【摘要】：目的:從大病支出的發(fā)生概率和經(jīng)濟(jì)負(fù)擔(dān)兩個(gè)方面評(píng)估新型農(nóng)村合作醫(yī)療大病保險(xiǎn)的實(shí)施效果。方法:基于2014年中國(guó)家庭追蹤調(diào)查(CFPS)的農(nóng)戶數(shù)據(jù),運(yùn)用兩部分模型分析大病保險(xiǎn)推行后大病支出的發(fā)生概率和經(jīng)濟(jì)負(fù)擔(dān)的變化情況。結(jié)果:新型農(nóng)村合作醫(yī)療大病保險(xiǎn)沒(méi)有降低大病支出的發(fā)生概率,但顯著地減輕了中部和東部地區(qū)患病農(nóng)民的經(jīng)濟(jì)負(fù)擔(dān)。結(jié)論:新型農(nóng)村合作醫(yī)療大病保險(xiǎn)在中部和東部地區(qū)取得了較好的實(shí)施效果,而在西部地區(qū)的效果較差;新型農(nóng)村合作醫(yī)療應(yīng)建立預(yù)防保健體系,同時(shí)需進(jìn)一步完善大病保險(xiǎn)在西部地區(qū)的補(bǔ)償政策。
[Abstract]:Objective: to evaluate the effectiveness of the new rural cooperative medical insurance system in terms of the incidence probability and economic burden of serious illness expenditure. Methods: based on the 2014 Chinese Family tracking Survey (CFPSS). Of farmers. Using the two-part model to analyze the occurrence probability and economic burden of the serious illness after the implementation of the serious illness insurance. Results: the new rural cooperative medical insurance did not reduce the incidence of serious illness expenditure probability. Conclusion: the new rural cooperative medical insurance has achieved a good effect in the central and eastern areas, but the effect is poor in the western region. The new rural cooperative medical system should be established and the compensation policy of the insurance for serious illness in the western region should be further improved.
