【摘要】：在我國社會經(jīng)濟的快速發(fā)展背景下,城鄉(xiāng)居民的收入水平日益提高,其消費觀念也逐漸更加科學。尤其是隨著大健康時代的到來,食品及農產品質量安全問題越來越受到社會各界的廣泛關注,消費者對農產品質量安全水平的要求也不斷提高,傳統(tǒng)農業(yè)轉型是現(xiàn)代農業(yè)發(fā)展的重要節(jié)點,但農業(yè)轉型過程中農業(yè)結構調整必須滿足農產品質量安全的需求。如農業(yè)結構調整忽略農產品質量的安全,其促進農民增收的效應是短期性的,非可持續(xù)的。河西走廊不僅是我國通向新疆和中亞的要沖,更是一路一帶戰(zhàn)略的主要節(jié)點之一。為適應新時期國家戰(zhàn)略發(fā)展的需求,需要優(yōu)化農業(yè)結構,提高農產品質量安全,這就急需梳理農業(yè)結構調整和農產品質量安全的關系,從而保證農業(yè)結構調整過程中農產品質量安全的逐步提高。本文以河西走廊的武威市為例,通過走訪調查武威市農牧局、武威市統(tǒng)計局、武威市農村工作辦公室、武威市農產品質量安全監(jiān)督管理站等相關單位,收集了甘肅武威市現(xiàn)代農業(yè)發(fā)展過程中2013-2014年農業(yè)相關數(shù)據(jù)資料,分析了武威市農業(yè)結構調整所做的主要工作和取得的成效,結合農業(yè)產業(yè)結構調整過程中調查發(fā)現(xiàn)的農產品質量安全現(xiàn)狀,深入剖析武威市農業(yè)結構調整與農產品質量安全之間的關系,挖掘存在的問題與不足,提出現(xiàn)代農業(yè)發(fā)展和農產品安全的對策,從而為解決武威市“三農”問題提供重要出路。主要得出以下幾點結論:1.2014年武威市農業(yè)增加值達94.7億元,位列甘肅省第一。農民人均純收入7834元,增長12.5%。新建設施農業(yè)19.2萬畝,累計達78.7萬畝;特色林果33.04萬畝,累計達121.23萬畝。全市牛、羊、豬存欄量分別達到83.5、593.2、153.4萬頭(只),肉蛋奶總產量達到30.8萬噸。推廣旱作農業(yè)72.2萬畝、高效農田節(jié)水技術252.4萬畝。2.武威市農業(yè)結構調整的現(xiàn)狀主要包括調整產業(yè)結構,調整品種結構,增強基礎設施和組織方式。產業(yè)結構從種植業(yè)結構為主調整為設施養(yǎng)殖業(yè)、溫室種植業(yè)、特色林果業(yè)、高效節(jié)水大田農業(yè)等多種產業(yè)共存的結構;品種結構從單一的谷物生產調整為高產養(yǎng)殖品種、特色高端種植品種、速生高效林果品種等多種品種生產格局;基礎設施方面提升了裝備水平;組織方面優(yōu)化了營銷結構,完善了組織結構。3.對近年來武威市農產品質量安全狀況進行分析,結果顯示在武威農業(yè)結構調整的同時不斷加強農產品質量監(jiān)督管理,構建了市縣鄉(xiāng)三級農產品質量安全責任體系。同時加強了農產品質量安全宣傳教育,推進了農業(yè)標準化生產,加強了農業(yè)投入品監(jiān)管等。4.分析了農業(yè)結構調整和農產品質量關系方面,其中農業(yè)結構調整和農產品質量安全具有共同的驅動力,農產品質量安全是農業(yè)結構調整的核心組分,而農業(yè)結構調整為提高農產品質量安全創(chuàng)造了契機。5.提出了武威市農業(yè)結構調整和農產品質量安全的原則性建議。

This paper takes Wuwei city in Hexi Corridor as an example, through the investigation of Wuwei city agriculture bureau, Wuwei Municipal Bureau of statistics, the Rural Work Office of Wuwei City, agricultural Wuwei product quality safety supervision stations and other related units, the collection process of the development of modern agriculture in Gansu city of Wuwei in the 2013-2014 years of data and information related to agriculture, analyses the main industry structure adjustment of agriculture in Wuwei done and the results achieved, combined with the quality of agricultural products in the agricultural structure adjustment survey found the security situation, in-depth analysis of the relationship between the adjustment of agricultural structure and agricultural product quality and safety in Wuwei, mining problems and shortcomings, put forward the development of modern agriculture and agricultural product safety The countermeasures to solve the problem of "three agriculture" in Wuwei city provides an important way out.
