【摘要】：江西省是我國商品林經(jīng)營區(qū)之一,林業(yè)用地面積占1060萬公頃,城市綠化率和森林覆蓋率位居全國第二。為了更好地掌握林權(quán)改革后江西省林業(yè)有害生物社會化防治體系發(fā)展動態(tài),科學(xué)制定林業(yè)有害生物社會化防治的組織管理辦法,為日后防治工作提供理論依據(jù),本文對江西省有害生物社會化防治體系進(jìn)行全面的描述,并選取了省內(nèi)兩家相關(guān)有害生物防治企業(yè)公司進(jìn)行調(diào)查。現(xiàn)階段江西省有害生物社會化防治正處于快速發(fā)展時(shí)期,其中存在許多問題和不足。本論文通過對近年來國際上和國內(nèi)有害生物社會化防治體系研究對比,旨在探討江西省林業(yè)有害生物社會化防治體系構(gòu)建中存在問題的深層次原因,對目前相關(guān)工作和具體實(shí)施政策進(jìn)行簡單評價(jià),并在此基礎(chǔ)上構(gòu)建一個(gè)以政府指導(dǎo)體系為主、市場化服務(wù)組織為骨干和主力的高效林業(yè)有害生物防治體系。另外,行政事業(yè)單位改革是中國經(jīng)濟(jì)體制、行政體制改革的重要組成部分,本論文能為整個(gè)相關(guān)行業(yè)行政事業(yè)單位的改革提供一些借鑒,為林業(yè)有害生物社會化防治提供一些方向。本研究對林業(yè)有害生物防治檢測預(yù)警體系建設(shè),社會化防治組織機(jī)構(gòu)和林業(yè)生態(tài)可持續(xù)穩(wěn)定發(fā)展都提出了良好的建議,可為日后從事相關(guān)行業(yè)人員提供參考信息。
[Abstract]:Jiangxi Province is one of the commercial forest management areas in China, with a forest land area of 10.6 million hectares. The urban green rate and forest coverage rate rank second in China.In order to better understand the development trend of forestry pest socialized control system in Jiangxi Province after forest property right reform, the organization and management methods of forestry pest socialized control were formulated scientifically, which provided the theoretical basis for the future control work.In this paper, the system of socialized pest control in Jiangxi Province is described, and two related pest control enterprises in Jiangxi province are investigated.At present, the socialization of pest control in Jiangxi Province is in a period of rapid development, in which there are many problems and deficiencies.In this paper, by comparing the international and domestic social pest control systems in recent years, the purpose of this paper is to explore the deep-seated reasons of the problems in the construction of forestry pest socialized control system in Jiangxi Province.This paper briefly evaluates the relevant work and concrete implementation policies, and on this basis, constructs an efficient forestry pest control system with government guidance system as the main body and market-oriented service organizations as the backbone and main force.In addition, the reform of administrative institutions is an important part of the reform of China's economic system and administrative system. This paper can provide some reference for the reform of administrative institutions in the whole related industries.To provide some directions for socialized control of forestry pests.This study has put forward good suggestions for the construction of forestry pest control detection and warning system, socialized control organization and sustainable and stable development of forestry ecology, which can provide reference information for the personnel engaged in related trades in the future.
