【摘要】：[目的]通過分析農(nóng)業(yè)資源與環(huán)境要素的效用,探討保障我國(guó)糧食安全舉措。[方法]在我國(guó)糧食安全現(xiàn)狀的基礎(chǔ)上,采用分析法分別對(duì)農(nóng)業(yè)資源與環(huán)境要素的利用展開研究,提出針對(duì)性建議。[結(jié)果](1)農(nóng)業(yè)資源要素:耕地資源利用率較低、農(nóng)業(yè)資源浪費(fèi)嚴(yán)重、農(nóng)村勞動(dòng)力大量轉(zhuǎn)移;(2)農(nóng)業(yè)環(huán)境要素:自然環(huán)境要素利用效率不高、農(nóng)業(yè)投資不合理。[結(jié)論]由農(nóng)業(yè)資源與環(huán)境要素兩大因素導(dǎo)致的糧食安全問題日益突出�；诖藨�(yīng)發(fā)展"緊湊型"城市化模式、堅(jiān)持內(nèi)涵式耕地開發(fā),在減少農(nóng)業(yè)資源浪費(fèi)的同時(shí)提高現(xiàn)有耕地的整體質(zhì)量;應(yīng)通過改善基礎(chǔ)設(shè)施、優(yōu)化市場(chǎng)準(zhǔn)入制度、提升流通效率,以提高糧食市場(chǎng)競(jìng)爭(zhēng)力;應(yīng)綜合考慮農(nóng)業(yè)資源與環(huán)境要素兩大因素,從制度層面建立健全糧食安全保障體系。
[Abstract]:Objective: to analyze the utility of agricultural resources and environmental factors and to discuss the measures to ensure food security in China.[methods] based on the present situation of food security in China, the utilization of agricultural resources and environmental factors were studied by means of analytical method, and suggestions were put forward.[results] 1) factors of agricultural resources: low utilization rate of cultivated land resources, serious waste of agricultural resources, large transfer of rural labor force and agricultural environmental factors: the utilization efficiency of natural environment elements is not high, and agricultural investment is unreasonable.[conclusion] Food security problems caused by agricultural resources and environmental factors are increasingly prominent.Based on this, we should develop the "compact" urbanization model, adhere to the connotative development of cultivated land, reduce the waste of agricultural resources and improve the overall quality of existing cultivated land, and improve the efficiency of circulation by improving infrastructure, optimizing market access system, and enhancing circulation efficiency.In order to improve the competitiveness of grain market, two factors, agricultural resources and environmental factors, should be considered synthetically to establish and perfect the grain security system from the system level.
