【摘要】：近年來(lái),隨著科學(xué)技術(shù)在農(nóng)業(yè)領(lǐng)域廣泛應(yīng)用,隨著工業(yè)化、信息化迅猛發(fā)展,農(nóng)業(yè)機(jī)械化已經(jīng)成為現(xiàn)代農(nóng)業(yè)的物質(zhì)標(biāo)志受各級(jí)政府的高度重視,它不僅是農(nóng)業(yè)現(xiàn)代化的重要內(nèi)容,農(nóng)業(yè)生產(chǎn)技術(shù)革新不可或缺的一部分,更體現(xiàn)了現(xiàn)代生產(chǎn)力與“三農(nóng)”領(lǐng)域的深度融合。當(dāng)前,在習(xí)近平總書(shū)記為核心的黨中央英明領(lǐng)導(dǎo)下,我國(guó)正步入“四個(gè)全面”新的歷史階段,作為傳統(tǒng)的農(nóng)業(yè)大國(guó),農(nóng)業(yè)機(jī)械化必將迎來(lái)新的發(fā)展機(jī)遇期。本論文以吉林省榆樹(shù)市的農(nóng)業(yè)機(jī)械建設(shè)作為研究目標(biāo),通過(guò)對(duì)其發(fā)展現(xiàn)狀和亟待解決的現(xiàn)實(shí)問(wèn)題深刻剖析,溯本求源,積極為榆樹(shù)市農(nóng)機(jī)化全面建設(shè)和健康發(fā)展建言獻(xiàn)策。本論文依據(jù)吉林省榆樹(shù)市農(nóng)機(jī)系統(tǒng)采集的第一手綜合資料,從榆樹(shù)市農(nóng)業(yè)機(jī)械化需求、供給、管理、服務(wù)及國(guó)家的農(nóng)業(yè)機(jī)械化方針、政策等方面入手,針對(duì)當(dāng)前農(nóng)業(yè)機(jī)械化發(fā)展中存在的問(wèn)題,剖析典型事例得出如下結(jié)論:第一,農(nóng)民作為農(nóng)業(yè)機(jī)械化發(fā)展的主體,對(duì)農(nóng)業(yè)機(jī)械化的關(guān)注度直接關(guān)系到對(duì)農(nóng)業(yè)機(jī)械化的投入強(qiáng)度,在現(xiàn)有農(nóng)村收入水平情況下,農(nóng)民對(duì)農(nóng)業(yè)機(jī)械的關(guān)注度較高,但對(duì)農(nóng)業(yè)機(jī)械特別是大型農(nóng)業(yè)機(jī)械購(gòu)買力尚顯不足,農(nóng)業(yè)機(jī)械化水平亟待提高。第二,與大規(guī)模高強(qiáng)度農(nóng)業(yè)機(jī)械作業(yè)能力相適應(yīng)的大規(guī)模集約型土地經(jīng)營(yíng),目前在榆樹(shù)市只占少數(shù),而小散戶為主要特征的分散土地經(jīng)營(yíng)模式則是普遍存在的常態(tài)現(xiàn)象,限制了農(nóng)業(yè)機(jī)械化普及推廣,束縛了現(xiàn)代農(nóng)業(yè)生產(chǎn)力的可持續(xù)發(fā)展。第三,在全面深化改革的形勢(shì)下,立足現(xiàn)今土地制度下,采取正確的方針政策和有效的措施辦法,破解大中型農(nóng)業(yè)機(jī)械作業(yè)因?yàn)樾K分散土地作業(yè)導(dǎo)致成本高、收益低,而小型農(nóng)業(yè)機(jī)械設(shè)備又供給不足,并由此構(gòu)成小規(guī)模分散經(jīng)營(yíng)阻礙農(nóng)業(yè)機(jī)械化發(fā)展,農(nóng)業(yè)生產(chǎn)力長(zhǎng)期處于低水平循環(huán)的這一重大難題,已經(jīng)成為眼下各級(jí)政府和新農(nóng)村建設(shè)面臨的當(dāng)務(wù)之急。面對(duì)榆樹(shù)市農(nóng)機(jī)化發(fā)展中存在的問(wèn)題,通過(guò)分析研究得出的解決方案:1、升級(jí)機(jī)械裝備、優(yōu)化結(jié)構(gòu)、區(qū)域合理布局;2、依法加大財(cái)政投入力度,積極扶持新型農(nóng)業(yè)經(jīng)營(yíng)主體;3、實(shí)施項(xiàng)目牽動(dòng)戰(zhàn)略,加強(qiáng)農(nóng)業(yè)機(jī)械化示范基地建設(shè);4、盡快制定農(nóng)業(yè)種植制度標(biāo)準(zhǔn),保證農(nóng)機(jī)和農(nóng)藝技術(shù)的協(xié)調(diào)性;5、加強(qiáng)農(nóng)機(jī)服務(wù)體系建設(shè),積極推進(jìn)農(nóng)機(jī)服務(wù)產(chǎn)業(yè)化;6、按照研究系統(tǒng)工程的方法,研究促進(jìn)農(nóng)業(yè)機(jī)械化發(fā)展的具體措施;7、依托科技興農(nóng)戰(zhàn)略,緊緊圍繞無(wú)公害生產(chǎn)和循環(huán)農(nóng)業(yè)試驗(yàn)示范等技術(shù)革新,拓寬農(nóng)業(yè)機(jī)械化領(lǐng)域;8、實(shí)施人才支(撐)農(nóng)戰(zhàn)略,搞好農(nóng)村科技人才培訓(xùn)工程,提高廣大農(nóng)民群眾整體科技素質(zhì)。
[Abstract]:In recent years, with the wide application of science and technology in the field of agriculture, with the rapid development of industrialization and information technology, agricultural mechanization has become the material symbol of modern agriculture, which has been highly valued by governments at all levels.It is not only an important part of agricultural modernization, but also an indispensable part of the technological innovation of agricultural production. It also reflects the deep integration of modern productive forces and the field of agriculture, countryside and farmers.At present, under the wise leadership of the Party Central Committee with General Secretary Xi Jinping as the core, China is stepping into a new historical stage of "four all-round". As a traditional agricultural country, agricultural mechanization will surely usher in a new period of development opportunities.This paper takes the construction of agricultural machinery in Yushu City of Jilin Province as the research goal, through the deep analysis of its development status and the practical problems to be solved urgently, tracing back to the source, and actively providing suggestions for the overall construction and healthy development of agricultural mechanization in Yushu City.Based on the first-hand comprehensive data collected from agricultural machinery system in Yushu City, Jilin Province, this paper starts with agricultural mechanization demand, supply, management, service and national agricultural mechanization policy and policy in Yushu City, Jilin Province.In view of the problems existing in the current development of agricultural mechanization, this paper analyzes the typical examples and draws the following conclusions: first, as the main body of the development of agricultural mechanization, the attention to agricultural mechanization is directly related to the input intensity of agricultural mechanization.In the current situation of rural income level, farmers pay more attention to agricultural machinery, but the purchasing power of agricultural machinery, especially large agricultural machinery, is still insufficient, and the level of agricultural mechanization needs to be improved urgently.Second, the large-scale intensive land management, which is suitable for the large-scale and high-intensity agricultural machinery operation ability, is only a minority in Yushu City at present, and the decentralized land management mode characterized by small retail investors is a common phenomenon.It limits the popularization of agricultural mechanization and restricts the sustainable development of modern agricultural productivity.Third, under the situation of comprehensively deepening reform, under the present land system, we should adopt correct principles, policies and effective measures to crack down on the large and medium-sized agricultural machinery operations, which have resulted in high costs and low returns due to small and scattered land operations.However, the supply of small agricultural machinery and equipment is insufficient, which constitutes a major problem that small-scale decentralized management hinders the development of agricultural mechanization and that agricultural productivity is in a low level for a long time.Has become at present all levels of government and the new countryside construction faces the urgent matter.In the face of the problems existing in the development of agricultural mechanization in Yushu City, the solution reached through analysis and research is: 1, upgrading machinery and equipment, optimizing structure, rational regional layout, and increasing financial input according to law.We should actively support the new agricultural management body, implement the project affecting strategy, strengthen the construction of a demonstration base for agricultural mechanization, formulate standards for the agricultural planting system as soon as possible, ensure the coordination between agricultural machinery and agronomic technology, and strengthen the construction of agricultural machinery service system.To actively promote the industrialization of agricultural machinery services and to study specific measures to promote the development of agricultural mechanization according to the research methods of system engineering, relying on the strategy of developing agriculture through science and technology, and closely focusing on technological innovations such as pollution-free production and demonstration of circular agriculture, etc.We should broaden the field of agricultural mechanization, carry out the strategy of supporting agriculture with talents, do a good job in the project of training scientific and technological talents in rural areas, and improve the overall scientific and technological quality of the broad masses of farmers.
