【摘要】：武漢作為一座國家中心城市,其農(nóng)業(yè)的發(fā)展隨著城鎮(zhèn)化的推進(jìn)經(jīng)歷了很大變遷。研究該區(qū)域的農(nóng)業(yè)發(fā)展水平與產(chǎn)業(yè)結(jié)構(gòu)的變化,以及其與城鎮(zhèn)化進(jìn)程的協(xié)調(diào)發(fā)展程度如何,對保障區(qū)域的糧食安全、資源安全和生態(tài)安全具有十分重要的意義,是一個極具現(xiàn)實意義的課題。本文以武漢市為研究區(qū)域,分析回顧了該市自建國以來城鎮(zhèn)化與農(nóng)業(yè)發(fā)展水平、農(nóng)業(yè)產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的歷史進(jìn)程,隨后在結(jié)合了幾種經(jīng)典的城鄉(xiāng)關(guān)系與城鄉(xiāng)協(xié)調(diào)發(fā)展理論,深入解讀了國內(nèi)外關(guān)于城鎮(zhèn)化與農(nóng)業(yè)發(fā)展協(xié)調(diào)度相關(guān)研究的基礎(chǔ)上,構(gòu)建了衡量農(nóng)業(yè)與城鎮(zhèn)化協(xié)調(diào)發(fā)展程度的指標(biāo)體系,運用實證分析對2000到2015年二者的協(xié)調(diào)發(fā)展程度進(jìn)行了評價,形成對武漢市城鎮(zhèn)化與農(nóng)業(yè)協(xié)調(diào)發(fā)展過程的整體認(rèn)識。研究表明:(1)新的世紀(jì)里武漢市農(nóng)業(yè)發(fā)展與城鎮(zhèn)化的協(xié)調(diào)程度較好;(2)二者實現(xiàn)了由共同處在較低水平的相互協(xié)調(diào),向共同發(fā)展為高水平的協(xié)調(diào)進(jìn)步;(3)長期來看,城鎮(zhèn)化綜合水平較農(nóng)業(yè)發(fā)展進(jìn)步更快;(4)要維持長期的協(xié)調(diào)穩(wěn)定,必須給予農(nóng)業(yè)更多的政策支持,解決好資源緊張、結(jié)構(gòu)轉(zhuǎn)型、農(nóng)產(chǎn)品商品化方面的困難。研究結(jié)合荷蘭等發(fā)達(dá)國家的經(jīng)驗,為農(nóng)業(yè)長期保持與城鎮(zhèn)化進(jìn)程相適應(yīng),實現(xiàn)可持續(xù)發(fā)展,作者提出了以下四個方面的建議:(1)升級農(nóng)業(yè)基礎(chǔ)設(shè)施,積極推廣設(shè)施農(nóng)業(yè);(2)適應(yīng)市民產(chǎn)品需求,調(diào)整農(nóng)業(yè)生產(chǎn)結(jié)構(gòu);(3)壯大農(nóng)業(yè)合作組織,實現(xiàn)產(chǎn)供銷一條龍;(4)打造多功能型農(nóng)業(yè),培育推銷本土品牌。
[Abstract]:Wuhan as a National Center City, the development of agriculture with the advance of urbanization has undergone great changes. On the regional level and industrial structure change and agricultural development, the urbanization and the coordinated development degree of how to ensure regional food security, has very important significance of resources and ecological safety that is a topic of great practical significance. This paper takes Wuhan city as the study area, analyzed the city since the founding of China, urbanization and agricultural development level, the historical process of the adjustment of agricultural structure, then by combining several classic urban rural relationship and the theory of coordinated development, in-depth interpretation on the domestic and foreign correlation study on the coordination of urbanization and agricultural development on the basis of the constructed index system to measure the degree of development of agriculture and urbanization coordination, the use of empirical analysis to two in 2015 to 2000 The degree of coordinated development was evaluated, forming the overall development process of Wuhan city urbanization and agricultural coordinated understanding. Research shows that: (1) the better the new century Wuhan City Agricultural Development and urbanization level of coordination; (2) the two achieved by the joint coordination at the lower level, to joint development is a high level of coordination and progress; (3) the long term, the comprehensive level of urbanization with agricultural development progress faster; (4) to maintain the coordination of long-term stability, agricultural policy must give more support to solve the shortage of resources, restructuring, agricultural products commercialization difficulties. Based on the developed countries in Holland the experience of agricultural long-term and adapt to urbanization, achieve sustainable development, the author puts forward the following four suggestions: (1) the upgrading of the agricultural infrastructure, and actively promote the agricultural facilities; (2) to meet the public demand, adjustment The whole agricultural production structure; (3) strengthen the agricultural cooperation organization, realize the production and marketing of one dragon; (4) build multi-functional agriculture and promote the promotion of local brands.
