【摘要】：本文在了解國內(nèi)外農(nóng)業(yè)現(xiàn)代化建設(shè)及其科技支撐層面發(fā)展現(xiàn)狀的基礎(chǔ)上,采用比較分析法、實(shí)證分析法以及SW0T分析法等研究方法,定性與定量相結(jié)合,對河北省邢臺縣農(nóng)業(yè)現(xiàn)代化與科技支撐農(nóng)業(yè)發(fā)展現(xiàn)狀進(jìn)行調(diào)查研究。通過對日本、美國、韓國、歐盟等國家或地區(qū)農(nóng)業(yè)現(xiàn)代化建設(shè)概況以及國內(nèi)現(xiàn)代化的農(nóng)業(yè)路徑的探索分析,認(rèn)為各個國家或地區(qū)農(nóng)業(yè)現(xiàn)代化發(fā)展都具備一些共同特征,比如注重政府對農(nóng)業(yè)的保護(hù)和干預(yù),依托現(xiàn)代化的新型農(nóng)業(yè)科技產(chǎn)品和服務(wù),重視科技支撐體系的構(gòu)建與發(fā)展,強(qiáng)化對農(nóng)業(yè)的投入力度,對農(nóng)民亟需的農(nóng)資進(jìn)行補(bǔ)貼,適度的規(guī)�；a(chǎn)經(jīng)營等。根據(jù)農(nóng)業(yè)現(xiàn)代化進(jìn)程不可逆轉(zhuǎn)的趨勢,以及從國內(nèi)外先進(jìn)農(nóng)業(yè)現(xiàn)代化發(fā)展模式在政策制度、資金支持、發(fā)展模式、科技支撐等方面分析出的經(jīng)驗(yàn)啟示,結(jié)合邢臺縣本地農(nóng)業(yè)現(xiàn)代化發(fā)展的實(shí)際情況,提出了加快推進(jìn)邢臺縣農(nóng)業(yè)現(xiàn)代化進(jìn)程的具體對策和建議：1、強(qiáng)化政府對農(nóng)業(yè)的支持、干預(yù)和保護(hù),以使政策隨著農(nóng)業(yè)發(fā)展而做出階段性改變。2、建立合理的農(nóng)業(yè)產(chǎn)業(yè)有機(jī)框架,全面推進(jìn)農(nóng)業(yè)可持續(xù)發(fā)展。3、提高農(nóng)業(yè)科技服務(wù)和推廣水平,注重“農(nóng)業(yè)產(chǎn)業(yè)、高校、科研單位”一體化運(yùn)作,強(qiáng)化科技支撐。4、推動農(nóng)民專業(yè)合作組織的普及,完善農(nóng)業(yè)管理服務(wù)體系。5、立足市場和當(dāng)?shù)乜陀^條件,搞好生態(tài)有機(jī)農(nóng)產(chǎn)品生產(chǎn),提升農(nóng)產(chǎn)品質(zhì)量。6、推進(jìn)邢臺縣農(nóng)產(chǎn)品品牌戰(zhàn)略實(shí)施,形成競爭優(yōu)勢。7、加強(qiáng)對農(nóng)民的技術(shù)服務(wù)與指導(dǎo),促進(jìn)科技成果的應(yīng)用。8、實(shí)行差異化農(nóng)業(yè)發(fā)展模式,實(shí)施多元型農(nóng)業(yè)經(jīng)營。研究結(jié)果為邢臺縣當(dāng)?shù)剞r(nóng)業(yè)現(xiàn)代化發(fā)展模式及科技支撐體系的構(gòu)建提供了理論依據(jù),為促進(jìn)當(dāng)?shù)剞r(nóng)業(yè)的轉(zhuǎn)型,推動農(nóng)業(yè)現(xiàn)代化進(jìn)程提出了建設(shè)性的意見和建議。
[Abstract]:On the basis of understanding the current situation of agricultural modernization construction and its supporting level of science and technology at home and abroad, this paper adopts comparative analysis, empirical analysis and SW0T analysis to combine qualitative and quantitative analysis. The present situation of agricultural modernization and science and technology supporting agriculture in Xingtai County of Hebei Province is investigated. Through the research on Japan, the United States and South Korea. European Union and other countries or regions of the general situation of agricultural modernization and domestic modernization of the agricultural path of exploration and analysis, the agricultural modernization of each country or region has some common characteristics. For example, the government should pay attention to the protection and intervention of agriculture, rely on modern new agricultural science and technology products and services, attach importance to the construction and development of science and technology support system, and strengthen the investment in agriculture. According to the irreversible trend of the agricultural modernization process and the development model of the advanced agricultural modernization at home and abroad in the policy system and financial support. Based on the experience and enlightenment of the development model and the support of science and technology, combined with the actual situation of the local agricultural modernization in Xingtai County, this paper puts forward the concrete countermeasures and suggestions to speed up the process of agricultural modernization in Xingtai County. Strengthen the government's support, intervention and protection of agriculture, in order to make the policy with the development of agriculture to make a phased change. 2, to establish a reasonable organic framework of agricultural industry, and comprehensively promote the sustainable development of agriculture. 3. We will improve the service and popularization of agricultural science and technology, pay attention to the integrated operation of "agricultural industries, colleges and universities, and scientific research units," strengthen the support of science and technology, and promote the popularization of specialized cooperative organizations for farmers. Improve the agricultural management service system. 5, based on the market and local objective conditions, do a good job in the production of eco-organic agricultural products, improve the quality of agricultural products. 6, promote Xingtai County brand strategy for agricultural products. Form competitive advantage. 7, strengthen the technical service and guidance to farmers, promote the application of scientific and technological achievements. The results provide a theoretical basis for the development model of local agricultural modernization and the construction of science and technology support system in Xingtai County, and promote the transformation of local agriculture. Constructive suggestions and suggestions were put forward to promote the process of agricultural modernization.
