【摘要】:新時(shí)期國(guó)際競(jìng)爭(zhēng)的焦點(diǎn)已經(jīng)從能源競(jìng)爭(zhēng)轉(zhuǎn)變?yōu)榭萍几?jìng)爭(zhēng),而科技競(jìng)爭(zhēng)的中心是人才的競(jìng)爭(zhēng)。人才是推動(dòng)社會(huì)生產(chǎn)力飛躍的重要因素,故農(nóng)村人力資源開(kāi)發(fā)是促進(jìn)農(nóng)村經(jīng)濟(jì)快速發(fā)展的重要手段。農(nóng)村人力資源開(kāi)發(fā)是指通過(guò)建設(shè)新型農(nóng)村制度、農(nóng)戶培訓(xùn)教育、新農(nóng)村文化培養(yǎng)等方式,對(duì)現(xiàn)存的農(nóng)村人力資源進(jìn)行有限引導(dǎo)、規(guī)劃、布局的方案總稱,其目的是實(shí)現(xiàn)農(nóng)村生產(chǎn)力發(fā)展、農(nóng)村經(jīng)濟(jì)發(fā)展大突破。我國(guó)農(nóng)村有巨大的土地面積以及巨量的人力資源儲(chǔ)備,關(guān)鍵是將數(shù)量?jī)?yōu)勢(shì)轉(zhuǎn)換為人力資源質(zhì)量?jī)?yōu)勢(shì)。要實(shí)現(xiàn)這一目標(biāo),首先應(yīng)了解所在地區(qū)農(nóng)村人力資源發(fā)展現(xiàn)狀,例如人口數(shù)、受教育程度、死亡率、生活環(huán)境狀況、經(jīng)濟(jì)發(fā)展?fàn)顩r等,之后提出農(nóng)村人力資源開(kāi)發(fā)的制度供給建議以及投資建議。吉林省是產(chǎn)糧大省,其農(nóng)業(yè)發(fā)展在我國(guó)經(jīng)濟(jì)發(fā)展領(lǐng)域占有特殊地位。近些年,吉林省在農(nóng)村經(jīng)濟(jì)與農(nóng)業(yè)發(fā)展中都取得長(zhǎng)足的進(jìn)步,通過(guò)推進(jìn)農(nóng)村人力資源的開(kāi)發(fā)是實(shí)現(xiàn)其農(nóng)村經(jīng)濟(jì)發(fā)展的重要原因。農(nóng)村農(nóng)業(yè)的發(fā)展離不開(kāi)智力支持,農(nóng)村人力資源開(kāi)發(fā)目的就是要提供農(nóng)村經(jīng)濟(jì)發(fā)展所需的人才。在有關(guān)理論以及綜述的基礎(chǔ)上展開(kāi)評(píng)價(jià)吉林省農(nóng)村人力資源開(kāi)發(fā)政府行為的研究,首先構(gòu)建評(píng)價(jià)吉林省農(nóng)村人力資源開(kāi)發(fā)政府行為的指標(biāo)體系,并利用結(jié)構(gòu)方程模型進(jìn)行實(shí)證分析,最后得出政策建議。模型的研究結(jié)論表明,選擇的指標(biāo)變量對(duì)潛變量政府公共品提供、農(nóng)村勞動(dòng)力支持、資金支持、技術(shù)支持、政策體系支持、生態(tài)環(huán)境支持六個(gè)方面的解釋處于合理范圍。最后在政府行為在促進(jìn)農(nóng)村人力資源開(kāi)發(fā)過(guò)程中應(yīng)遵循的總體原則下,提出了相對(duì)應(yīng)的9項(xiàng)政策建議,認(rèn)為從戰(zhàn)略宏觀角度講,應(yīng)加強(qiáng)對(duì)農(nóng)村基礎(chǔ)設(shè)施的投資,促進(jìn)農(nóng)村人才流動(dòng)以及農(nóng)村人力資源質(zhì)量的提升,強(qiáng)化農(nóng)村教育,建立農(nóng)村教育培訓(xùn)體系,建立由吉林省政府審核的農(nóng)業(yè)技能培訓(xùn)認(rèn)證體系是促進(jìn)農(nóng)村人力資源開(kāi)發(fā)的重要方法。同時(shí),在具體實(shí)行方案上,本文提出政府應(yīng)加強(qiáng)農(nóng)業(yè)知識(shí)的宣傳力度,做好不同地市間農(nóng)村人力資源流動(dòng)引導(dǎo)工作,合理配置農(nóng)村人力資源。加快構(gòu)建農(nóng)村人力資源開(kāi)發(fā)的農(nóng)村文化體系,為開(kāi)發(fā)提供文化保障,構(gòu)建農(nóng)村人力資源市場(chǎng)制度體系,強(qiáng)化政府對(duì)農(nóng)村人力資源管理體系等。
[Abstract]:The focus of international competition in the new era has changed from energy competition to science and technology competition, and the center of science and technology competition is the competition of talents, which is an important factor to promote the leap of social productive forces. Therefore, the development of rural human resources is an important means to promote the rapid development of rural economy. The purpose of this scheme is to realize the development of rural productive forces and the great breakthrough of rural economic development. China's rural areas have a huge land area and a huge amount of human resources reserves, the general name of which is the limited guidance, planning and layout of the existing rural human resources, the purpose of which is to achieve the development of rural productive forces and rural economic development. The key is to transform the quantity advantage into the human resource quality advantage. To achieve this goal, we should first understand the current situation of rural human resource development in the region, such as population, education, mortality, living environment, etc. In recent years, Jilin Province is a big grain-producing province, and its agricultural development occupies a special position in the field of economic development of our country. Jilin Province has made great progress in the development of rural economy and agriculture. By promoting the development of rural human resources, it is an important reason to realize the development of rural economy. The purpose of rural human resources development is to provide the talents needed for the development of rural economy. On the basis of relevant theories and summary, the research on evaluating the government behavior of rural human resources development in Jilin Province is carried out. Firstly, the index system of evaluating the government behavior of rural human resources development in Jilin Province is constructed, and the empirical analysis is carried out by using the structural equation model. Finally, the policy recommendations are obtained. The conclusion of the model shows that, The index variables selected to provide government public goods, rural labor force support, financial support, technical support, policy system support, the potential variable government public goods supply, rural labor force support, financial support, technical support, policy system support, The explanation of six aspects of ecological environment support is within a reasonable scope. Finally, under the general principle that government behavior should follow in the process of promoting the development of rural human resources, the corresponding nine policy recommendations are put forward, which are considered from the strategic macroscopic point of view. We should strengthen the investment in rural infrastructure, promote the flow of rural talents and improve the quality of rural human resources, strengthen rural education and establish a rural education and training system. The establishment of agricultural skill training certification system audited by Jilin Provincial Government is an important method to promote the development of rural human resources. At the same time, in the specific implementation scheme, this paper proposes that the government should strengthen the propaganda of agricultural knowledge. To guide the flow of rural human resources among different cities and cities, to allocate rural human resources rationally, to accelerate the construction of rural cultural system of rural human resources development, to provide cultural guarantee for the development of rural human resources, and to construct the system of rural human resources market system. Strengthen the government to rural human resources management system.
