【摘要】：京津冀協(xié)同發(fā)展已上升為國家戰(zhàn)略,金融作為資源配置的有效方式對經濟發(fā)展有著不可替代的作用,所以京津冀金融協(xié)同也成為京津冀協(xié)同發(fā)展中不可或缺的一部分。在京津冀的某些地區(qū)貧困問題依然十分嚴重,金融扶貧是世界各國解決貧困問題的有力武器,在京津冀協(xié)同發(fā)展的大背景下利用金融協(xié)同解決京津冀貧困問題就更有可為。近年來精準扶貧被提出,它是在原有扶貧方式的基礎上更注重"精確識別、精確幫扶、精確管理",以期達到更好的扶貧效果。本文將京津冀金融協(xié)同、金融扶貧、精準扶貧創(chuàng)造性的聯(lián)系起來,共同組成京津冀金融協(xié)同精準扶貧,即在京津冀區(qū)域內協(xié)同三地金融資源以更精準的方式共同扶貧。本文首先分析了京津冀金融協(xié)同精準扶貧的必要性與可行性。必要性主要指京津冀金融協(xié)同精準扶貧有利于京津冀經濟金融協(xié)同發(fā)展及京津冀政治社會穩(wěn)定。可行性介紹了京津冀金融協(xié)同精準扶貧的政策支持,京津冀良好的合作基礎及京津與河北巨大的合作空間。然后本文分析了京津冀金融協(xié)同精準扶貧的現(xiàn)狀。主要包括三地金融業(yè)差距巨大、區(qū)域金融合作頻繁和金融機構專項支持。之后本文介紹了京津冀金融協(xié)同精準扶貧存在的問題及原因。問題包括金融資源重布落戶貧困區(qū)難、金融精準扶貧協(xié)作不足、金融資金配置產業(yè)不精準和金融資金難以精準扶持貧困戶。造成以上問題的原因為金融扶貧成本高、金融協(xié)同精準扶貧缺乏統(tǒng)一規(guī)劃、金融資金不青睞扶貧產業(yè)和金融資金直接扶持貧困戶風險大。最后,本文提出京津冀金融協(xié)同精準扶貧的對策。第一,加大京津冀金融協(xié)同精準扶貧的政策支持,即政策引導京津資本進入河北貧困地區(qū)、財政扶貧政策與金融扶貧政策相結合;第二,加強京津冀金融協(xié)同精準扶貧統(tǒng)一規(guī)劃,即推動京津冀區(qū)域內金融基礎設施建設、加強京津冀金融協(xié)同精準扶貧的頂層設計;第三,促進金融資金配置扶貧產業(yè),即提高扶貧產業(yè)對金融資金的吸引力、提高扶貧產業(yè)金融資金運作效率、制定相關配套政策引導金融資金;第四,提高京津冀貧困人口還款率,即發(fā)展貧困地區(qū)農業(yè)保險和風險對沖機制、提高貧困人口文化程度、加強貧困地區(qū)信用管理體系建設。
[Abstract]:The coordinated development of Beijing-Tianjin-Hebei has become a national strategy, and finance, as an effective way of allocating resources, plays an irreplaceable role in the economic development, so the Beijing-Tianjin-Hebei financial coordination has also become an indispensable part of the Beijing-Tianjin-Hebei cooperative development.In some areas of Beijing, Tianjin and Hebei, the problem of poverty is still very serious. Financial poverty alleviation is a powerful weapon to solve the poverty problem in various countries in the world. Under the background of the coordinated development of Beijing-Tianjin-Hebei, it is more feasible to solve the poverty problem of Beijing-Tianjin-Hebei by using financial cooperation.In recent years, precision poverty alleviation has been put forward, which is based on the original poverty alleviation methods and pays more attention to "accurate identification, accurate help and accurate management", in order to achieve better poverty alleviation effect.In this paper, the Beijing-Tianjin-Hebei financial coordination, financial poverty alleviation, precision poverty alleviation creative link together to form a Beijing-Tianjin-Hebei financial coordination and precision poverty alleviation, that is, in the Beijing-Tianjin-Hebei region to cooperate with the three financial resources in a more accurate way together to help the poor.This paper first analyzes the necessity and feasibility of Beijing-Tianjin-Hebei financial coordination and precision poverty reduction.The necessity of Beijing-Tianjin-Hebei financial coordination and poverty alleviation is beneficial to the economic and financial coordination and the political and social stability of Beijing-Tianjin-Hebei.The feasibility of this paper introduces the policy support of Beijing, Tianjin and Hebei financial cooperation, the good foundation of cooperation between Beijing, Tianjin and Hebei, and the huge cooperation space between Beijing, Tianjin and Hebei.Then this paper analyzes the current situation of Beijing-Tianjin-Hebei financial cooperation and precision poverty alleviation.Mainly including the three financial sector gap, frequent regional financial cooperation and financial institutions special support.Then this paper introduces the problems and causes of Beijing-Tianjin-Hebei financial cooperation and precision poverty reduction.The problems include the difficulty of relocating financial resources to poor areas, the insufficient cooperation of financial precision in poverty alleviation, the inaccuracy of financial capital allocation industry and the difficulty of financial funds to support the poor households with precision.The reasons for the above problems are the high cost of financial poverty alleviation, the lack of unified planning of financial coordination and precision poverty alleviation, and the risk that financial funds do not favor poverty alleviation industries and financial funds directly support poor households.Finally, this paper puts forward the countermeasures of Beijing-Tianjin-Hebei financial cooperation and precision poverty reduction.First, increase the policy support of Beijing, Tianjin and Hebei financial cooperation and precision poverty alleviation, that is, policies to guide the capital of Beijing and Tianjin into the poor areas of Hebei, and combine the financial poverty alleviation policy with the financial poverty alleviation policy; second,To strengthen the unified planning of the Beijing-Tianjin-Hebei financial coordination and precision poverty alleviation, that is, to promote the construction of financial infrastructure in the Beijing-Tianjin-Hebei region, and to strengthen the top-level design of the Beijing-Tianjin-Hebei financial coordination and precision poverty alleviation; third, to promote the allocation of financial funds to the poverty alleviation industry.That is, to improve the attraction of pro-poor industries to financial funds, to improve the operational efficiency of pro-poor industrial financial funds, to formulate relevant supporting policies to guide financial funds; fourthly, to increase the repayment rate of poor people in Beijing, Tianjin and Hebei.That is, to develop agricultural insurance and risk hedging mechanism in poor areas, to improve the education level of the poor population, and to strengthen the construction of credit management system in poor areas.
