【摘要】:隨著城鎮(zhèn)化進程加快,城市建設用地需求與日俱增,而農(nóng)村人口大量涌入城市,造成農(nóng)村建設用地大量閑置,土地資源的有限性和稀缺性要求實現(xiàn)土地資源最優(yōu)配置,達到帕累托最優(yōu)的狀態(tài)。農(nóng)村集體建設用地的市場化流轉(zhuǎn)是市場機制配置農(nóng)村集體土地資源,力求推動我國農(nóng)村土地制度的改革創(chuàng)新。我國社會主義市場經(jīng)濟的發(fā)展也需要農(nóng)村集體土地與其它生產(chǎn)要素一起在有形市場公開流轉(zhuǎn),創(chuàng)造土地增值收益,保障農(nóng)民土地財產(chǎn)權益,因此建立合理的農(nóng)村集體建設用地流轉(zhuǎn)模式至關重要。本文通過對我國東中西部地區(qū)流轉(zhuǎn)試點模式優(yōu)劣比較和美國農(nóng)村住房互助基金的運作、香港“丁權”轉(zhuǎn)讓的政策手段等分析,建立了一套以市場手段為主導,行政手段為輔助的農(nóng)村集體建設用地市場化流轉(zhuǎn)模式框架,涉及流轉(zhuǎn)基礎指標配置設計,服務平臺設計及流轉(zhuǎn)分配設計三個層次;A配置設計:通過確權發(fā)證落實土地產(chǎn)權權屬,科學界定土地利用四大分區(qū),估算掌握區(qū)域集體建設用地流轉(zhuǎn)潛力。指標流轉(zhuǎn)調(diào)配,既達到滿足城市經(jīng)濟發(fā)展所需土地要求,又釋放土地流轉(zhuǎn)潛力,保障農(nóng)民土地財產(chǎn)權利的目的;服務平臺設計:財政籌資,非營利組織管理搭建農(nóng)村建設用地流轉(zhuǎn)交易平臺,明確交易平臺組織架構(gòu),推進土地集中復墾、場內(nèi)交易、收益管理等工作的落實;流轉(zhuǎn)分配設計:政府通過稅收調(diào)節(jié)市場,國土部門設立土地流轉(zhuǎn)收益基金,設監(jiān)督管理委員會,保證土地收益的公開發(fā)放。最后,結(jié)合哈爾濱市土地利用狀況做實證分析,運用灰色關聯(lián)度法來農(nóng)村集體建設用地流轉(zhuǎn)的驅(qū)動因素,通過農(nóng)村集體建設用地流轉(zhuǎn)潛力估算模型分析哈爾濱市9個區(qū)的流轉(zhuǎn)潛力大小,提出農(nóng)村集體建設用地市場化流轉(zhuǎn)模式運行步驟。力求對黑龍江省即將開展的農(nóng)村建設用地流轉(zhuǎn)的試點工作提供流轉(zhuǎn)模式有價值的參考建議。
[Abstract]:With the acceleration of urbanization, the demand for urban construction land is increasing day by day, and the rural population is pouring into the city, resulting in a large number of idle rural construction land. The limitation and scarcity of land resources require the optimal allocation of land resources. The market-oriented circulation of rural collective construction land is the allocation of rural collective land resources by market mechanism. In order to promote the reform and innovation of rural land system in China, the development of socialist market economy also requires the public circulation of rural collective land and other factors of production in the tangible market to create land value-added income. Therefore, it is very important to establish a reasonable transfer model of rural collective construction land. This paper compares the advantages and disadvantages of the pilot model of rural collective construction land transfer in the eastern, western and central regions of China and the operation of the American Rural Housing Mutual Fund. Based on the analysis of the policy and means of the transfer of "Ding Quan" in Hong Kong, a set of market-oriented transfer models of rural collective construction land, which is guided by market means and supported by administrative means, has been established, which involves the allocation of basic transfer indicators. Three levels of service platform design and circulation distribution design. Basic configuration design: through confirming the right to issue the title of land property right, scientifically defining the four major zoning of land use, estimating and mastering the regional collective construction land transfer potential. Not only to meet the needs of urban economic development, but also to release the potential of land transfer, to protect the land and property rights of farmers. Design of service platform: financial financing, non-profit organization management to build rural land transfer trading platform, Define the organizational structure of the trading platform, promote the implementation of land reclamation, in-exchange trading, revenue management, etc.; transfer distribution design: the government regulates the market through taxation, and the land sector sets up a land transfer revenue fund, Set up supervision and management committee to ensure the public distribution of land income. Finally, combining with the situation of land use in Harbin to do empirical analysis, using the grey correlation method to the driving factors of rural collective construction land circulation, Based on the estimation model of rural collective construction land transfer potential, the paper analyzes the circulation potential of 9 districts in Harbin. The paper puts forward the operation steps of the market-oriented circulation mode of rural collective construction land and tries to provide valuable reference suggestions for the pilot work of rural construction land circulation to be carried out in Heilongjiang Province.
