【摘要】：我國扶貧工作由過去粗放式扶貧轉(zhuǎn)向精準(zhǔn)扶貧,要求真扶貧、扶真貧。然而扶貧工作中復(fù)雜的層級關(guān)系之間產(chǎn)生了非官僚體系中的半官僚化現(xiàn)象。精準(zhǔn)扶貧中的半官僚化現(xiàn)象源于組織間界限和性質(zhì)的模糊性導(dǎo)致職責(zé)不明;組織間關(guān)系混亂導(dǎo)致利益爭奪的激烈化和手段的非正規(guī)化;非正式結(jié)構(gòu)的構(gòu)建和非正式規(guī)則的實(shí)施導(dǎo)致扶貧實(shí)踐中人格化特征凸顯等,最終導(dǎo)致扶貧工作的低效化,內(nèi)卷化。要改變這種狀態(tài),既需要改正精準(zhǔn)扶貧工作中組織的半官僚化現(xiàn)象,明確上下級扶貧部門的職責(zé),防止濫用職權(quán)謀取不正當(dāng)利益的行為,正視非正式組織和規(guī)則在組織中的作用。把扶貧工作成效納入相關(guān)部門的考核,建立問責(zé)機(jī)制,加強(qiáng)監(jiān)督,激發(fā)各部門和農(nóng)民參與扶貧工作的主動性和積極性。
[Abstract]:Poverty alleviation in China has changed from extensive poverty alleviation to accurate poverty alleviation.However, the complex hierarchy in poverty alleviation has produced semi-bureaucracy in non-bureaucratic system.The semi-bureaucratic phenomenon in the precision poverty alleviation comes from the ambiguity of the boundary and nature of the organization, the confusion of the relationship between the organizations leads to the fierce competition of interests and the irregularization of the means.The construction of informal structure and the implementation of informal rules lead to prominent personalization characteristics in poverty alleviation practice, and finally lead to the low efficiency and inner-curl of poverty alleviation work.In order to change this situation, it is necessary not only to correct the semi-bureaucratic phenomenon of the organization in the work of precision poverty alleviation, but also to clarify the responsibilities of the upper and lower poverty relief departments, and to prevent the abuse of power for improper interests.Face up to the role of informal organizations and rules in the organization.We should include the results of poverty alleviation work in the assessment of relevant departments, establish accountability mechanisms, strengthen supervision, and stimulate the initiative and enthusiasm of all departments and farmers to participate in poverty alleviation work.
