【摘要】：研究目的:總結(jié)和梳理中國(guó)區(qū)域生態(tài)用地分類的相關(guān)研究文獻(xiàn),分析中國(guó)區(qū)域生態(tài)用地分類的特點(diǎn),提出中國(guó)區(qū)域生態(tài)用地的分類體系,為中國(guó)區(qū)域生態(tài)用地的利用和管理提供科學(xué)依據(jù)。研究方法:文獻(xiàn)資料法、歸納分析法和比較分析法。研究結(jié)果:當(dāng)前中國(guó)對(duì)生態(tài)用地的內(nèi)涵缺乏統(tǒng)一的界定,現(xiàn)有的土地利用分類體系對(duì)土地的生態(tài)屬性考慮不足,導(dǎo)致生態(tài)用地分類缺乏統(tǒng)一的標(biāo)準(zhǔn)以及生態(tài)用地難以得到有效保護(hù)。研究結(jié)論:(1)應(yīng)從"泛生態(tài)功能論"的視角來界定區(qū)域生態(tài)用地的內(nèi)涵,將耕地等以生產(chǎn)功能為主,同時(shí)具有較為重要的生態(tài)功能的土地納入生態(tài)用地范疇,但應(yīng)排除建設(shè)用地范圍內(nèi)的綠化用地;(2)基礎(chǔ)性生態(tài)用地是維護(hù)區(qū)域生態(tài)環(huán)境安全最重要的自然本底,為了加強(qiáng)對(duì)基礎(chǔ)性生態(tài)用地保護(hù)和管理的針對(duì)性,在分類體系中應(yīng)突出基礎(chǔ)性生態(tài)用地;(3)區(qū)域生態(tài)用地可采用三級(jí)分類,一級(jí)類可分為基礎(chǔ)性生態(tài)用地、保全性生態(tài)用地和輔助性生態(tài)用地三大類;(4)為有利于對(duì)現(xiàn)有土地利用現(xiàn)狀調(diào)查數(shù)據(jù)的應(yīng)用,建議生態(tài)用地分類體系中三級(jí)分類的名稱設(shè)置和內(nèi)涵盡量與現(xiàn)行的《土地利用現(xiàn)狀分類》國(guó)家標(biāo)準(zhǔn)相銜接。
[Abstract]:Objective: to summarize and sort out the relevant research documents on the classification of regional ecological land in China, analyze the characteristics of the classification of regional ecological land in China, and put forward the classification system of regional ecological land in China.To provide scientific basis for the utilization and management of regional ecological land in China.Methods: literature method, inductive analysis method and comparative analysis method.The results show that there is a lack of unified definition of the connotation of ecological land in China, and the existing land use classification system does not consider the ecological attributes of land.As a result, the classification of ecological land is lack of uniform standards and ecological land is difficult to be effectively protected.Conclusion: 1) the connotation of regional ecological land should be defined from the perspective of "pan-ecological function theory", and the land with more important ecological function should be brought into the category of ecological land.In order to strengthen the protection and management of the basic ecological land, the basic ecological land is the most important natural background to maintain the regional ecological environment security.In the classification system, the basic ecological land can be classified into three categories, and the first class can be divided into basic ecological land.Conservation ecological land and auxiliary ecological land are the three main categories of land use in order to facilitate the application of the existing land use status survey data.It is suggested that the name setting and connotation of the three-level classification in the ecological land classification system should be connected with the current National Standard of Land use status Classification as far as possible.
