【摘要】：近年來,寧夏糧食生產(chǎn)實現(xiàn)"十三連豐",農(nóng)民增收實現(xiàn)"十三連增"的喜人成績背后,存在部分農(nóng)產(chǎn)品供求結(jié)構(gòu)失衡,土地、水等資源環(huán)境約束加劇等農(nóng)業(yè)供給側(cè)多重矛盾積累,嚴重削弱了農(nóng)業(yè)市場競爭力,影響了農(nóng)業(yè)可持續(xù)發(fā)展。積極適應(yīng)農(nóng)業(yè)由總量不足轉(zhuǎn)變?yōu)榻Y(jié)構(gòu)性矛盾的階段性變化,深入推進農(nóng)業(yè)供給側(cè)結(jié)構(gòu)性改革,創(chuàng)新體制機制,推進科技進步,優(yōu)化農(nóng)業(yè)產(chǎn)業(yè)體系、生產(chǎn)體系、經(jīng)營體系,著力培育農(nóng)業(yè)農(nóng)村發(fā)展新動能,加快寧夏農(nóng)業(yè)現(xiàn)代化進程,是順應(yīng)新形勢新要求,踐行創(chuàng)新、協(xié)調(diào)、綠色、開放、共享新理念,提高農(nóng)業(yè)供給體系質(zhì)量和效率所作出的必然選擇。
[Abstract]:In recent years, the "13 Lianfeng" grain production in Ningxia and the "13 consecutive increase" of farmers' income have resulted in the imbalance of supply and demand structure of some agricultural products and land. The accumulation of multiple contradictions on the supply side of agriculture such as the intensification of resource and environmental constraints such as water has seriously weakened the competitiveness of the agricultural market. It has influenced the sustainable development of agriculture, actively adapted to the stage change of agriculture from insufficient quantity to structural contradiction, deeply promoted the structural reform on the supply side of agriculture, innovated the system and mechanism, and promoted the progress of science and technology. To optimize the agricultural industrial system, production system and management system, to cultivate the new kinetic energy of agricultural rural development and to speed up the process of agricultural modernization in Ningxia are to comply with the new situation and new requirements, to practice innovation, coordination, green and open. Share new ideas, improve the quality and efficiency of agricultural supply system made the inevitable choice.
