【摘要】：J鎮(zhèn)屬于陜北革命老區(qū)、貧困山區(qū),貧困人口基數(shù)大。J鎮(zhèn)雖有蘋果、棚栽、養(yǎng)殖等產(chǎn)業(yè),但大多是散戶經(jīng)營(yíng),尚未形成規(guī)模。為落實(shí)國(guó)家脫貧攻堅(jiān)戰(zhàn)略,打贏脫貧攻堅(jiān)戰(zhàn),J鎮(zhèn)政府深入村戶走訪調(diào)研,積極探索適合該鎮(zhèn)的產(chǎn)業(yè)發(fā)展模式,有效助推了當(dāng)?shù)刎毨魧?shí)現(xiàn)增收邁向脫貧。但成績(jī)的背后仍然隱藏不少問(wèn)題,有待于進(jìn)一步思考和研究。采用個(gè)案研究法、實(shí)地調(diào)查法等方法,按照“存在問(wèn)題-分析問(wèn)題-解決問(wèn)題”的思路展開(kāi)研究。第一,概括了我國(guó)扶貧政策演變的五大階段:1978年-1985年的體制改革推動(dòng)扶貧階段、1986年-1993年的大規(guī)模開(kāi)發(fā)式扶貧階段、1994年-2000年的扶貧攻堅(jiān)階段、2001-2012年的持續(xù)攻堅(jiān)階段、2013至今的精準(zhǔn)脫貧攻堅(jiān)階段。闡述了精準(zhǔn)扶貧戰(zhàn)略的理念和精準(zhǔn)扶貧的基本概念。第二,通過(guò)個(gè)案研究,分析歸納J鎮(zhèn)2015-2017連續(xù)三年的貧困人口動(dòng)態(tài)變化、致貧原因及貧困戶屬性情況,詳細(xì)介紹了該鎮(zhèn)在精準(zhǔn)扶貧方面的主要做法:一是探索出6種產(chǎn)業(yè)精準(zhǔn)扶貧模式;二是包扶單位、第一書(shū)記的助力推進(jìn);三是嚴(yán)格的資金管理;四是對(duì)無(wú)勞動(dòng)能力者的兜底保障。第三,J鎮(zhèn)雖然在精準(zhǔn)扶貧方面進(jìn)行了積極探索,但深入研究后發(fā)現(xiàn)依然存在貧困人口識(shí)別不精準(zhǔn)、精準(zhǔn)幫扶不到位、精準(zhǔn)管理不到位與精準(zhǔn)考核不到位等四方面的問(wèn)題。第四,針對(duì)問(wèn)題,從嚴(yán)把管理關(guān),探索“十條紅線”+備案制模式,進(jìn)一步完善貧困人口識(shí)別機(jī)制;嚴(yán)查履職關(guān),探索“3+X”、“5+X”幫扶模式,進(jìn)一步優(yōu)化干部幫扶工作機(jī)制;嚴(yán)把考核關(guān),探索全面考核與突擊考核相結(jié)合的考核模式,進(jìn)一步創(chuàng)新脫貧績(jī)效考核機(jī)制;探索政府與多方合作的“N+1”模式,共創(chuàng)脫貧新機(jī)制等四方面,提出了改進(jìn)J鎮(zhèn)精準(zhǔn)扶貧工作的建議。
[Abstract]:J town belongs to the old revolutionary area of northern Shaanxi, poor mountainous area, the poverty population base is large. J town has apple, greenhouse planting, breeding and other industries, but most of them are run by retail investors, but have not yet formed the scale.In order to carry out the national strategy of breaking out of poverty, and to win the battle against poverty, the township government went deep into the investigation and investigation of village households, actively explored the industrial development model suitable for the town, and effectively promoted the local poor households to realize the increase of income and stride out of poverty.But behind the achievement still hides a lot of problems, waiting for further thinking and research.Case study method and field investigation method are adopted to carry out the research according to the train of thought of "existing problem-analyzing problem-solving problem".First,This paper summarizes five major stages of the evolution of poverty alleviation policy in China: the stage of institutional reform from 1978 to 1985, the stage of large-scale development-oriented poverty alleviation from 1986 to 1993, the stage of poverty alleviation from 1994 to 2000 and the sustained stage of attacking poverty from 2001-2012 to the present.Precision out of poverty stage.The concept of precision poverty reduction strategy and the basic concept of precision poverty reduction are expounded.Second, through the case study, this paper analyzes and summarizes the dynamic changes of the poor population, the causes of poverty and the attributes of the poor households in J Town 2015-2017 for three consecutive years.This paper introduces in detail the main methods of the town in terms of precision poverty alleviation: first, to explore six kinds of industrial precision poverty alleviation models; second, to promote the power of the first secretary of the Baofu unit; third, to strictly manage the funds;Fourth, the ability to work for the protection of the pocket.Although the third town has carried on the active exploration in the precision poverty alleviation aspect, but after the thorough research found that the poor population identification is not accurate, the precision support is not in place, the precision management is not in place and the precision examination is not in place, and so on.Fourth, in view of the problems, we should strictly guard management, explore the "ten red lines" record system model, further improve the identification mechanism of the poor population, strictly investigate the duties and duties, and explore the "3X" and "5X" modes of help and support.To further optimize the work mechanism of helping cadres; to strictly control the examination; to explore the examination model combining comprehensive assessment with surprise assessment; to further innovate the performance appraisal mechanism for poverty alleviation; and to explore the "N1" mode of cooperation between the government and various parties.Four aspects such as creating a new mechanism for poverty alleviation are put forward to improve the precision poverty alleviation work in town J.
