【摘要】：江蘇省農(nóng)業(yè)供需結(jié)構(gòu)失衡、資源環(huán)境惡化、經(jīng)營效率難以提升、區(qū)域發(fā)展極其不平衡嚴重限制了江蘇省農(nóng)業(yè)供給側(cè)結(jié)構(gòu)性改革的可持續(xù)發(fā)展。為追本溯源,基于農(nóng)戶主體特征、農(nóng)業(yè)供給主體能力、農(nóng)產(chǎn)品創(chuàng)造能力及競爭能力、農(nóng)村自然稟賦及生態(tài)環(huán)境、農(nóng)業(yè)信息和現(xiàn)代化、農(nóng)村金融服務(wù)能力以及相關(guān)制度保障7個維度構(gòu)建江蘇省農(nóng)業(yè)供給側(cè)結(jié)構(gòu)性改革效用的綜合評價指標體系,結(jié)合模糊綜合評價的方法,在對指標體系賦權(quán)的基礎(chǔ)上,有效地測度江蘇省13個省轄市的農(nóng)業(yè)供給側(cè)結(jié)構(gòu)性改革成效。對比分析結(jié)果發(fā)現(xiàn),蘇南農(nóng)業(yè)供給側(cè)結(jié)構(gòu)性改革綜合效用明顯優(yōu)于蘇中、蘇北地區(qū),而蘇中、蘇北的改革效用速度大幅度提升。7個要素中只有農(nóng)產(chǎn)品創(chuàng)造能力及競爭能力、農(nóng)村金融服務(wù)能力2個要素相對出現(xiàn)下滑,其他5大要素都得到了長足發(fā)展。蘇北的農(nóng)產(chǎn)品創(chuàng)造能力及競爭能力、農(nóng)戶主體特征、農(nóng)業(yè)供給主體能力3個方面優(yōu)于蘇南和蘇中城市,蘇南的農(nóng)村金融服務(wù)、農(nóng)村相關(guān)制度保障遙遙領(lǐng)先。鑒于此,有效推動江蘇省農(nóng)業(yè)供給側(cè)結(jié)構(gòu)性改革,需完善農(nóng)業(yè)現(xiàn)代化生產(chǎn)體系、經(jīng)營體系和產(chǎn)業(yè)體系,提升農(nóng)業(yè)產(chǎn)業(yè)附加值;深化農(nóng)業(yè)信貸和農(nóng)業(yè)風(fēng)險分擔(dān)機制的改革,提升農(nóng)村金融服務(wù)效率;實現(xiàn)農(nóng)業(yè)資源協(xié)調(diào)發(fā)展、優(yōu)勢互補,縮小蘇南與蘇北農(nóng)業(yè)供給側(cè)結(jié)構(gòu)性改革效用的差異。
[Abstract]:The imbalance of agricultural supply and demand structure, the deterioration of resources and environment, the difficulty of improving management efficiency, and the extremely unbalanced regional development seriously limit the sustainable development of agricultural supply-side structural reform in Jiangsu Province. In order to trace back to the source, based on the main characteristics of farmers, the main capacity of agricultural supply, the ability to create and compete of agricultural products, the natural endowment and ecological environment of rural areas, agricultural information and modernization, The rural financial service ability and the relevant system guarantee seven dimensions to construct the Jiangsu Province agriculture supply-side structural reform utility comprehensive evaluation index system, combined with the fuzzy comprehensive evaluation method, on the basis of the index system empowerment. Effectively measure the effectiveness of agricultural supply-side structural reform in 13 provinces and municipalities of Jiangsu Province. The results of comparative analysis show that the comprehensive utility of agricultural supply-side structural reform in southern Jiangsu is obviously better than that in central Jiangsu, northern Jiangsu, and central Jiangsu and northern Jiangsu. Among the seven elements, only agricultural products have the ability to create and compete. Rural financial service capacity of the two elements relatively declined, the other five elements have been greatly developed. North Jiangsu's agricultural product creation ability and competition ability, peasant household main body characteristic, agricultural supply main body ability are superior to those of south Jiangsu and central Jiangsu cities, the rural financial service of southern Jiangsu is far ahead, the rural related system guarantee is far ahead. In view of this, it is necessary to improve the modern agricultural production system, the management system and the industrial system, to enhance the added value of agricultural industry, and to deepen the reform of agricultural credit and agricultural risk sharing mechanism in order to effectively promote the structural reform on the supply side of agriculture in Jiangsu Province. Improve the efficiency of rural financial services, realize the coordinated development of agricultural resources, complement each other, and narrow the difference between the supply-side structural reform of agriculture in southern Jiangsu and northern Jiangsu.
