【摘要】：全球政治和經(jīng)濟(jì)格局的數(shù)次變革給人類(lèi)社會(huì)帶來(lái)了前所未有的發(fā)展速度,人們的生活水平也得到了極大的改善。然而當(dāng)今世界,仍有十億人口身陷貧困的深淵。貧困問(wèn)題是全球性的社會(huì)問(wèn)題,也是中國(guó)作為發(fā)展中國(guó)家存在的突出問(wèn)題。解決貧困問(wèn)題無(wú)論是出于人文關(guān)懷還是經(jīng)濟(jì)發(fā)展的要求,都是值得探討的重要課題。內(nèi)蒙古和林格爾縣,地處內(nèi)蒙古高原向黃土高原的過(guò)渡帶,具有國(guó)內(nèi)許多貧困地區(qū)的共同特征。和林格爾縣反貧困的特點(diǎn)在于能夠很好地利用優(yōu)勢(shì)資源把奶牛的養(yǎng)殖作為致富的主要手段,使反貧困的速度得以提升。但是和林格爾縣仍屬于欠發(fā)達(dá)地區(qū),其貧困與反貧困問(wèn)題仍值得深入研究。為此,本文首先討論貧困問(wèn)題的研究背景及意義,分析了國(guó)內(nèi)外與貧困問(wèn)題相關(guān)的理論,闡述了國(guó)內(nèi)外對(duì)貧困線標(biāo)準(zhǔn)的界定。其次,介紹了和林格爾縣的環(huán)境資源概況、三大產(chǎn)業(yè)的發(fā)展情況、人民生活水平狀況等。然后,討論了和林格爾縣的貧困狀況及當(dāng)前的扶貧政策,進(jìn)而從社會(huì)、經(jīng)濟(jì)、政策等層面對(duì)影響和林縣經(jīng)濟(jì)發(fā)展的因素進(jìn)行分析。最后,根據(jù)這些分析結(jié)果和客觀情況,提出了應(yīng)注重產(chǎn)業(yè)投資均衡、扶貧資金落實(shí)到位、適當(dāng)提高貧困線、注重教育、加大就業(yè)扶持力度、提高公共衛(wèi)生服務(wù)和完善社會(huì)保險(xiǎn)制度等扶貧建議。
[Abstract]:Several changes in the global political and economic landscape have brought unprecedented pace of development to human society, and people's living standards have been greatly improved. There are still 1 billion people in the abyss of poverty. Poverty is a global social problem and a prominent problem in China as a developing country. Hulingle County, Inner Mongolia, is located in the transitional zone from the Inner Mongolia Plateau to the Loess Plateau. It has the common characteristics of many poor areas in China. The anti-poverty characteristic of Helinger County lies in its ability to make good use of its superior resources to use dairy cattle breeding as the main means of becoming rich. This paper first discusses the background and significance of the research on poverty, which is still an underdeveloped region, and its poverty and anti-poverty problems are still worthy of further study. This paper analyzes the theories related to poverty at home and abroad, expounds the definition of poverty line standards at home and abroad. Secondly, it introduces the general situation of environmental resources, the development of the three major industries, the living standards of the people, and so on. This paper discusses the poverty situation and current poverty alleviation policies in Helingle County, and then analyzes the factors affecting the economic development of Helinger County from the social, economic and policy aspects. Finally, according to the results of these analyses and objective conditions, The paper puts forward some suggestions for poverty alleviation, such as balancing industrial investment, implementing poverty alleviation funds, raising poverty line properly, paying attention to education, strengthening employment support, improving public health service and perfecting social insurance system.
