【摘要】:近年來,隨著社會經(jīng)濟(jì)的快速發(fā)展,城鎮(zhèn)化進(jìn)程加快,導(dǎo)致經(jīng)濟(jì)發(fā)展與生態(tài)保護(hù)的人地矛盾日益尖銳。我國生態(tài)系統(tǒng)的服務(wù)功能開始下降,生態(tài)惡化的范圍不斷擴(kuò)大,所引發(fā)的生態(tài)問題日益加劇。鄂爾多斯能源開發(fā)區(qū)土地開發(fā)利用活動頻繁、劇烈,加之自身生態(tài)環(huán)境比較敏感,因此生態(tài)問題突出,對鄂爾多斯能源開發(fā)區(qū)的生態(tài)安全構(gòu)成威脅。如何將有限的土地進(jìn)行合理的分配,處理好開發(fā)與保護(hù)、人類與生態(tài)的關(guān)系,走可持續(xù)發(fā)展之路,已經(jīng)成為當(dāng)前人類社會所面臨的嚴(yán)峻挑戰(zhàn)。生態(tài)紅線是我國近幾年提出的一個全新的生態(tài)保護(hù)管理手段,通過劃定生態(tài)紅線,合理協(xié)調(diào)分配生產(chǎn)、生活和生態(tài)的土地利用空間分布,從而維護(hù)區(qū)域生態(tài)安全,實(shí)現(xiàn)生態(tài)與經(jīng)濟(jì)可持續(xù)發(fā)展。生態(tài)紅線的劃定需要綜合考慮自然環(huán)境、社會經(jīng)濟(jì)、生態(tài)狀況等諸多因素。本研究以生態(tài)紅線的提出為出發(fā)點(diǎn),并結(jié)合國內(nèi)外關(guān)于生態(tài)紅線的研究進(jìn)展,研究分析生態(tài)紅線的內(nèi)涵和理論基礎(chǔ),確定生態(tài)紅線的劃定方法。選取鄂爾多斯能源開發(fā)區(qū)為研究區(qū),在分析研究區(qū)自然條件和社會經(jīng)濟(jì)條件、土地利用現(xiàn)狀和變化、生態(tài)環(huán)境問題的基礎(chǔ)上,進(jìn)行生態(tài)紅線劃定。根據(jù)區(qū)域生態(tài)環(huán)境敏感性評價(jià)和生態(tài)價(jià)值重要性評價(jià)結(jié)果,并綜合土地利用功能分區(qū)和土地規(guī)劃功能分區(qū)的生態(tài)功能分值,通過空間疊加分析,將鄂爾多斯能源開發(fā)區(qū)劃分為生態(tài)紅線區(qū)、黃線區(qū)和綠線區(qū),初步確定各分區(qū)的面積范圍和空間分布,并根據(jù)區(qū)域分區(qū)的不同特點(diǎn),分別提出各分區(qū)的不同管理保護(hù)措施。生態(tài)紅線劃定結(jié)果基本符合鄂爾多斯能源開發(fā)區(qū)的實(shí)際情況,說明該生態(tài)紅線劃定方法科學(xué)合理可行。鄂爾多斯能源開發(fā)區(qū)的生態(tài)紅線區(qū)面積為784361.61公頃,占全市總面積的9.03%,黃線區(qū)面積為3653036.41公頃,占全市總面積的42.03%,綠線區(qū)面積為4253404.61公頃,占全市總面積的48.94%。紅線區(qū)應(yīng)該以生態(tài)保護(hù)為主,嚴(yán)格禁止一切有損于生態(tài)系統(tǒng)的開發(fā)活動;黃線區(qū)必須嚴(yán)格控制該區(qū)域的開發(fā)強(qiáng)度,在不削弱區(qū)域生態(tài)功能的基礎(chǔ)上適度開發(fā),并加強(qiáng)對生態(tài)環(huán)境的恢復(fù)和重建,要注意經(jīng)濟(jì)建設(shè)和生態(tài)保護(hù)之間的協(xié)調(diào)關(guān)系;綠線區(qū)可以引導(dǎo)性開發(fā),適宜進(jìn)行適度規(guī)模的開發(fā)建設(shè)活動,但仍需要合理確定發(fā)展方向和管制規(guī)則,對開發(fā)、建設(shè)等利用方向要有一定的限制要求,否則有可能也會出現(xiàn)相應(yīng)的生態(tài)問題。
[Abstract]:In recent years, with the rapid development of social economy and the acceleration of urbanization, the contradiction between economic development and ecological protection has become increasingly acute.The ecosystem service function of our country begins to decline, the scope of ecological deterioration is expanding, and the ecological problems are becoming more and more serious.The development and utilization of land in Ordos Energy Development Zone is frequent, intense, and its own ecological environment is relatively sensitive, so ecological problems are prominent, which pose a threat to the ecological security of Erdos Energy Development Zone.How to allocate the limited land reasonably, deal with the development and protection, the relationship between human and ecology, and take the road of sustainable development, has become a severe challenge to human society.Eco-red line is a new ecological protection and management method put forward in recent years in our country. By delimiting ecological red line, rationally distributing production, living and ecological land use spatial distribution, thus maintaining regional ecological security.To realize the sustainable development of ecology and economy.The demarcation of ecological red line needs to consider many factors such as natural environment, social economy, ecological condition and so on.In this study, the ecological red line was put forward as the starting point, and combined with the research progress of ecological red line at home and abroad, the connotation and theoretical basis of ecological red line were studied and analyzed, and the delineation method of ecological red line was determined.Based on the analysis of the natural and social economic conditions, the present situation and changes of land use, and the ecological environmental problems, the ecological red line is determined in Ordos Energy Development Zone.According to the results of regional ecological environment sensitivity assessment and ecological value importance evaluation, and synthesizing the ecological function scores of land use function partition and land planning function partition, the paper analyzes the ecological function by space superposition analysis.The energy development zone of Ordos is divided into three areas: ecological red line, yellow line and green line. The area range and spatial distribution of each zone are preliminarily determined. According to the different characteristics of the regional zone, different management and protection measures are put forward respectively.The result of ecological red line delineation basically accords with the actual situation of Erdos Energy Development Zone, which shows that the method of ecological red line delineation is scientific, reasonable and feasible.The ecological red line area of Ordos Energy Development Zone is 784361.61 hectares, accounting for 9.03 of the total area of the whole city, 3653036.41 hectares of yellow line area, 42.03 of the total area of the whole city, and 4253404.61 hectares of green line area, accounting for 48.94 hectares of the total area of the whole city.The Red Line region should focus on ecological protection and strictly prohibit all development activities harmful to the ecosystem. The Yellow Line region must strictly control the development intensity of the region, and develop moderately on the basis of not weakening the ecological function of the region.And to strengthen the restoration and reconstruction of ecological environment, we should pay attention to the harmonious relationship between economic construction and ecological protection.However, it is still necessary to determine the development direction and control rules reasonably, and to restrict the utilization direction of development and construction to some extent, otherwise, the corresponding ecological problems may also appear.
