【摘要】：我國出臺(tái)的農(nóng)村一二三產(chǎn)業(yè)融合發(fā)展支持政策在營造產(chǎn)業(yè)融合環(huán)境、調(diào)動(dòng)融合主體積極性、激發(fā)產(chǎn)業(yè)融合路徑創(chuàng)新和健全完善利益聯(lián)結(jié)機(jī)制等方面發(fā)揮了重要作用,但也存在政策針對(duì)性不強(qiáng)、覆蓋面偏窄、與融合主體政策需求有偏差等問題。而部分農(nóng)業(yè)發(fā)達(dá)國家在農(nóng)村一二三產(chǎn)業(yè)融合長期實(shí)踐中業(yè)已形成了一些較為成熟的模式和政策支持經(jīng)驗(yàn)。鑒于此,文章從財(cái)政、金融、稅收、公共服務(wù)等方面對(duì)國外支持農(nóng)村一二三產(chǎn)業(yè)融合發(fā)展的政策經(jīng)驗(yàn)進(jìn)行考察分析,以期為健全完善我國推進(jìn)農(nóng)村一二三產(chǎn)業(yè)融合發(fā)展的支持政策提供有益思考。
[Abstract]:The policy of supporting the development of rural industrial convergence has played an important role in creating an environment of industrial convergence, arousing the enthusiasm of the subject of integration, stimulating the innovation of the path of industrial convergence and perfecting the mechanism of interest integration. However, there are also policies that are not well-targeted and have narrow coverage. Some agricultural developed countries have formed some mature models and policy support experiences in the long-term practice of rural primary, secondary and tertiary industry integration. In the aspects of taxation and public service, this paper makes an investigation and analysis of the foreign policy experience in supporting the development of rural primary, secondary and tertiary industries, in order to provide beneficial thinking for perfecting and perfecting the supporting policies of promoting the development of rural primary, second and third industries in China.
