【摘要】：土地是社會(huì)經(jīng)濟(jì)發(fā)展的基礎(chǔ),是人類(lèi)生存的空間載體。我國(guó)雖然擁有的土地資源總量比較大,但由于人口眾多,加之長(zhǎng)期以來(lái)的粗放利用,使得我國(guó)的人地矛盾非常突出。土地資源的不可再生性和數(shù)量有限性決定了我國(guó)必須走集約利用的道路。從十七屆三中全會(huì)第一次把節(jié)約集約用地定位為基本國(guó)策到十八屆三中全會(huì)的健全土地節(jié)約集約使用制度;從中央城鎮(zhèn)化會(huì)議上對(duì)節(jié)約集約利用土地問(wèn)題做的重要闡釋到農(nóng)村工作會(huì)議上再次強(qiáng)調(diào)要節(jié)約集約用地,盡量少占或不占良田,再到2014年6月25日把“節(jié)約集約利用土地,轉(zhuǎn)變土地利用方式”確定為宣傳主題,無(wú)不彰顯了節(jié)約集約用地的重要性和必要性。本文在闡明耕地集約利用的研究意義和國(guó)內(nèi)外研究現(xiàn)狀,深入理解耕地集約利用內(nèi)涵和相關(guān)理論的基礎(chǔ)上,通過(guò)耕地集約利用影響因素分析,結(jié)合巴中市巴州區(qū)耕地利用現(xiàn)狀,基于“壓力-狀態(tài)-響應(yīng)”(PSR)模型構(gòu)建了耕地集約利用綜合評(píng)價(jià)指標(biāo)體系,運(yùn)用層次分析法確定各指標(biāo)的權(quán)重;進(jìn)而計(jì)算出了巴州區(qū)2003-2010年耕地集約利用綜合評(píng)價(jià)值,依據(jù)評(píng)價(jià)結(jié)果,提出了促進(jìn)巴州區(qū)耕地集約利用的合理化建議。研究表明:從2003-2010年,巴州區(qū)耕地集約利用水平總體趨勢(shì)是在波動(dòng)中呈現(xiàn)上升。主要分為兩個(gè)階段,2003-2005年為第一階段,該階段耕地的集約度是在穩(wěn)定中出現(xiàn)略微下降;2005-2010年為第二階段,此階段耕地的集約度增長(zhǎng)幅度較大,除2008年和2010年集約度降低外,其余年份都有不同程度地增加。2003-2010年耕地集約利用度的總排序?yàn)?2009年2007年2010年2008年2006年2003年2004年2005年,年平均集約度為0.4393,屬于中等集約利用水平。
[Abstract]:Land is the foundation of social and economic development and the space carrier of human existence. Although the total amount of land resources in our country is relatively large, because of the large population and extensive utilization for a long time, the contradiction between people and land in our country is very prominent. The non-reproducibility and limited quantity of land resources determine that our country must take the road of intensive utilization. From the third Plenary session of the 17th Central Committee of the first time to the conservation of intensive land use as the basic national policy to the third Plenary session of the 18th Central Committee of the sound land conservation intensive use system; From the important interpretation made at the Central urbanization Conference on the issue of land conservation and intensive use, to the rural work conference, which once again stressed the need to conserve intensive land use, to occupy as little or no good land as possible, and to "economize intensive use of land" by 25 June 2014, The change of land use mode "is determined as the propaganda theme, which shows the importance and necessity of saving intensive land." On the basis of expounding the significance of intensive use of cultivated land and the present research situation at home and abroad, and deeply understanding the intension and related theory of intensive utilization of cultivated land, this paper analyzes the influencing factors of intensive utilization of cultivated land, and combines with the present situation of cultivated land utilization in Bazhou District of Bazhong City. Based on the "pressure-state-response" model, the comprehensive evaluation index system of cultivated land intensive utilization is constructed, and the weight of each index is determined by AHP, and the comprehensive evaluation value of cultivated land intensive utilization in Bazhou district from 2003 to 2010 is calculated. According to the evaluation results, the rational suggestions for promoting intensive utilization of cultivated land in Bazhou district are put forward. The results show that from 2003 to 2010, the general trend of intensive use of cultivated land in Bazhou district is rising in fluctuation. The first stage is mainly divided into two stages: 2003-2005, in which the intensity of cultivated land decreases slightly in the stabilization period and the second stage in 2005-2010. The increase of the intensive degree of cultivated land in this stage is relatively large, except for the decrease of the intensive degree in 2008 and 2010. The total order of cultivated land intensive utilization between 2003 and 2010 in other years is: 2009, 2007, 2010, 2008, 2006, 2004, 2005, with an average annual intensity of 0.4393, which belongs to the level of moderate intensive utilization.
