shí)基礎(chǔ)下信用合作的開(kāi)展進(jìn)行相關(guān)文獻(xiàn)梳理,并針對(duì)制約信用合作開(kāi)展的核心問(wèn)題——融資難的內(nèi)外困境進(jìn)行簡(jiǎn)要的總結(jié)。最后,根據(jù)國(guó)外成功的信用合作案例,結(jié)合我國(guó)信用合作的探究實(shí)踐,給出優(yōu)化治理結(jié)構(gòu)、加強(qiáng)監(jiān)督管理機(jī)制等建議,找到適合異質(zhì)性合作社開(kāi)展信用合作的發(fā)展之路。
[Abstract]:Because of the difference of the essential factors of the members in the farmers' professional cooperatives, the motivation and the role of the cooperatives, the heterogeneity of the members has always been accompanied by the development of the farmers' professional cooperatives. The existence of heterogeneity makes the internal property rights of cooperatives, governance structure has core members to control the management control, "one person, one vote" system loses the principle of fairness, "supervision", "incentive" and other systems have defects. As a weak group in agricultural development, financing difficulties, inadequate formal financial services, asymmetric lending information and other factors restrict the sustainable development of cooperatives. All these realistic foundations have promoted the coupling of cooperative development and credit cooperation. In the rural areas where the rural financial services are insufficient and the demand is diversified, the rural areas need to borrow funds for agriculture, rural areas and farmers, and the cooperative development governance has found the corresponding solution paradigm. In this paper, the credit cooperation as the main line, mainly from the heterogeneous cooperative credit development process and status quo, the reality of the basis of its development, the development of the policy recommendations and other related research results are combed. Many scholars in theory and practice have carried out research on how to find a suitable way for cooperative development in many difficulties. In this paper, the development of credit cooperation in China is first combed, and the background of credit cooperation based on heterogeneity cooperatives, problems and practical exploration are introduced. The structure of property right directly affects the structure of cooperative governance, thus affects the development of credit cooperation. Then, the article focuses on the property right, governance structure and its defects. On the basis of the problems of residual claim and income distribution in the governance mechanism, the defects of monitoring and incentive mechanism, and so on, the relevant literature on the development of credit cooperation is combed. The paper also summarizes the internal and external difficulties of credit cooperation, which is the core problem of credit cooperation. Finally, according to the successful cases of credit cooperation in foreign countries and the inquiry practice of credit cooperation in our country, some suggestions are put forward, such as optimizing the governance structure and strengthening the supervision and management mechanism, so as to find a way to develop the credit cooperation suitable for heterogeneous cooperatives.
