【摘要】：2015年中央一號(hào)文件又一次將目光聚焦在了“三農(nóng)”問(wèn)題上。在中國(guó)經(jīng)濟(jì)發(fā)展步入新常態(tài)、農(nóng)業(yè)農(nóng)村發(fā)展面臨新挑戰(zhàn)的背景下,如何解決好“三農(nóng)”問(wèn)題關(guān)系到國(guó)民經(jīng)濟(jì)增長(zhǎng)和國(guó)民經(jīng)濟(jì)發(fā)展的全局,是中國(guó)當(dāng)今社會(huì)經(jīng)濟(jì)發(fā)展的重中之重。農(nóng)民收入增長(zhǎng)問(wèn)題作為“三農(nóng)”問(wèn)題的關(guān)鍵,是一項(xiàng)系統(tǒng)工程,只有解決好農(nóng)民收入增長(zhǎng)問(wèn)題,才能更好的發(fā)展農(nóng)業(yè)與促進(jìn)農(nóng)村地區(qū)經(jīng)濟(jì)提速。本文選擇位于陜西省中部的銅川市農(nóng)民收入變化作為研究對(duì)象,分別從不同角度對(duì)影響農(nóng)民收入增長(zhǎng)問(wèn)題進(jìn)行定量分析和定性分析。從銅川市現(xiàn)狀出發(fā),圍繞銅川市農(nóng)業(yè)、農(nóng)村發(fā)展情況,通過(guò)對(duì)農(nóng)民收入情況、收入組成結(jié)構(gòu)、收入差異性等方面進(jìn)行了深入的分析與探討,通過(guò)分析與探討發(fā)現(xiàn)在提高銅川市農(nóng)民收入的過(guò)程中,遇到了如自然因素、人力資源因素、產(chǎn)業(yè)因素、制度因素等一系列問(wèn)題,嚴(yán)重制約了農(nóng)村社會(huì)經(jīng)濟(jì)的快速發(fā)展,和農(nóng)民收入的快速增長(zhǎng)。最后,根據(jù)分析和探討出的問(wèn)題,提出了改善農(nóng)業(yè)環(huán)境,注重農(nóng)村教育和科技投入,完善農(nóng)業(yè)產(chǎn)業(yè)鏈體系,深化農(nóng)村各項(xiàng)體制改革等措施。并期望對(duì)促進(jìn)銅川市農(nóng)業(yè)經(jīng)濟(jì)發(fā)展和農(nóng)民收入增長(zhǎng)貢獻(xiàn)一份微薄之力。
[Abstract]:The first document of the Central Committee in 2015 once again focused on the issue of agriculture, rural areas and farmers.Under the background that China's economic development has entered the new normal and the agricultural rural development is facing new challenges, how to solve the problem of "agriculture, rural areas and farmers", which concerns the overall situation of national economic growth and national economic development, is the most important part of China's current social and economic development.As the key of the "three rural areas", the problem of farmers' income growth is a systematic project. Only by solving the problem of farmers' income growth, can we better develop agriculture and accelerate the economic development in rural areas.This paper chooses Tongchuan City, located in the middle of Shaanxi Province, as the object of study, and makes quantitative analysis and qualitative analysis of the problem of affecting the growth of farmers' income from different angles.Based on the current situation of Tongchuan City, this paper analyzes and discusses the situation of farmers' income, income composition, income difference, and so on, focusing on the development of agriculture and rural areas in Tongchuan City.Through the analysis and discussion, it is found that in the process of raising peasants' income in Tongchuan City, a series of problems have been encountered, such as natural factors, human resources factors, industrial factors, institutional factors and so on, which have seriously restricted the rapid development of rural social economy.And the rapid growth of farmers' incomes.Finally, according to the analysis and discussion of the problems, this paper puts forward some measures such as improving the agricultural environment, paying attention to the rural education and scientific and technological input, perfecting the agricultural industrial chain system, deepening the rural system reform and so on.And expect to promote Tongchuan agricultural economic development and farmers' income growth contribution to a meagre.
