【摘要】：煙葉散葉收購(gòu)模式作為現(xiàn)代煙草農(nóng)業(yè)建設(shè)的一項(xiàng)重要內(nèi)容,是對(duì)傳統(tǒng)煙葉收購(gòu)方式的重大變革。研究并完善散葉收購(gòu)模式下煙葉等級(jí)質(zhì)量管理辦法,能夠有效提高煙葉等級(jí)合格率,提升煙葉使用價(jià)值,保障優(yōu)質(zhì)煙葉原料供應(yīng),現(xiàn)已成為各煙區(qū)的重點(diǎn)課題。本文以龍巖市為例,通過(guò)運(yùn)用現(xiàn)場(chǎng)調(diào)查法、文獻(xiàn)法和對(duì)比試驗(yàn)等方法,收集相關(guān)資料,分析龍巖市散葉收購(gòu)模式的等級(jí)質(zhì)量管理現(xiàn)狀和存在問(wèn)題,并從制度完善、隊(duì)伍建設(shè)、過(guò)程監(jiān)管等方面,探索如何有效提高散葉收購(gòu)模式下的煙葉等級(jí)合格率,以期為科學(xué)開(kāi)展散葉收購(gòu)工作提供參考與借鑒。本文主要研究結(jié)果如下：1.首先闡述了當(dāng)前國(guó)內(nèi)烤煙散葉收購(gòu)工作的研究背景、研究意義、研究現(xiàn)狀和研究方法等內(nèi)容,并調(diào)研了龍巖市散葉收購(gòu)模式,查找到煙葉等級(jí)質(zhì)量管理上的主要問(wèn)題有：專業(yè)化分級(jí)不到位,存在部位互混、混副組煙、混等級(jí)等現(xiàn)象；管理措施執(zhí)行率低,煙葉初檢、質(zhì)量管理員檢驗(yàn)、質(zhì)量主檢檢驗(yàn)等管理不到位；績(jī)效考核到位率低等。2.重點(diǎn)從專業(yè)化分級(jí)、收購(gòu)措施、質(zhì)量監(jiān)管等多個(gè)方面對(duì)問(wèn)題的原因進(jìn)行分析,確定了專業(yè)化分級(jí)人員和質(zhì)量管理人員的業(yè)務(wù)能力、質(zhì)量管理員的指導(dǎo)、散葉收購(gòu)工作規(guī)程的適用性、收購(gòu)管理措施的執(zhí)行率以及質(zhì)量檢查和考核等關(guān)鍵影響因素。3.以查找的關(guān)鍵因素為依據(jù)建立了散葉收購(gòu)模式下煙葉等級(jí)質(zhì)量管理的概念模型,并針對(duì)該模型制定了提升專業(yè)化分級(jí)人員業(yè)務(wù)水平、優(yōu)化散葉收購(gòu)工作規(guī)程、抓好質(zhì)量管理員分級(jí)指導(dǎo)工作、強(qiáng)化收購(gòu)檢查、加強(qiáng)績(jī)效考核、完善硬件設(shè)施、開(kāi)展免初分散葉收購(gòu)模式和精益收購(gòu)模式等對(duì)策,對(duì)對(duì)策實(shí)施效果進(jìn)行了驗(yàn)證,取得了一定成效。4.形成結(jié)論,認(rèn)為根據(jù)本文所建立的概念模型,解決好專業(yè)化分級(jí)人員和質(zhì)量管理人員的業(yè)務(wù)能力、散葉收購(gòu)工作規(guī)程、收購(gòu)檢查和績(jī)效考核等關(guān)鍵因素,能夠有效提高煙葉收購(gòu)等級(jí)質(zhì)量。最后,對(duì)今后的研究提出展望。
[Abstract]:As an important part of the construction of modern tobacco agriculture, the model of tobacco leaf acquisition is an important change to the traditional tobacco leaf purchase mode, and the management method of tobacco leaf grade quality is studied and perfected. It has become an important subject in various tobacco regions to raise the qualified rate of tobacco leaf grade, to promote the use value of tobacco leaf, and to ensure the supply of high-quality tobacco leaf raw materials. This paper takes Longyan City as an example and applies the method of field investigation. Through the methods of literature and comparative test, this paper collects relevant data, analyzes the present situation and existing problems of the grade quality management of the model of loose leaf purchase in Longyan City, and from the aspects of system perfection, team building, process supervision, etc. To explore how to effectively improve the pass rate of tobacco leaf grade under the model of loose leaf purchase, The main results of this paper are as follows: 1. Firstly, the research background, research significance, research status and research methods of domestic flue-cured tobacco leaf acquisition are described. The main problems in the management of tobacco leaf grade quality are: the specialized grade is not in place, the parts are mixed with each other, the blending group is mixed, the mixed grade is low, and the management measures are low, the first inspection of tobacco leaves, and so on, and the main problems in the quality management of tobacco grade are found out by investigating the model of loose leaf purchase in Longyan City. The management of quality administrator inspection, quality primary inspection and so on is not in place; the achievement rate of performance appraisal is low. 2. The reasons for the problems are analyzed from many aspects, such as professional grading, purchasing measures, quality supervision and so on. The professional grading personnel and quality management personnel's business ability, the guidance of the quality administrator, the applicability of the working procedures for the scattered leaf purchase are determined. Based on the key factors, such as the execution rate of acquisition management measures and quality inspection and assessment, a conceptual model of tobacco grade quality management was established. In view of the model, we have established the professional grading staff business level, optimized the work rules of the loose leaf purchase, made the quality administrator grading guidance, strengthened the acquisition inspection, strengthened the performance appraisal, improved the hardware facilities. The implementation effect of the strategy is verified, and the conclusion is reached, which is based on the conceptual model established in this paper, which is based on the conceptual model established in this paper. The key factors, such as the professional grading personnel and quality management personnel's business ability, the working rules of loose leaf acquisition, acquisition inspection and performance appraisal, can effectively improve the quality of tobacco leaf purchase grade. Finally, the prospect for future research is put forward.
