【摘要】：脫離貧困,實(shí)現(xiàn)富裕是每一個(gè)人的理想,而貧困卻是幾千年來都客觀存在的,無論是社會(huì)服務(wù)機(jī)制健全富裕的國(guó)家,還是生產(chǎn)落后貧窮的國(guó)家,貧困依然存在,所以擺脫貧困是一個(gè)長(zhǎng)期的問題。本文通過對(duì)“貧困”“貧困文化”“扶貧開發(fā)”等定義的闡述貧困,了解貧困人口為什么貧困、扶貧開發(fā)的項(xiàng)目為什么在部分區(qū)域有良好的效益,在部分地區(qū)卻相形見絀的困惑。天祝藏族自治縣作為全省、全市唯一的藏族自治縣,在全省、全市不論是經(jīng)濟(jì)社會(huì)發(fā)展、還是民族團(tuán)結(jié)穩(wěn)定,不論是區(qū)域協(xié)作共贏、還是民族文化交流,都具有一定的代表性。因此筆者將天祝作為本次論文的調(diào)研點(diǎn),深入走訪調(diào)研,通過案例和問卷的具體分析了扶貧對(duì)象對(duì)扶貧政策的認(rèn)知,了解他們的貧困文化；從民族學(xué)的角度理解貧困人口和扶貧開發(fā),對(duì)天祝藏族自治縣貧困狀況及扶貧開發(fā)模式做出詳細(xì)介紹；以扶貧對(duì)象為主線,研究分析調(diào)查地區(qū)的扶貧成效、扶貧對(duì)象對(duì)相關(guān)扶貧政策的滿意度；通過實(shí)地調(diào)研發(fā)現(xiàn)貧困個(gè)體的消費(fèi)方式、生活環(huán)境、思想觀點(diǎn)對(duì)扶貧政策的影響,以及政府對(duì)于貧困個(gè)體發(fā)展的影響因素。最后筆者對(duì)文章進(jìn)行了思考,表述本論文的研究結(jié)果,并對(duì)此提出相關(guān)政策以期改善扶貧開發(fā)的成效。
[Abstract]:Getting out of poverty and realizing prosperity is everyone's ideal, and poverty has existed objectively for thousands of years, whether in rich countries with sound social service mechanisms or in poor countries with backward production. Therefore, getting rid of poverty is a long-term problem. Through the definition of "poverty", "poverty culture," "poverty alleviation," "poverty alleviation" and so on, this paper explains why the poor population is poor, and why poverty alleviation and development projects have good benefits in some regions. Tianzhu Tibetan Autonomous County is the province's only Tibetan autonomous county in the whole city. In the whole province, whether it is economic and social development or national unity and stability, whether it is regional cooperation and win-win, Therefore, the author regards Tianzhu as the research point of this paper, deeply visits the investigation, through the case and the questionnaire concretely analyzes the poverty alleviation target's cognition to the poverty alleviation policy. To understand their poverty culture; to understand the poor population and poverty alleviation and development from the perspective of ethnology; to make a detailed introduction to the poverty situation and poverty alleviation development model in Tianzhu Tibetan Autonomous County; and to take poverty alleviation as the main line. Research and analysis of poverty alleviation results in the survey areas, poverty alleviation targets' satisfaction with relevant poverty alleviation policies; through field research, find out the impact of the poor individuals' consumption style, living environment, ideas and viewpoints on poverty alleviation policies, Finally, the author thinks about the article, describes the research results of this paper, and puts forward relevant policies to improve the effectiveness of poverty alleviation and development.
