【摘要】：JL鎮(zhèn)作為一個(gè)快速發(fā)展中的小城鎮(zhèn),目前正處在工業(yè)化、城鎮(zhèn)化、快速發(fā)展階段,經(jīng)濟(jì)社會發(fā)展需要占用大量的土地,而后備土地資源的開發(fā)受到數(shù)量少、質(zhì)量差、開墾難和生態(tài)環(huán)境脆弱等因素的限制,潛力非常有限,創(chuàng)新土地整理模式,強(qiáng)化土地整理項(xiàng)目的質(zhì)量管理勢在必行。JL鎮(zhèn)提出要大規(guī)模實(shí)施土地整治,提高耕地質(zhì)量,大幅度增加高產(chǎn)、穩(wěn)產(chǎn)田比重,加大投入,安排實(shí)施了農(nóng)業(yè)綜合開發(fā)土地整理項(xiàng)目,有計(jì)劃的分片推進(jìn)土地整理。然而,目前的土地整理項(xiàng)目普遍盲目追求中低產(chǎn)田改造數(shù)量的增加,不注重改造的質(zhì)量。因此,研究土地整理項(xiàng)目中的質(zhì)量問題十分重要,而土地整理項(xiàng)目質(zhì)量是通過項(xiàng)目的實(shí)施和管理來體現(xiàn)的。本文以質(zhì)量管理的相關(guān)理論基礎(chǔ)為依據(jù),通過JL鎮(zhèn)土地整理項(xiàng)目實(shí)踐,論證了質(zhì)量管理在土地整理項(xiàng)目中的重要作用,分析了土地整理項(xiàng)目質(zhì)量管理的現(xiàn)狀和存在問題,包括:目前有些施工單位沒有資質(zhì),技術(shù)上不過關(guān),達(dá)不到施工要求;目前有些地方政府或者是土地主管部門,在思想觀念上還是以追求耕地?cái)?shù)量的片面增長為土地項(xiàng)目管理的主要目標(biāo);很多合同在制訂時(shí)考慮不夠全面,不夠細(xì)致,設(shè)置的某些條款不符合施工的實(shí)際情況;現(xiàn)在的一些監(jiān)理單位為了盈利,沒有職業(yè)道德,缺乏業(yè)界良心,只管收錢辦事,要么在現(xiàn)場監(jiān)理檢查時(shí)三心二意,走走過場,要么對檢查出來的問題隱瞞不報(bào),監(jiān)理如同虛設(shè),質(zhì)量管理就失去了重要保證;土地整理項(xiàng)目從業(yè)人員往往是兼職,專業(yè)素質(zhì)參差不齊,知識結(jié)構(gòu)較單一;技術(shù)應(yīng)用少。提出了優(yōu)化土地整理項(xiàng)目質(zhì)量管理的建議,包括:土地整理項(xiàng)目要數(shù)量質(zhì)量并重,強(qiáng)化項(xiàng)目規(guī)劃管理意識,提高項(xiàng)目質(zhì)量管理水平,經(jīng)濟(jì)、社會、生態(tài)效益一體化;規(guī)范運(yùn)作,強(qiáng)化項(xiàng)目實(shí)施管理,對項(xiàng)目管理中的各個(gè)環(huán)節(jié)嚴(yán)格把關(guān),保證項(xiàng)目建設(shè)質(zhì)量;制定完善的土地整理項(xiàng)目質(zhì)量控制體系;引進(jìn)先進(jìn)的項(xiàng)目管理知識方法,培養(yǎng)高素質(zhì)專業(yè)人才,強(qiáng)化制度建設(shè)和監(jiān)督管理;加強(qiáng)新技術(shù)的應(yīng)用,推進(jìn)項(xiàng)目的技術(shù)升級。
[Abstract]:The town of JL as a small town in rapid development, is currently in the industrialization, urbanization, rapid development stage, the economic and social development requires a lot of land, and the exploitation of potential land resources has less quantity, poor quality, difficult to reclaim and fragile ecological environment and other factors, the potential is very limited, consolidation mode innovation land, strengthen quality management of land consolidation project imperative.JL town proposed to large-scale implementation of land remediation, improve the quality of cultivated land, increase yield, increase investment, the proportion of production field, arrangements for the implementation of comprehensive agricultural development of land consolidation project, there are plans to slice to promote land consolidation. However, the current land consolidation projects generally blind pursuit the increase in the number of low yield farmland, do not pay attention to quality improvement. Therefore, research on the quality problems in land consolidation project is very important, but the quality of land consolidation project Through the implementation and management of the project to reflect. Based on the related theoretical basis of quality management as the basis, through the JL town land consolidation project practice, proves the importance of quality management in land consolidation project, analyzes the present situation of quality management of land consolidation project and the existing problems, including: at present, some construction units do not have technical qualification, however, is not up to the requirements of construction; some local government or land departments, in mind and in pursuit of the quantity of cultivated land is the main target of one-sided growth land management project; many contracts in the formulation is not comprehensive enough to consider, not detailed enough, some of the terms set does not accord with the actual situation of the construction some supervision units; now for profit, no occupation morality, lack of conscience of the industry, despite the money work, either in the on-site supervision inspection center of three double, walk The market, do not report or check out the problem of concealment, supervision as decoration, quality management will lose an important guarantee; land consolidation project staff are often part-time, professional quality is uneven, the knowledge structure is simple; less technology. Put forward the optimization of land consolidation project quality management recommendations, including: Land Consolidation project both quality and quantity, strengthen management consciousness, project planning, improve project quality management level, economic, social and ecological benefits of integration; standardized operation, strengthening project management, strict control of all aspects of project management, ensure project construction quality; to establish and perfect the land consolidation project quality control system; the introduction of advanced project management knowledge, high quality professional talents, strengthen the system construction and supervision; strengthen the application of new technologies, promote the project technology upgrade.
