基于非點(diǎn)源污染約束的江蘇省農(nóng)業(yè)生產(chǎn)效率分析

【摘要】:采用基于松弛變量(SBM)的超效率數(shù)據(jù)包絡(luò)分析模型,測(cè)度2013—2015年江蘇省各地級(jí)市非點(diǎn)源污染約束下的農(nóng)業(yè)生產(chǎn)效率,分析其年度變化、區(qū)域差異和改善途徑。結(jié)果表明,非點(diǎn)源污染約束條件下,南京、蘇州、揚(yáng)州、徐州4個(gè)地級(jí)市的農(nóng)業(yè)生產(chǎn)效率呈逐年升高趨勢(shì);2015年徐州、蘇州、揚(yáng)州、南京、無(wú)錫5市的農(nóng)業(yè)生產(chǎn)有效率,其他地級(jí)市存在無(wú)效率現(xiàn)象;無(wú)錫、常州、鎮(zhèn)江、泰州、南通5個(gè)地級(jí)市的農(nóng)業(yè)生產(chǎn)要素利用率有不同程度的提升空間,常州市的化學(xué)需氧量排放量、鎮(zhèn)江市的氨氮排放量有一定減排潛力,南通、泰州2個(gè)地級(jí)市的化學(xué)需氧量、氨氮排放量均有較大削減潛力;蘇北除徐州市外,其他地級(jí)市的農(nóng)業(yè)生產(chǎn)要素投入利用率有較大提升潛力;連云港、宿遷2市要重點(diǎn)大力削減化學(xué)需氧量的排放,鹽城市要重點(diǎn)治理氨氮污染;在非點(diǎn)源污染治理方面,蘇南地區(qū)可通過(guò)結(jié)構(gòu)優(yōu)化進(jìn)一步減排,蘇中、蘇北地區(qū)須推進(jìn)農(nóng)業(yè)清潔生產(chǎn)以降低非點(diǎn)源污染物排放強(qiáng)度。
[Abstract]:The super-efficiency data envelopment analysis model based on relaxation variable SBM is used to measure the agricultural production efficiency under the constraint of non-point source pollution in the prefectural cities of Jiangsu Province from 2013 to 2015. The annual changes, regional differences and ways of improvement are analyzed.The results showed that the agricultural production efficiency of Nanjing, Suzhou, Yangzhou and Xuzhou was increasing year by year, and that of Xuzhou, Suzhou, Yangzhou, Nanjing and Wuxi was increasing year by year, and that of Xuzhou, Suzhou, Yangzhou, Nanjing and Wuxi in 2015.Other prefecture-level cities have inefficiency phenomenon, Wuxi, Changzhou, Zhenjiang, Taizhou and Nantong five prefectural cities have different degrees of improvement in the utilization of agricultural production factors, Changzhou City chemical oxygen demand emissions,The discharge of ammonia nitrogen in Zhenjiang city has some potential to reduce the emission of ammonia nitrogen. The chemical oxygen demand and ammonia nitrogen emission of two prefecture-level cities in Nantong and Taizhou have great potential to reduce.The utilization rate of agricultural production factors in other prefecture-level cities has great potential for improvement. Lianyungang and Suqian cities should focus on reducing the discharge of chemical oxygen demand, Yancheng city should focus on the control of ammonia nitrogen pollution, and in the area of non-point source pollution control,In the south of Jiangsu province, the emission reduction can be further achieved through structural optimization. In order to reduce the emission intensity of non-point source pollutants, the agricultural cleaner production should be promoted in central and northern Jiangsu.
