【摘要】：扶貧作為重要的民生工程,與供給側(cè)結(jié)構(gòu)性改革有著密切關(guān)系,扶貧的"扶"與"貧",實(shí)質(zhì)上是扶貧資源"供給"與"需求"的關(guān)系。在新經(jīng)濟(jì)形勢(shì)下,我國(guó)扶貧領(lǐng)域的主要矛盾已經(jīng)由供給總量不足轉(zhuǎn)為結(jié)構(gòu)性矛盾,結(jié)合我國(guó)精準(zhǔn)扶貧中存在的供需錯(cuò)位等問(wèn)題,指出用供給側(cè)結(jié)構(gòu)性改革的思路,重點(diǎn)從"投入側(cè)"入手,發(fā)揮政府主導(dǎo)作用,創(chuàng)新扶貧模式,提升農(nóng)戶(hù)發(fā)展的內(nèi)生動(dòng)力,以增強(qiáng)供給結(jié)構(gòu)對(duì)需求變化的適應(yīng)性和靈活性,進(jìn)而推進(jìn)精準(zhǔn)扶貧和有效脫貧,可以說(shuō)供給側(cè)結(jié)構(gòu)性改革是實(shí)現(xiàn)精準(zhǔn)扶貧的著力點(diǎn)和新動(dòng)力。
[Abstract]:As an important livelihood project, poverty alleviation is closely related to supply-side structural reform. The "support" and "poverty" of poverty alleviation are essentially the relationship between "supply" and "demand" of poverty alleviation resources. The main contradiction in the field of poverty alleviation in China has changed from the shortage of the total supply to the structural contradiction. Combined with the mismatch of supply and demand in the precision poverty alleviation in China, this paper points out the thinking of structural reform on the supply-side. Focus on the "input side", play the leading role of the government, innovate the poverty alleviation model, enhance the endogenous power of farmers' development, in order to enhance the adaptability and flexibility of supply structure to the change of demand. In order to push forward precision poverty reduction and effective poverty reduction, it can be said that supply-side structural reform is the key point and new motive force to achieve precision poverty reduction.
