黑龍江省農(nóng)業(yè)科技資源配置效率研究

【摘要】:黑龍江省是全國(guó)最大的商品糧生產(chǎn)基地,糧食產(chǎn)量和商品糧提供量連年增加,農(nóng)業(yè)生產(chǎn)的潛力和相對(duì)優(yōu)勢(shì)逐漸減弱,調(diào)整農(nóng)業(yè)產(chǎn)業(yè)結(jié)構(gòu)和轉(zhuǎn)變農(nóng)業(yè)發(fā)展方式,由數(shù)量增長(zhǎng)向數(shù)量、質(zhì)量和效益并重轉(zhuǎn)變成為黑龍江省農(nóng)業(yè)發(fā)展的必然選擇,而推動(dòng)產(chǎn)業(yè)結(jié)構(gòu)轉(zhuǎn)型和生產(chǎn)方式轉(zhuǎn)變的關(guān)鍵因素是農(nóng)業(yè)科技!笆濉逼陂g黑龍江省農(nóng)業(yè)科技進(jìn)步貢獻(xiàn)率達(dá)到62.5%,在全國(guó)處于較高水平,有效地促進(jìn)了糧食增產(chǎn),保障了國(guó)家的糧食安全。理論和時(shí)間均已證明農(nóng)業(yè)科技資源是農(nóng)業(yè)科技活動(dòng)的基礎(chǔ),是創(chuàng)造農(nóng)業(yè)科技成果,推動(dòng)農(nóng)業(yè)和農(nóng)村經(jīng)濟(jì)發(fā)展的要素集合,是實(shí)現(xiàn)農(nóng)業(yè)現(xiàn)代化的基本要素。農(nóng)業(yè)科技資源包括人力、財(cái)力、物力、信息和各類(lèi)服務(wù)資源,通過(guò)直接或間接作用于農(nóng)業(yè)生產(chǎn)的各類(lèi)要素,影響農(nóng)產(chǎn)品的產(chǎn)量和質(zhì)量,黑龍江省農(nóng)業(yè)科技資源尚缺乏有效的整合,在農(nóng)業(yè)生產(chǎn)的各個(gè)環(huán)節(jié)、各區(qū)域分布中還處于“分散”狀態(tài),未實(shí)現(xiàn)高效率的產(chǎn)出。國(guó)內(nèi)外研究農(nóng)業(yè)科技資源配置效率的理論雖然比較成熟,但是缺少運(yùn)用相關(guān)理論對(duì)黑龍江省農(nóng)業(yè)科技資源配置效率的實(shí)證研究,為此,本文通過(guò)實(shí)證驗(yàn)證了科技資源評(píng)價(jià)理論的科學(xué)性,為相關(guān)部門(mén)的決策提供一定的理論參考和政策借鑒。本文以農(nóng)業(yè)科技資源與農(nóng)業(yè)發(fā)展相互關(guān)聯(lián)性和因果關(guān)系為分析基礎(chǔ),將農(nóng)業(yè)科技資源配置效率分為兩個(gè)層次:第一個(gè)層次是農(nóng)業(yè)科技資源的內(nèi)部配置效率,即農(nóng)業(yè)科技資源內(nèi)部投入產(chǎn)出效率;第二個(gè)層次是農(nóng)業(yè)科技資源的外部配置效率,即農(nóng)業(yè)科技資源的最終配置效果,分析科技資源對(duì)農(nóng)業(yè)產(chǎn)出的貢獻(xiàn)。在上述基本思路指導(dǎo)下,明確研究背景,研讀文獻(xiàn),梳理國(guó)內(nèi)外農(nóng)業(yè)科技資源配置效率的基礎(chǔ)理論;界定農(nóng)業(yè)科技資源配置效率,明晰研究范圍和研究視角;分析黑龍江省農(nóng)業(yè)科技資源配置現(xiàn)狀,找出農(nóng)業(yè)科技資源在配置過(guò)程中存在的問(wèn)題。運(yùn)用DEA方法評(píng)價(jià)黑龍江省農(nóng)業(yè)科技資源的內(nèi)部配置效率,比較我國(guó)主要糧食主產(chǎn)區(qū)的農(nóng)業(yè)科技資源配置效率,明確黑龍江省農(nóng)業(yè)科技資源配置效率在全國(guó)所處的位次;基于灰色關(guān)聯(lián)度方法,分析黑龍江省農(nóng)業(yè)科技資源的最終配置效果,并對(duì)農(nóng)業(yè)科技資源投入指標(biāo)和產(chǎn)出指標(biāo)做了比較分析。針對(duì)定性和定量的研究結(jié)果,從配置主體、配置機(jī)制、配置模式以及配置路徑等方面分析影響黑龍江省農(nóng)業(yè)科技資源配置效率的關(guān)鍵要素,從培育農(nóng)業(yè)科技資源配置效率的宏觀環(huán)境和優(yōu)化微觀基礎(chǔ)兩個(gè)方面提出具體的對(duì)策和建議。
[Abstract]:Heilongjiang province is the largest commodity grain production base in the country. The grain output and the supply of commodity grain have increased year after year. The potential and relative advantages of agricultural production gradually weaken. It is necessary to adjust the structure of agricultural industry and change the way of agricultural development. It is the inevitable choice for the agricultural development of Heilongjiang to change the quantity from the quantity to the quantity, the quality and the benefit. The key factor to promote the transformation of industrial structure and the transformation of production mode is agricultural science and technology. The contribution rate of agricultural science and technology progress in Heilongjiang province reached 62.5% during the "12th Five-Year", and it was at a high level in the whole country. It effectively promoted the increase of grain production and guaranteed the national food security. The basis of technical activities is the basic element of creating agricultural scientific and technological achievements and promoting the development of agriculture and rural economy. It is the basic element to realize agricultural modernization. The agricultural science and technology resources include manpower, financial resources, material resources, information and various kinds of service resources, which affect the production and quality of agricultural products through direct or indirect effects on various elements of agricultural production. As a result, the agricultural science and technology resources in Heilongjiang are still lacking effective integration. In each link of agricultural production, the distribution of various regions is still in the "scattered" state, and the efficient output is not realized. Although the theory of agricultural science and technology resources allocation efficiency is relatively mature at home and abroad, it is lack of related theories to the agricultural science and technology capital in Heilongjiang province. In this paper, the scientific nature of the theory of scientific and technological resources evaluation is verified by the empirical analysis. This paper provides a certain theoretical reference and policy reference for the decision-making of relevant departments. This paper divides the efficiency of agricultural scientific and technological resources into two by the analysis of the correlation and causality of agricultural science and technology resources and agricultural development. The first level is the internal allocation efficiency of agricultural scientific and technological resources, that is, the efficiency of input-output in agricultural scientific and technological resources; the second level is the efficiency of the external allocation of agricultural scientific and technological resources, that is, the final allocation effect of agricultural scientific and technological resources, and analyses the contribution of scientific and technological resources to agricultural production. Under the guidance of the above basic ideas, it is clear that Study the background, study the literature, comb the basic theory of the efficiency of agricultural science and technology resources allocation at home and abroad, define the efficiency of the allocation of agricultural science and technology resources, clear the scope of research and research perspective, analyze the status of the allocation of agricultural science and technology resources in Heilongjiang Province, find out the problems in the allocation of agricultural science and technology resources in the process of allocation, and use the DEA method to evaluate Heilongjiang. The efficiency of the internal allocation of agricultural science and technology resources is compared. The allocation efficiency of agricultural science and technology resources in major grain producing areas in China is compared. The allocation efficiency of agricultural scientific and technological resources in Heilongjiang is determined in the country. Based on the grey relational degree method, the final allocation effect of agricultural scientific and technological resources in Heilongjiang province is analyzed, and the agricultural scientific and technological resources are invested. According to the qualitative and quantitative research results, the key factors affecting the allocation efficiency of agricultural science and technology resources in Heilongjiang province are analyzed from the aspects of configuration subject, configuration mechanism, configuration mode and configuration path, from the macro environment and the microcosmic basis of optimizing the allocation efficiency of agricultural science and technology resources in Heilongjiang. Specific countermeasures and suggestions are put forward.
