【摘要】：本研究以兵團團場農(nóng)業(yè)職工養(yǎng)老保險制度運行現(xiàn)狀調(diào)查為切入點,收集兵團2011-2015年團場農(nóng)業(yè)職工養(yǎng)老保險制度運行情況數(shù)據(jù)統(tǒng)計,提取參保人員結(jié)構(gòu)、繳費基數(shù)、養(yǎng)老金水平、負(fù)擔(dān)系數(shù)等影響?zhàn)B老保險制度運行發(fā)展的直接因素,對上述因素在五年內(nèi)變化趨勢、增減幅度以及與國家、自治區(qū)比較的差異性進(jìn)行重點分析。闡明團場農(nóng)業(yè)職工養(yǎng)老保險制度運行存在的問題,并查找原因,研究思考了兵團團場農(nóng)業(yè)職工養(yǎng)老保險制度運行未來發(fā)展思路,對新時期兵團團場農(nóng)業(yè)職工養(yǎng)老保險制度運行發(fā)展提出了對策和建議。本研究指出,由于新疆兵團體制特殊,目前兵團團場農(nóng)業(yè)職工都執(zhí)行企業(yè)職工基本養(yǎng)老保險制度,與城鎮(zhèn)職工相同的社平工資作為繳費基數(shù)繳納養(yǎng)老保險。為此,探索研究適合兵團團場農(nóng)業(yè)職工基本養(yǎng)老保險制度,對補充國家現(xiàn)有企業(yè)職工基本養(yǎng)老保險制度及城鎮(zhèn)居民社會養(yǎng)老保險制度具有一定意義。
[Abstract]:Based on the investigation of the current situation of the agricultural workers' pension insurance system, the paper collects the data of the agricultural workers' pension insurance system from 2011 to 2015, and extracts the structure of the insured, the base of the payment, the level of the pension.Burden coefficient and other direct factors affecting the operation and development of old-age insurance system, the above factors in five years of changes in the trend, increase or decrease, and compared with the country, autonomous regions of the difference between the focus of the analysis.This paper expounds the problems existing in the operation of the old-age insurance system for agricultural workers in the regiment farm, and finds out the reasons, and studies and ponders over the future development of the pension insurance system for agricultural workers in the corps farm.The countermeasures and suggestions are put forward for the operation and development of the pension insurance system for agricultural workers in the new period.This study points out that because of the special system of Xinjiang Corps, the agricultural workers in Xinjiangtuan are carrying out the basic old-age insurance system for enterprise workers, and the same social equal wages as urban workers are used as the base for payment of endowment insurance.Therefore, it is of certain significance to explore and study the basic endowment insurance system for agricultural staff and workers in the bingtuan farm, which is of certain significance to supplement the existing basic endowment insurance system for enterprises and workers and the social old-age insurance system for urban residents.
