【摘要】:環(huán)首都貧困帶的行政范圍是指河北省承德、張家口、保定三市所轄的22個(gè)國家和省扶貧工作重點(diǎn)縣。該地區(qū)環(huán)繞首都北京,地理位置十分特殊,但社會經(jīng)濟(jì)發(fā)展嚴(yán)重滯后,近年來已引起社會廣泛關(guān)注。采取有力措施盡快改變環(huán)首都貧困帶農(nóng)村地區(qū)的落后局面,既是中央和地方政府的迫切要求,也是該地區(qū)小康社會建設(shè)和人民生活幸福的迫切需要。論文研究的目的就是希望找到一條環(huán)首都貧困帶農(nóng)村地區(qū)人力資源開發(fā)的有效途徑,以此來推動該地區(qū)人民盡快脫貧致富奔小康,最終實(shí)現(xiàn)該地區(qū)和諧發(fā)展和持續(xù)發(fā)展。對人力資源進(jìn)行有效開發(fā)是農(nóng)村貧困地區(qū)脫貧致富的有效途徑。論文總結(jié)了相關(guān)領(lǐng)域的國內(nèi)外研究現(xiàn)狀,界定了相關(guān)概念,對人力資源開發(fā)及人力資本理論、發(fā)展經(jīng)濟(jì)學(xué)理論、馬克思主義貧困理論等相關(guān)理論進(jìn)行了歸納和梳理;通過廣泛的現(xiàn)場調(diào)查,分析了環(huán)首都貧困帶農(nóng)村地區(qū)人力資源數(shù)量、質(zhì)量及結(jié)構(gòu)等現(xiàn)狀及特點(diǎn),剖析了存在的主要問題及內(nèi)部、外部原因;從四個(gè)方面分析總結(jié)了日本、韓國、美國、德國以及國內(nèi)山東省、江蘇省、廣東省農(nóng)村人力資源開發(fā)的成功經(jīng)驗(yàn);最后,針對環(huán)首都貧困帶農(nóng)村地區(qū)的實(shí)際并借鑒已有的成功經(jīng)驗(yàn),提出了有效開發(fā)環(huán)首都貧困帶農(nóng)村地區(qū)人力資源的政策措施,即:國家在政策和資金上給予傾斜;地方政府保證對教育和醫(yī)療事業(yè)的資金投入;依托京津地區(qū)優(yōu)勢教育資源,大力發(fā)展基礎(chǔ)教育和職業(yè)教育;制定合理的人才安置制度,留住人才;制定政策和加強(qiáng)宣傳并行,轉(zhuǎn)變?nèi)藗兊乃枷胗^念。
[Abstract]:The administrative scope of the ring capital poverty belt refers to the 22 countries and the key counties of poverty alleviation work under the jurisdiction of the three cities of Chengde, Zhangjiakou and Baoding in Hebei province. The region is surrounded by the capital Beijing, the geographical position is very special, but the social and economic development is seriously lagging behind in recent years. The backward situation in rural areas is not only the urgent demand of the central and local governments, but also the urgent need for the construction of the well-off society in the region and the happiness of the people. The purpose of this paper is to find an effective way to develop the human resources in the rural areas of the capital poverty belt, so as to promote the people in the region to get rid of poverty and become rich as soon as possible. To achieve a harmonious development and sustainable development in the region. Effective development of human resources is an effective way for poverty alleviation in rural poor areas. The paper summarizes the current research situation at home and abroad in the related fields, defines the related concepts, the theory of human resources development and human resources, the development of Economics theory, Marx's poverty. Through a wide range of field investigations, the current situation and characteristics of the number, quality and structure of the human resources in the rural areas of the capital poverty belt are analyzed, and the main problems and internal and external reasons are analyzed, and the analysis and summary of Japan, Korea, the United States, Germany and the domestic Shandong are analyzed in four aspects. The successful experience of rural human resources development in province, Jiangsu province and Guangdong province; finally, in view of the reality of the rural areas of the capital poverty belt and the successful experience of the rural areas, the policy measures for the effective development of human resources in the rural areas of the capital poverty belt are put forward, that is, the state is inclined to the policy and capital, and the local government guarantees the education and the government. The capital investment of medical services; relying on the superior education resources in Beijing and Tianjin, vigorously developing basic education and vocational education, formulating a reasonable system of talent placement, retaining talents, formulating policies and strengthening propaganda and parallel, and changing people's ideas.
