【摘要】：近些年,我國經(jīng)濟飛速發(fā)展,物價不斷攀升,過去農(nóng)村實行的聯(lián)產(chǎn)承包責(zé)任制顯然無法跟上時代的步伐,這種制度下的農(nóng)民收入十分有限,其基本生活已經(jīng)無法得到保障。另一方面,隨著我國工業(yè)化水平的提高,農(nóng)業(yè)也必然走向現(xiàn)代化,而傳統(tǒng)的農(nóng)業(yè)作業(yè)方式和生產(chǎn)規(guī)模在一定程度上阻礙了我國農(nóng)業(yè)現(xiàn)代化的發(fā)展。在此背景下便出現(xiàn)了農(nóng)村土地流轉(zhuǎn)這種新的經(jīng)營方式,即本著平等自愿的原則,在符合法律規(guī)定的前提下將土地經(jīng)營權(quán)轉(zhuǎn)包給農(nóng)業(yè)企業(yè)或者專業(yè)大戶,讓他們開展規(guī)模更大、機械化程度更高的農(nóng)業(yè)生產(chǎn),這樣可以在增加農(nóng)民收入的同時,有效推動農(nóng)業(yè)現(xiàn)代化的發(fā)展。土地流轉(zhuǎn)的形式除了轉(zhuǎn)包外,還可以采取股份合作或者出租、轉(zhuǎn)讓等方式,形式較為多樣。為進一步加快農(nóng)業(yè)現(xiàn)代化的發(fā)展步伐,中央政府也頒布了相關(guān)的積極政策,鼓勵農(nóng)民參與多種形式的土地流轉(zhuǎn),促進農(nóng)業(yè)規(guī)模經(jīng)營。在積極政策的推動下,全國范圍內(nèi)土地流轉(zhuǎn)得到較快發(fā)展,但是從目前來看,仍然存在很多制約其發(fā)展的因素,這既不利于農(nóng)業(yè)現(xiàn)代化的發(fā)展,而且農(nóng)民收入也得不到大幅度提高。論文總共包括五部分。第一部分主要論述了土地流轉(zhuǎn)影響因素的研究背景與意義,對“農(nóng)村土地”、“農(nóng)地流轉(zhuǎn)”和“農(nóng)戶”進行了概念界定,界定了文章的研究范圍,并說明了論文的研究思路和研究方法;第二部分主要闡述了土地流轉(zhuǎn)理論基礎(chǔ)及其國內(nèi)外研究現(xiàn)狀,同時介紹了我國土地政策與制度的變遷;第三部分以河源市連平縣為例,選取該縣具有典型代表的9個鄉(xiāng)鎮(zhèn),進行走訪調(diào)查,總結(jié)了連平縣農(nóng)村土地流轉(zhuǎn)的現(xiàn)狀;第四部分運用Logistic回歸模型對影響因素進行計量分析,并針對計量結(jié)果,對顯著影響因素和不顯著影響因素進行了解釋;第五部分針對影響連平縣農(nóng)村土地流轉(zhuǎn)的相關(guān)因素提出了相應(yīng)的建議與思考。
[Abstract]:In recent years, with the rapid development of economy and rising prices in our country, the contracted responsibility system in rural areas is obviously unable to keep up with the pace of the times. The income of farmers under this system is very limited, and their basic life has been unable to be guaranteed.On the other hand, with the improvement of industrialization level in China, agriculture is bound to be modernized, and the traditional agricultural operation mode and production scale hinder the development of agricultural modernization to a certain extent.In this context, a new management mode of rural land circulation has emerged, that is, in line with the principle of equality and voluntary, subcontracting land management rights to agricultural enterprises or professional large households in accordance with the provisions of the law, to enable them to carry out larger scale.Agricultural production with higher degree of mechanization can effectively promote the development of agricultural modernization while increasing farmers' income.In addition to subcontracting, the form of land transfer can also be used to share cooperation or lease, transfer and other ways, in a variety of forms.In order to speed up the development of agricultural modernization, the central government has also promulgated positive policies to encourage farmers to participate in various forms of land transfer and to promote agricultural scale management.Under the impetus of active policies, land circulation has developed rapidly throughout the country, but at present, there are still many factors restricting its development, which is not conducive to the development of agricultural modernization.And the farmer income also can not be greatly increased.The thesis consists of five parts.The first part mainly discusses the research background and significance of the influencing factors of land circulation, defines the concepts of "rural land", "agricultural land circulation" and "peasant household", and defines the scope of the article.The second part mainly expounds the theoretical basis of land transfer and the current research situation at home and abroad, and introduces the changes of land policy and system in China. The third part takes Lianping County of Heyuan City as an example.Select 9 villages and towns that have typical representative in this county, carry on the visit investigation, have summarized the present situation of the rural land circulation of Lianping county; the fourth part uses the Logistic regression model to carry on the measurement analysis to the influence factor, and aim at the measurement result,In the fifth part, the author puts forward the corresponding suggestions and thoughts on the related factors affecting the rural land circulation in Lianping County.
