【摘要】：城鎮(zhèn)化與農(nóng)業(yè)現(xiàn)代化是中國(guó)現(xiàn)代化進(jìn)程中的兩個(gè)基本問題,對(duì)推動(dòng)經(jīng)濟(jì)社會(huì)發(fā)展具有重要作用。中共十七屆五中全會(huì)提出“在工業(yè)化、城鎮(zhèn)化深入發(fā)展中同步推進(jìn)農(nóng)業(yè)現(xiàn)代化”的重大戰(zhàn)略要求和歷史任務(wù),十八大報(bào)告再次提出“堅(jiān)持走中國(guó)特色新型工業(yè)化、信息化、城鎮(zhèn)化、農(nóng)業(yè)現(xiàn)代化道路”,用“四化同步”將我國(guó)現(xiàn)階段發(fā)展中的幾個(gè)重要任務(wù)統(tǒng)一協(xié)調(diào)起來(lái)。體現(xiàn)了當(dāng)前研究“四化”的同步發(fā)展已經(jīng)上升到了國(guó)家戰(zhàn)略的位置。2016年,習(xí)近平總書記強(qiáng)調(diào)四個(gè)“更加注重”,指出一定要站在新起點(diǎn),遵循科學(xué)規(guī)律,加強(qiáng)頂層設(shè)計(jì),因地制宜地推進(jìn)新型城鎮(zhèn)建設(shè)、發(fā)展現(xiàn)代農(nóng)業(yè)。中國(guó)是傳統(tǒng)農(nóng)業(yè)大國(guó),又是人口大國(guó),這樣的國(guó)情,使得城鎮(zhèn)結(jié)構(gòu)與農(nóng)業(yè)的轉(zhuǎn)型趨勢(shì)決定著“三農(nóng)”問題的發(fā)展走向,因而,要推進(jìn)現(xiàn)代化進(jìn)程必須要把城鎮(zhèn)化與農(nóng)業(yè)現(xiàn)代化的同步發(fā)展擺在重要位置,大力推進(jìn)城鄉(xiāng)統(tǒng)籌、加速實(shí)現(xiàn)“四化同步”。本文包括六大章節(jié):第一章節(jié)主要是研究的背景、意義、國(guó)內(nèi)外文獻(xiàn)綜述以及本文的研究路線。第二章節(jié)以二元結(jié)構(gòu)、人口轉(zhuǎn)變、農(nóng)業(yè)經(jīng)濟(jì)等相關(guān)理論為基礎(chǔ),對(duì)城鎮(zhèn)化、農(nóng)業(yè)現(xiàn)代化和同步發(fā)展的概念進(jìn)行界定。第三章節(jié)分析了安徽省近10年來(lái)城鎮(zhèn)化、農(nóng)業(yè)現(xiàn)代化的發(fā)展歷程和特征,并以三大產(chǎn)業(yè)關(guān)系、城鄉(xiāng)間關(guān)系、人類社會(huì)活動(dòng)與自然環(huán)境關(guān)系的均衡程度來(lái)進(jìn)一步衡量安徽省城鎮(zhèn)化與農(nóng)業(yè)現(xiàn)代化是否實(shí)現(xiàn)新型協(xié)同增長(zhǎng)。第四章找出制約二者同步發(fā)展的關(guān)鍵因素,包括新型經(jīng)營(yíng)主體、土地資源、農(nóng)機(jī)水平、要素流動(dòng)等直接因素和基礎(chǔ)設(shè)施、農(nóng)民權(quán)益、生態(tài)環(huán)境等間接因素。第五章節(jié)選定城鎮(zhèn)化、農(nóng)業(yè)現(xiàn)代化評(píng)價(jià)指標(biāo)體系,建立協(xié)調(diào)度模型來(lái)衡量安徽省當(dāng)前經(jīng)濟(jì)發(fā)展協(xié)調(diào)度、同步程度以及可持續(xù)水平,由此得出安徽省正處于農(nóng)業(yè)現(xiàn)代化滯后于城鎮(zhèn)化中度協(xié)調(diào)階段的結(jié)論。第六章節(jié)闡述了城鎮(zhèn)化與農(nóng)業(yè)現(xiàn)代化同步發(fā)展的思路:以城鎮(zhèn)化為動(dòng)力,加快推進(jìn)以土地流轉(zhuǎn)、農(nóng)村勞動(dòng)轉(zhuǎn)移為前提的農(nóng)業(yè)現(xiàn)代化,從供給側(cè)、需求側(cè)角度推進(jìn)農(nóng)業(yè)現(xiàn)代化;創(chuàng)新現(xiàn)代農(nóng)業(yè)發(fā)展模式,促進(jìn)四化聯(lián)動(dòng)發(fā)展,發(fā)展“合作社+企業(yè)+農(nóng)戶”模式、“城區(qū)+園區(qū)+農(nóng)區(qū)”模式、“互聯(lián)網(wǎng)+農(nóng)業(yè)+農(nóng)村”模式;同步發(fā)展中堅(jiān)持特色化發(fā)展,建設(shè)新型城鄉(xiāng)社區(qū)、打造村落生態(tài),為城鎮(zhèn)化與農(nóng)業(yè)現(xiàn)代化同步發(fā)展打下扎實(shí)的基礎(chǔ),確保在新常態(tài)下實(shí)現(xiàn)“四化同步”,實(shí)現(xiàn)安徽省脫貧奔小康,助力實(shí)現(xiàn)偉大中國(guó)夢(mèng)。
[Abstract]:Urbanization and agricultural modernization are two basic problems in the process of China's modernization and play an important role in promoting economic and social development.The Fifth Plenary session of the 17th CPC Central Committee put forward the major strategic requirements and historical tasks of "simultaneously promoting agricultural modernization in the course of industrialization and urbanization in depth." the report of the 18th CPC National Congress once again proposed that "adhere to a new type of industrialization with Chinese characteristics and informationization."Urbanization, the road of agricultural modernization, and the coordination of several important tasks in the development of our country at the present stage with the "four modernizations".This shows that the synchronous development of the current research on the "four modernizations" has risen to the position of the national strategy. In 2016, General Secretary Xi Jinping stressed the four "more important points" and pointed out that we must stand at a new starting point, follow the scientific laws, and strengthen the top-level design.According to local conditions, we should promote the construction of new cities and towns and develop modern agriculture.China is a traditional agricultural country as well as a large country with a large population. As a result, the urban structure and the trend of agricultural transformation determine the development trend of the "three rural" issues.In order to advance the modernization process, we must put the simultaneous development of urbanization and agricultural modernization in an important position, vigorously promote the overall planning of urban and rural areas, and accelerate the realization of the "four modernizations".This paper includes six chapters: the first chapter is the background, significance, domestic and foreign literature review and the research route of this paper.The second chapter defines the concepts of urbanization, agricultural modernization and simultaneous development on the basis of dual structure, population transition, agricultural economy and other related theories.The third chapter analyzes the development process and characteristics of urbanization and agricultural modernization in Anhui Province in the past 10 years.The equilibrium degree of the relationship between human social activities and natural environment further measures whether urbanization and agricultural modernization in Anhui Province achieve a new type of coordinated growth.The fourth chapter finds out the key factors that restrict the synchronous development of the two, including the new management body, land resources, agricultural machinery level, factor flow and other direct factors and infrastructure, farmers' rights and interests, ecological environment and other indirect factors.The fifth chapter selects the urbanization, agricultural modernization evaluation index system, establishes the coordination degree model to measure the coordination degree, the synchronization degree and the sustainable level of the current economic development of Anhui Province.It is concluded that Anhui Province is lagging behind the moderate coordination stage of urbanization.The sixth chapter expounds the ideas of the simultaneous development of urbanization and agricultural modernization: taking urbanization as the motive force, speeding up the agricultural modernization with the premise of land circulation and rural labor transfer, advancing agricultural modernization from the perspective of supply side and demand side;Innovating the modern agricultural development model, promoting the development of the four modernizations, developing the "cooperative enterprise farmers" model, the "urban park agricultural area" model, the "Internet agricultural countryside" mode, and insisting on the characteristic development in the synchronous development,Building new urban and rural communities, creating village ecology, laying a solid foundation for the synchronous development of urbanization and agricultural modernization, ensuring the realization of "four modernizations" in the new normal state, realizing Anhui Province's escape from poverty to well-off society, and helping to realize the great Chinese Dream.
