托克遜縣土地利用總體規(guī)劃實(shí)施評(píng)價(jià)研究

【摘要】:伴隨著全球經(jīng)濟(jì)社會(huì)的迅猛發(fā)展,土地資源的供需矛盾愈來(lái)愈突顯。土地利用總體規(guī)劃對(duì)于宏觀協(xié)調(diào)土地供給與需求,安排和調(diào)整土地利用有著重要的作用。而土地利用總體規(guī)劃的關(guān)鍵就在于實(shí)施,目前對(duì)于規(guī)劃實(shí)施的評(píng)價(jià)已成為各國(guó)學(xué)者著力探究的課題。本文在傳統(tǒng)的定性與定量評(píng)價(jià)上,添加了基于GIS的定位評(píng)價(jià),并以新疆托克遜縣為例,構(gòu)建了一套符合西北干旱區(qū)土地利用特點(diǎn)的規(guī)劃實(shí)施評(píng)價(jià)體系,進(jìn)一步研究了規(guī)劃實(shí)施過(guò)程和結(jié)果的空間吻合度。主要的研究?jī)?nèi)容與結(jié)論為:(1)全面查閱和掌握國(guó)內(nèi)外研究進(jìn)展及相關(guān)理論概念,對(duì)規(guī)劃基期2009年、評(píng)價(jià)時(shí)點(diǎn)2013年、規(guī)劃目標(biāo)2020年的土地利用進(jìn)行數(shù)量、結(jié)構(gòu)分析,發(fā)現(xiàn)其特點(diǎn)與存在的問(wèn)題。(2)從用地規(guī)模指標(biāo)執(zhí)行情況、用地結(jié)構(gòu)與布局情況、節(jié)約集約用地情況、規(guī)劃實(shí)施修改情況四個(gè)方面選取24個(gè)指標(biāo)構(gòu)建評(píng)價(jià)指標(biāo)體系,受時(shí)間年限等限制采用基于專家打分法的層次分析法賦權(quán)重,按線性公式分段進(jìn)行標(biāo)準(zhǔn)化處理,結(jié)合多因素綜合評(píng)價(jià)法判斷實(shí)施效果。結(jié)果顯示托克遜縣土地利用總體規(guī)劃實(shí)施評(píng)價(jià)得分為86.86分,等級(jí)為“優(yōu)秀”,但節(jié)約集約用地與允許區(qū)使用情況有待提高。主要由于城鎮(zhèn)工礦用地增長(zhǎng)過(guò)快,規(guī)劃目標(biāo)的人口、經(jīng)濟(jì)預(yù)測(cè)偏高,項(xiàng)目用地未完全依照規(guī)劃實(shí)施等。據(jù)此提出局部修改規(guī)劃,建立建設(shè)用地節(jié)約集約利用機(jī)制,加強(qiáng)用途管制和規(guī)劃實(shí)施管理等建議。(3)運(yùn)用GIS空間分析法,利用ArcGIS中的疊加分析工具,在托克遜縣2009年土地利用現(xiàn)狀圖的基礎(chǔ)上,將2013年與2020年土地利用情況進(jìn)行疊加,得到規(guī)劃實(shí)施過(guò)程和結(jié)果中發(fā)生變化且不符合規(guī)劃的部分及規(guī)劃未實(shí)施部分,再根據(jù)地類圖斑、用途區(qū)與區(qū)域空間吻合度模型計(jì)算出相應(yīng)的空間吻合度數(shù)值。(4)結(jié)果表明規(guī)劃實(shí)施過(guò)程中的地類圖斑、用途區(qū)及區(qū)域空間吻合度值大都接近于標(biāo)準(zhǔn)值1.00,未達(dá)到符合級(jí)別,其中其他農(nóng)用地、一般農(nóng)地區(qū)的空間吻合性最低,說(shuō)明該縣2009-2013年間土地利用變化在數(shù)量和空間位置上都存在與規(guī)劃不符的地方。規(guī)劃實(shí)施結(jié)果中地類圖斑、用途區(qū)空間吻合度級(jí)別大都在Ⅱ-Ⅴ級(jí),少數(shù)達(dá)到符合級(jí)別Ⅰ級(jí),建設(shè)用地級(jí)別相對(duì)較低,其中其他獨(dú)立建設(shè)用地、獨(dú)立工礦用地區(qū)的空間吻合性最低,區(qū)域空間吻合度級(jí)別為Ⅱ級(jí),說(shuō)明該縣規(guī)劃實(shí)施情況較好,進(jìn)展速度平穩(wěn),但與規(guī)劃目標(biāo)還存在一定差距,其中建設(shè)用地差距更大,在未來(lái)的規(guī)劃實(shí)施期間還需進(jìn)一步加大實(shí)施力度與監(jiān)測(cè)。(5)最后分析發(fā)現(xiàn)托克遜縣土地利用與規(guī)劃不符主要是由于實(shí)際用地與規(guī)劃用地之間的比例尺差異,土地利用變更數(shù)據(jù)未及時(shí)更新,實(shí)際用地未完全按規(guī)劃實(shí)施,規(guī)劃缺乏一定的彈性,土地利用動(dòng)態(tài)監(jiān)測(cè)薄弱。據(jù)此提出嚴(yán)格規(guī)劃局部修改程序,結(jié)合遙感監(jiān)測(cè),及時(shí)更新土地變更數(shù)據(jù)庫(kù),強(qiáng)化土地利用動(dòng)態(tài)監(jiān)測(cè),運(yùn)用法律措施,加強(qiáng)社會(huì)監(jiān)督等建議。
[Abstract]:With the rapid development of global economy and society, the contradiction between supply and demand of land resources is more and more prominent. The overall planning of land use plays an important role in coordinating land supply and demand, arranging and adjusting land use. The key of the overall land use planning lies in the implementation. At present, the evaluation of the implementation of the plan has become a topic that scholars all over the world focus on. Based on the traditional qualitative and quantitative evaluation, this paper adds the positioning evaluation based on GIS, and takes Tokeson County in Xinjiang as an example to construct a set of planning and implementation evaluation system which accords with the characteristics of land use in arid area of Northwest China. The spatial consistency between the planning implementation process and the results is further studied. The main research contents and conclusions are as follows: (1) comprehensively consulting and mastering the research progress and related theoretical concepts at home and abroad, and analyzing the quantity and structure of land use in the planning base period 2009, the evaluation time point 2013, and the planning goal 2020. It is found that its characteristics and existing problems. 2) choose 24 indexes to construct the evaluation index system from four aspects: the implementation of land scale index, the structure and layout of land use, the saving of intensive land use and the planning and implementation modification. Limited by the time limit, the AHP based on the expert scoring method is used to assign weight, to be standardized according to the linear formula segment, and to judge the effect of the implementation in combination with the multi-factor comprehensive evaluation method. The results showed that the evaluation score of the implementation of the overall land use planning was 86.86, and the grade was "excellent", but the saving of intensive land and the use of permitted area needed to be improved. It is mainly due to the rapid growth of industrial and mining land in cities and towns, the population of the planning target, the high economic forecast, and the incomplete implementation of the project land in accordance with the plan and so on. Based on this, some suggestions are put forward, such as local modification of planning, establishment of intensive utilization mechanism of saving and using land for construction, strengthening of use control and implementation management of planning, etc.) using GIS spatial analysis method, using superposition analysis tool in ArcGIS, etc. On the basis of the land use status map of Tok Xun County in 2009, the land use situation in 2013 and 2020 is superimposed to obtain the parts of the planning implementation process and results that are not in accordance with the plan and the parts that are not in line with the plan. Then, according to the ground spot, the model of the spatial consistency between the use area and the region, the corresponding value of the spatial consistency is calculated. The result shows that the map spot in the process of planning and implementation. Most of the spatial coincidence values of the use areas and regions were close to the standard value of 1.00, which did not reach the corresponding level, and the other agricultural land, the general agricultural areas, had the lowest spatial consistency. It shows that the land use change in 2009-2013 is not consistent with the planning in terms of quantity and spatial location.
